The people's governments of all districts, the Administrative Committee of the Beijing Economic and Technological Development Zone, and all relevant units:
In accordance with the requirements of the Notice on Carrying out the Collection of Typical Cases of Green and Low-Carbon Energy Transformation issued by the General Department of the National Energy Administration, in order to explore the city's successful experience and beneficial practices in green energy transformation and play a typical demonstration and leading role, the application of typical cases of green and low-carbon energy transformation is now organized. The specific matters are notified as follows:
1. The applicant enterprise fills in the "Declaration Form for Typical Cases of Green and Low-Carbon Energy Transformation", signs the "Letter of Commitment for the Application Materials of Typical Cases of Green and Low-Carbon Energy Transformation", and affixes the official seal of the unit, and can submit it to all districts and relevant units in accordance with the principles of territorial or industry management. The submitted case must have achieved good substantive results, and must not be at the stage of program conception.
2. All districts and relevant units are requested to carry out case collection and preliminary review as required units, review the authenticity, completeness and compliance of the application materials and the absence of bad records of the reporting units, and submit the "Summary Table of Recommended Typical Cases of Green and Low-Carbon Energy Transformation" and case application materials to our committee (Energy Department) before October 18, 2023. Late applications will not be included in the selection recommendation.
3. This notice will be published on the website of the Municipal Development and Reform Commission - Work News - Notice Bulletin Board, and the relevant attachments can be downloaded from the Internet. Our committee will organize experts from all districts and relevant units to review and discuss the project, and summarize and recommend it to the National Energy Administration in accordance with no more than 5 requirements.

Notice of the Comprehensive Department of the National Energy Administration on Carrying out the Collection of Typical Cases of Green and Low-Carbon Energy Transformation
The energy bureaus of all provinces (autonomous regions and municipalities directly under the Central Government), the development and Reform Commissions of relevant provinces (autonomous regions and municipalities directly under the Central Government) and the Xinjiang Production and Construction Corps:
In recent years, under the guidance of the new energy security strategy of "four revolutions and one cooperation", China has made a series of breakthroughs in the green and low-carbon transformation of energy. In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, further promote the energy revolution, accelerate the planning and construction of a new energy system, explore, summarize, exchange and promote successful experiences and beneficial practices in various places, and play a typical demonstration and leading role, the collection of typical cases of green and low-carbon energy transformation is hereby organized. The relevant matters are hereby notified as follows.
1. Solicitation content
The following four types of typical cases are mainly collected:
(1) New models of green energy supply. It is mainly aimed at cases that significantly improve the safe and reliable substitution capacity of new energy in the energy system, including but not limited to system-friendly new energy stations, high-proportion new energy intelligent dispatching and operation systems, off-grid or weakly connected new energy microgrids, and integrated energy production systems with deep coupling between new energy and hydrogen energy, new energy storage and fossil energy development.
(2) Urban (township) energy greening and carbon reduction. It is mainly aimed at cases where the level of green and low-carbon energy development has been significantly improved according to local conditions, including but not limited to energy-rich cities or towns with a significant increase in the proportion of renewable energy production and consumption, cities or towns with efficient development and nearby utilization of local distributed renewable energy, and cities or towns with a significant increase in the level of clean and low-carbon terminal energy consumption.
(3) Carbon emission reduction in the energy industry chain. It is mainly aimed at cases that significantly promote the production, development, processing, conversion and carbon sequestration of fossil energy, including but not limited to renewable energy substitution and carbon reduction in the production, processing, conversion, storage and transportation of fossil energy such as coal mining, oil and gas development, energy and chemical industry, thermal power generation, etc., and carbon capture, storage and utilization in the energy industry with good comprehensive benefits.
(4) Low-carbon transformation of energy-using enterprises (parks). It is mainly aimed at cases that significantly promote energy conservation and carbon reduction in key energy-using areas, including but not limited to the optimization of energy consumption structure and the practice of outstanding energy-saving effects in enterprises, parks, public service institutions, communities, etc., green transportation infrastructure, green data centers, energy management systems with intelligent interaction between energy consumption and energy production and supply, and intelligent interaction between new energy vehicles and park power grids.
2. Organization and implementation
(1) Case declaration
As the recommending unit, the provincial-level energy authorities shall carry out the case collection and preliminary review of the province (autonomous region and municipality) in accordance with the requirements, review the authenticity, completeness and compliance of the application materials and the absence of adverse records of the reporting units, and submit the "Summary Table of Recommended Typical Cases of Green and Low-Carbon Energy Transformation" (Annex 1) and case application materials to the National Energy Administration, with no more than 5 cases submitted by each province. The applicant shall fill in the "Application Form for Typical Cases of Green and Low-Carbon Energy Transformation" (Annex 2), sign the "Letter of Commitment for the Application Materials of Typical Cases of Green and Low-carbon Energy Transformation" (Annex 3), and affix the official seal of the unit, and declare in accordance with the principle of territoriality. The submitted case must have achieved good substantive results, and must not be at the stage of program conception.
(2) Case selection
Formal examination. After the National Energy Administration accepts the application materials, it conducts a formal review of whether the application materials meet the requirements of the notice. Those who meet the requirements will enter the expert selection process.
Centralized selection. The National Energy Administration formulates selection methods, sets up a working group, sets up an expert group, and organizes the selection of cases.
On-site research. Organize on-site investigation of cases as appropriate, and conduct on-site spot checks and verifications of the authenticity of case application materials. Once fraud is found, the declaration qualification of the reporting unit will be cancelled.
The list is publicized. According to the selection and on-site investigation, a list of typical cases to be selected is proposed, and the final selected typical cases are determined after being publicized by the National Energy Administration to the whole society.
(3) Exchange and promotion
The National Energy Administration (NEA) has included typical cases, compiled a collection of typical cases of green and low-carbon energy transformation, and released it to the whole society in the form of an announcement. Strengthen the exchange of experience in typical cases, create a good atmosphere for mutual learning through publicity and promotion, on-site meetings, etc., and promote the acceleration of the construction of a new energy system.
3. Submission requirements and contact information
All provincial-level energy authorities are requested to send the summary table of recommended cases and the application materials of typical cases (in triplicate) to the Development Planning Department of the National Energy Administration before October 31, 2023, and send the electronic version to the mailbox (hangye@nea.gov.cn) at the same time. The declared case is named "Recommended Area/Unit Name - Serial Number - Case Name" (the serial number is consistent with the summary table of recommended cases).
