Market-led efforts to reduce "carbon emissions"
The national carbon market was launched on July 16, and according to estimates, the first batch covered more than 2,000 power companies, with carbon emissions of more than 4 billion tons of carbon dioxide, accounting for about 40% of the country's total carbon emissions, which means that once the market is launched, it will become the world's largest carbon market.
The reporter learned in the training course that the national carbon trading trading center is located in Shanghai, and the carbon quota registration center is located in Wuhan, Hubei, implementing the "two-city model". The so-called carbon quota refers to the fact that the competent authority sets a carbon emission share for the emission control enterprise, and if the enterprise successfully achieves energy conservation and emission reduction, the excess share can be sold through the carbon emission trading market; If there is excess emissions, allowances are purchased on demand in the market. This mechanism aims to convert carbon emissions into business operating costs, play the role of market mechanisms under the premise of total control, and use market means to guide enterprises to save energy and reduce emissions, and optimize resource allocation.
At present, China's carbon quota is still based on free allocation, and paid allocation will be introduced in due course in the future, and the proportion of paid allocation will gradually increase. In order to help achieve the goal of "carbon peaking and carbon neutrality", the proportion of paid distribution will reach 15% by 2030. The Guangdong market, which was first used as a pilot, required companies to obtain a 3% share through auction and then distribute the remaining 97%.
Planning to improve "carbon capacity"
It has been nearly half a year since the launch of the national carbon market, what is the market? According to Bin Hui, deputy general manager of the Shanghai Environment and Energy Exchange, the recent carbon price has been relatively stable, the price on December 27 was 49 yuan / ton, and the current EU carbon price has reached 90 euros / ton, "China's carbon market opened more than 100 days to trade more than 60 billion, although it exceeded expectations, but this is still not thirsty for the market." During the 14th Five-Year Plan period, the remaining eight energy-intensive industries such as steel, chemicals, paper and aviation may all be included. ”
Experts believe that in addition to guiding enterprises to save energy and reduce emissions, the more important role of the carbon market is financing. According to the relevant regulations, emission control enterprises can use allowances to pledge, and as of December 27, the amount pledged by the People's Bank of China alone in the national carbon trading market has reached 2.5 billion yuan. In the future, investment institutions, including individuals, will also be able to enter the market, and the "cake" will become bigger and bigger.
"The carbon market has an impact on all sectors to a greater or lesser extent, and improving carbon capacity is a top priority." For enterprises in Xuzhou, Binhui put forward sincere suggestions.
Enterprises should start from their own situation, strengthen internal management, plan their own carbon emissions, and make good use of the marketization of quotas on the basis of completing tasks. Companies that want to reduce emissions through technological transformation now have an option – pledge their allowances to banks, obtain funds and then carry out transformations, and then use the benefits of transformation to repay loans, so that they do not need to tie up their own funds.
In the context of the increasing scale of the national carbon market, it is an inevitable trend for enterprises to build a special team to follow up carbon trading and do a good job in carbon management system, and to build a timely, smooth, standardized and effective carbon emission data statistics system to provide a data basis for carbon emission data reporting, verification, and settlement.
Will the rise in carbon prices lead to an increase in corporate costs, affecting commodity prices and increasing the cost of living for residents? Experts believe that commodity prices will not necessarily rise, but the rise in carbon prices will definitely force enterprises to do everything possible to increase technological reform, so as to reduce production costs and enhance market competitiveness.
