Henan Province Pollution Reduction and Carbon Reduction Synergy Action Plan
This action plan is formulated in order to thoroughly implement the major decisions and deployments of the Party Central Committee and the State Council on carbon peak and carbon neutrality, implement the work requirements of the Provincial Party Committee and the Provincial Government, and promote the realization of the goals of carbon peak and carbon neutrality.
1. General requirements
(1) Guiding ideology

(2) Basic principles
Be goal-oriented. Focusing on the implementation of the goal of carbon peak and the vision of carbon neutrality, we will strengthen top-level design, strive to solve problems that are incompatible with the new situation, new tasks and new requirements, and promote high-quality economic and social development and high-level protection of the ecological environment in accordance with the principle of "establishing first and then breaking, and not standing and not breaking". Strengthen overall planning and coordination. Unified planning, arrangement, implementation, and inspection of high-quality economic and social development and carbon peaking, carbon neutrality, and ecological and environmental protection, correctly handle the relationship between development and emission reduction, overall and partial, long-term and short-term goals, and the government and the market, and establish and improve a comprehensive and integrated strategy, planning, policy, and action system. (1) Coordinate the promotion of source control of ecological protection
1. Strengthen the zoning control of the ecological environment. Fully implement the strategy of main functional zones, fully connect the requirements of land and spatial planning zoning and use control, implement the ecological protection red line, environmental quality bottom line and resource utilization line as hard constraints to the environmental access unit, establish a differentiated ecological environment access list, and resolutely curb the blind development of "two high and one low" projects. 2. Promote the development of green and low-carbon industries. Strictly implement the "two high and one low" project consultation and joint review mechanism, and strengthen the project environmental impact assessment and "three simultaneous" management in accordance with policy requirements such as capacity replacement, "three lines and one order", coal consumption substitution, and regional pollutant reduction. Support eligible new construction and expansion projects to adopt advanced technology and equipment, and the energy consumption, material consumption, water consumption and pollutant emission intensity per unit of product should reach the advanced level of cleaner production. In principle, it is strictly forbidden to increase the production capacity of steel (excluding short-process steelmaking projects and steel rolling processing), electrolytic aluminum, cement clinker, flat glass, traditional coal chemical industry, coking, carbon for aluminum, brick kiln, lead and zinc smelting, etc., reasonably control coal-to-oil and gas production capacity, and strictly control new refining capacity. Take carbon emission assessment as an important part of environmental impact assessment, set up a special chapter on carbon emission assessment in the EIA document, carry out carbon emission accounting, implement policy requirements such as regional and industry peak action plans, clean energy substitution, clean transportation, and total coal consumption control, promote the realization of carbon emissions as a constraint index for the management of EIA of construction projects, and establish a carbon emission source control mechanism. In accordance with the unified deployment of the state, a working mechanism for the demonstration of the ecological and environmental impact of major economic and technological policies oriented by green and low-carbon will be preliminarily established. 4. Vigorously promote the optimization and adjustment of the structure of coal-fired power. Optimize the layout of coal-fired power projects, promote the replacement of coal-fired power capacity with "large instead of small" and "new for old" capacity, orderly build large-scale advanced supporting and regulating coal-fired power projects in areas with large power gaps such as eastern and southern Henan, and build new affordable people's livelihood thermal power projects in areas with major heat supply gaps. Strictly control the scale of coal-fired generator assembly machines, prohibit the construction of new self-provided coal-fired units, eliminate pure condensing coal-fired units of 200,000 kilowatts and below and whose design life has expired, and actively promote the integration and withdrawal of coal-fired small units (including self-provided power plants) and coal-fired boilers within a reasonable radius of 300,000 kilowatts and above cogeneration power plants. 5. Actively support the construction of new energy. Support the construction of affordable wind power bases in northern Henan, eastern Henan, central and southern Henan, and shallow hills on both sides of the Yellow River, and intensively and efficiently develop wind power bases. Promote the development of photovoltaic utilization and building integration, and promote the clean and low-carbon energy supply system. 6. Continue to carry out loose coal management. Expand the scope of clean heating pilot cities, and support cities in eastern and southern Henan to strive for clean heating funds from the central government. In accordance with the principle of "gas is suitable for gas, electricity is suitable for electricity, first established and then broken, and not broken and not broken", we will continue to promote clean heating with towns and towns as units, implement the policy of ensuring the supply of electricity and natural gas and preferential price subsidies, and orderly and steadily promote the clean energy substitution of loose coal in mountainous areas, and eliminate all loose coal in plain areas. Coal-fired boilers, tea stoves, commercial stoves and other coal-fired facilities below 35 steam tons/hour will be completely eliminated. Accelerate the promotion of clean energy substitution of coal-fired facilities in key enterprises in the planting industry and agricultural and sideline products processing industry, actively promote the electric substitution of coal in tobacco leaf roasting houses in Pingdingshan, Xuchang, Nanyang and other cities, and promote the "double reform" of edible fungus enterprises in Nanyang, Sanmenxia, Zhumadian and other cities. 7. Accelerate the transformation and upgrading of traditional industries. Support the construction of a national demonstration base for the comprehensive utilization of industrial resources, a national pilot demonstration for circular economy, and a national demonstration base for the comprehensive utilization of bulk solid waste. Support key industries such as steel, coking, and cement to implement green and low-carbon transformation and upgrading through capacity replacement, large-scale equipment transformation, restructuring and integration, encourage blast furnace-converter long-process iron and steel enterprises to transform into electric furnace short-process steelmaking technology, and guide steel, coal chemical, cement, aluminum processing, glass, refractory and other industries to implement green and low-carbon transformation and upgrading. Support coal, petroleum coke, residue, heavy oil and other fuels for heating furnaces, heat treatment furnaces, drying furnaces and kilns to basically switch to amateur heat, electricity or natural gas, etc.; support casting (10 tons/hour and below), rock wool and other industries to change cupola furnaces to gas furnaces, electric furnaces; support ceramics, gypsum board, refractory materials and other industries to comprehensively promote clean energy substitution. Improve the working mechanism for early warning, initiation, response, and lifting of heavily polluted weather, implement classified policies and precise emission reductions for industrial enterprises with different governance levels and emission intensities, implement differentiated environmental control measures during heavy pollution weather, and promote the overall upgrading of industry governance. Accelerate the development of railway, molten iron, air and land and other combined transport modes, continue to promote bulk cargo "road to rail" and "road to water", and actively speed up the special railway line into the park, coal, ore and other bulk goods in the long distance transportation to promote the use of railways, waterways or pipelines, short and medium-distance cargo transportation to encourage the use of new energy vehicles, urban cargo transportation mainly using new energy light logistics vehicles.
