China has identified 100 cities and parks to carry out carbon peak pilots

The reporter learned from the National Development and Reform Commission today that the National Development and Reform Commission recently issued the "National Carbon Peak Pilot Construction Plan", which proposes to select 100 typical representative cities and parks across the country to carry out carbon peak pilot construction, focusing on breaking the bottlenecks and constraints faced by green and low-carbon development, exploring the carbon peak path of cities and parks with different resource endowments and development foundations, and providing operable, replicable and generalizable experience and practices for the whole country.

The plan proposes that by 2025, the policy mechanism conducive to green and low-carbon development within the pilot scope will be basically constructed, a number of operable, replicable and generalizable innovative measures and reform experience will be initially formed, and the carbon peak path of cities and parks with different resource endowments, different development bases and different industrial structures will be basically clear. By 2030, key tasks, major projects and important reforms in pilot cities and parks will be completed as scheduled, and policy mechanisms conducive to green and low-carbon development will be fully established.

In order to achieve the goal, the "plan" focuses on the deployment of five aspects of pilot construction.

In terms of determining the pilot tasks, the pilot cities and parks should plan and propose pilot construction tasks in key areas such as energy, industry, energy conservation, construction, and transportation according to the "double carbon" work deployment of the country and the region.

In terms of the implementation of key projects, pilot cities and parks should combine the pilot objectives to plan and implement a number of key projects in the fields of energy infrastructure, energy conservation and carbon reduction, advanced technology demonstration, and resource recycling, so as to form a strong support for the pilot work.

In terms of strengthening scientific and technological innovation, pilot cities and parks should innovate mechanisms for the promotion and application of green and low-carbon technologies, vigorously cultivate green and low-carbon industries, and accelerate the formation of new industrial competitive advantages.

In terms of improving policy mechanisms, pilot cities should accelerate the establishment and improvement of fiscal, financial, investment, price policies and standard systems conducive to green development, and innovate carbon emission accounting, evaluation and management mechanisms. The pilot park should focus on improving the level of green, low-carbon and circular development of the park.

In terms of carrying out national actions, pilot cities and parks should vigorously promote the concept of green and low-carbon life, popularize the basic knowledge of "double carbon", innovate and explore institutional mechanisms such as green travel, stop waste, and garbage classification, and effectively enhance the theoretical level and professional ability of cadres at all levels to promote green and low-carbon development.
