  Sinochem New Network News In order to ensure the healthy and stable operation of the national carbon emission trading market, on July 17, the General Office of the Ministry of Ecology and Environment issued the Notice on the Relevant Work of the National Carbon Emission Trading Market for 2021 and 2022.

  The "Notice" requires, first, to carry out differentiated quota allocation. For key emitting enterprises that still exist after the shutdown or elimination of all emission facilities, pre-allocated quotas will not be issued, and they will be issued uniformly during the approval stage; For key emitting enterprises that are at risk of compliance due to circumstances such as law, litigation, debts or judicial freezing, the method of quota issuance and compliance shall be adjusted。 For the above key emitting enterprises, during the verification stage, their quotas will be issued to the account of the provincial-level competent department of ecology and environment, and the provincial-level competent department of ecology and environment will issue a performance notice to the key emitting enterprises; In the clearance stage, the provincial-level competent department of ecology and environment entrusts the national carbon emission allowance registration agency to carry out compulsory performance of the quota of key emitting enterprises (priority is given to the use of the quota of the current year, and the remaining part is given priority to the compulsory performance of another year), and the remaining part of the allowance is issued to the account of the key emitting enterprises after the completion of compliance. No allowances will be issued to key emitting enterprises that no longer exist after all emission facilities are shut down or eliminated, and they will not participate in the implementation of the national carbon market。

  The second is to organize and carry out the settlement of national certified voluntary emission reductions (CCER) offset quotas. Organize key emitting enterprises that are willing to use CCER to offset the settlement of carbon emission allowances, and open accounts as soon as possible, complete the purchase of CCER and apply for offset, and the offset ratio shall not exceed 5% of the amount of allowances payable in the corresponding year。 For CCERs that have been cancelled for the purpose of compliance in the first compliance cycle but have not actually been used for offsetting the payment, the key emitting enterprises shall apply for the CCER, which can be used to offset the 2021 and 2022 allowances。

  The third is to do a good job of quota carryover. The 2019~2020 allowances, 2021 allowances and 2022 allowances held by key emitting enterprises can be used for settlement and performance in 2021 and 2022, and can also be used for trading.
