Yunnan Province issued local standards for the traceability method of green electricity consumption for electricity trading users to help enterprises in carbon emission accounting and product carbon footprint verification
The Yunnan Provincial Market Supervision Bureau recently issued the local standard of "Green Electricity Traceability Method for Electricity Trading Users" (hereinafter referred to as the "Standard"), innovatively proposing a green electricity traceability mechanism for electricity trading users, and taking the lead in providing standard technical support for the traceability of green electricity consumption of electricity enterprises participating in electricity market-based transactions. The standard is the first release in Yunnan Province and will be officially implemented on February 23, 2024.
According to the relevant person in charge of the Standards Department of the Yunnan Provincial Market Supervision Bureau, the standard was jointly completed by the Yunnan Provincial Development and Reform Commission, Kunming Electric Power Trading Center Co., Ltd., Yunnan Power Grid Co., Ltd. and other units, filling the gap in the local standard of green electricity traceability methods for power trading users in Yunnan Province. The standard aims to explore and accelerate the green and low-carbon development of Yunnan, promote the green transformation of key industries and important fields, promote the clean, low-carbon, safe and efficient use of energy, orderly guide users to consume more green electricity, strengthen the connection with carbon emission trading, and study the feasibility of deducting green power-related carbon emissions in emission accounting.
The standard innovatively applies blockchain technology to trace the source of electricity from electricity enterprises, and accurately records the "where it comes from" (which power plant generates electricity) and "where it goes" (which user buys it), which is conducive to identifying the value flow path of green power and promoting the deep integration of green energy and green advanced manufacturing. Through the standard to guide the traceability of green electricity consumption, the traceability results will support the development of credible green power trading, help enterprises in carbon emission accounting and product carbon footprint certification, help build "low-carbon parks", "zero-carbon factories" and "zero-carbon products", further promote the supply and consumption of green electricity, and fully tap the economic and environmental value of green energy.
The issuance and implementation of the standard is conducive to standardizing the traceability method and application of green electricity consumption, supporting the synergy and linkage of carbon value conversion of green energy resources with technological innovation and industrial development, promoting the realization of "electricity and carbon linkage", helping enterprises to calculate carbon emissions and verify product carbon footprints, helping the green and low-carbon development of Yunnan's industries, and promoting the deep integration of green energy and green manufacturing.
It is understood that in recent years, Yunnan Province has helped enterprises with carbon emission accounting and product carbon footprint certification through the power trading traceability mechanism, and helped LONGi Green Energy Technology Co., Ltd. pass the international RE100 initiative certification, Yunnan Aluminum Co., Ltd.'s aluminum products have passed the carbon footprint verification certification, and Yili Group has obtained the "zero carbon factory" certification.
In the next step, Yunnan Province will actively implement the national policy on doing a good job in the full coverage of renewable energy green power certificates, promote renewable electricity consumption, give full play to the advantages of power trading traceability, and help green and low-carbon development.
