First of all, I would like to report on the environmental quality status of the province in June 2023.
In June 2023, the average concentration of fine particulate matter (PM2.5) and inhalable particulate matter (PM10) was 46 micrograms per cubic meter, and the proportion of good days in the province was 87.9%. 97.3% of the 74 state-controlled sections had excellent water quality (reaching or better than Class III.), and 1.4% of the water bodies were inferior to Class V.

Next, I would like to introduce the relevant situation of the province's ecological and environmental law enforcement work.
Up to now, there are 83 ecological and environmental law enforcement agencies in our province (14 at the municipal level and 69 at the county level), with a total of 1,653 personnel and 1,448 law enforcement personnel, including 938 front-line law enforcement personnel. It undertook 184 comprehensive administrative law enforcement matters for ecological and environmental protection (166 administrative penalties and 18 administrative compulsions). The targets of law enforcement and supervision include 11,043 pollutant discharge enterprises, 3,089 construction projects, 1,192 water sources, and 126 nature reserves. 965 provincial-level key pollutant discharge units have been identified, 577 online networking enterprises have been installed with 1,593 monitoring points, 204 enterprises and 285 sites have been installed with dynamic control systems, and 527 points have been installed in 60 enterprises with intelligent electricity management and control systems. Since 2022, the ecological and environmental law enforcement work in Gansu Province has anchored the overall goal of solving the outstanding ecological and environmental problems around the people and escorting the green and high-quality development of our province, conscientiously implemented the spirit of the National Provincial Ecological Environmental Protection Work Conference and the Ecological Environmental Protection Law Enforcement Work Conference, and always adhered to the same direction and undiminished intensity, and made every effort to optimize law enforcement methods and improve law enforcement efficiency.
The first is to focus on the main responsibilities and main businesses, and strengthen daily supervision and law enforcement. Strictly implement the regulatory requirements of "double randomization and one disclosure", coordinate the regulatory needs of each business field, scientifically formulate and implement annual spot check and inspection plans, comprehensively consider credit ratings, positive lists, and other circumstances, and implement dynamic adjustments. Issued the "Gansu Provincial Ecological Environment "Double Random, One Open" Supervision Work Implementation Plan, to promote the institutionalization, scientificization and standardization of daily supervision work, relying on the Gansu Provincial Ecological Environment Monitoring Big Data Management Platform, the establishment of pollution source supervision object database and inspector information database, to achieve the classification of supervision objects and inspectors, dynamic adjustment. Since 2022, ecological and environmental departments at all levels in the province have inspected 17,093 pollutant discharge units on-site and 2,244 off-site inspection of pollutant discharge units. A total of 1,007 cases of ecological and environmental violations were filed and investigated in the province, and 57 cases of "five types of cases" (continuous daily fines, production restriction and suspension, sealing and seizure, transfer to administrative detention, and transfer to criminal case filing) were implemented. Since 2023, the Provincial Department of Ecology and Environment has coordinated the mobilization of the province's law enforcement backbone, played the supporting role of the expert team, and successively carried out 3 rounds of cross-supervision and assistance in 7 key areas such as Lanzhou City, Jiuquan City, and Gannan Prefecture, and found more than 300 violations of laws and regulations such as improper operation of pollution prevention and control facilities, data fraud, and non-standard hazardous waste management.
The second is to pay close attention to key areas and implement special law enforcement actions. It has successively deployed and carried out seven special law enforcement actions, including the "three simultaneities" of construction projects and independent acceptance, the implementation of pollution discharge permits for fixed pollution sources, and the quality of carbon emission reporting data. The Provincial Department of Ecology and Environment gave full play to the advantages of information resources, and pushed more than 60 clues to the city and prefecture through environmental management data analysis, petition problem mapping and daily scheduling statistics. All localities have adopted methods such as setting up task forces and carrying out cross-law enforcement, carried out 2,945 special inspections, and found and solved a large number of outstanding ecological and environmental problems in key areas. For two consecutive years, the Provincial Public Security Department and the Provincial Procuratorate have jointly carried out the crackdown on environmental violations and crimes of hazardous waste and the falsification of automatic monitoring data of key pollutant discharge units, and the province has investigated and handled 27 cases involving hazardous waste and automatic monitoring data fraud, of which 14 cases have been transferred to the public security organs. The Provincial Public Security Department, the Provincial Court, the Provincial Procuratorate, and the Provincial Market Supervision Bureau jointly carried out a special action to crack down on fraud and illegal acts by third-party environmental protection service agencies, investigated and handled 10 cases of fraud by third-party environmental protection service agencies, and handed over 1 case to the Provincial Market Supervision Bureau. The investigation and remediation of solid waste dumping in the Yellow River Basin was carried out, and all 217 problem points assigned by the Ministry of Ecology and Environment in two batches to our province were completed for on-site investigation and verification. We have made every effort to promote the special action of investigation and remediation of sewage outlets in the Yellow River Basin, and 3,903 of the 4,509 outlets that have been assigned have been reported and remediated, with a completion rate of 86.56%.
The third is to adhere to the problem-oriented approach and continue to carry out investigation and rectification. In accordance with the unified arrangement of the provincial government, the province will focus on 24 types of problems in six aspects, including river and lake remediation, ecological protection, environmental infrastructure construction, pollution prevention and control, high-quality development, and problem rectification. During the period, the whole province closely followed the general tone of ecology first and protection first, highlighted the investigation of all elements in the field of ecological environment, and found a total of 178 outstanding ecological and environmental problems, 171 of which have been remediated, and the remaining 7 are being promoted as planned. A total of 398 illegal sewage outlets into the river have been banned, and 1,276 sewage outlets have been rectified that exceed the standard. Through investigation and rectification, a number of hot spots and difficult problems in the ecological environment that have been strongly reflected by the masses have been effectively solved, and the people's sense of ecological gain and happiness has been significantly enhanced. Our department carried out a social satisfaction survey through the WeChat public platform, with more than 50,000 participants in the province, and the awareness rate of the investigation and rectification of ecological and environmental problems exceeded 95%, and the overall satisfaction rate reached 98%.
Fourth, optimize law enforcement methods and establish and improve systems and mechanisms. The Provincial Department of Natural Resources, the Provincial Department of Water Resources, the Provincial Department of Agriculture and Rural Affairs, and the Provincial Forestry and Grassland Bureau jointly issued the "Gansu Provincial Measures for the Transfer of Clues on Ecological and Environmental Violations (Trial)" to establish a mechanism for the transfer of clues on ecological and environmental violations. Released 7 issues of 49 typical cases to provide guidance for administrative law enforcement in various localities. The 1,265 enterprises with small pollutant emissions, low environmental risks, and standardized environmental management were included in the positive list of ecological environmental supervision and law enforcement, and differentiated management was implemented, and local ecological and environmental departments carried out 3,841 off-site inspections of the enterprises in the list, and guided and assisted 1,869 enterprises. Fifth, we will continue to lay the foundation and strengthen the capacity of law enforcement. Since 2022, our department has focused on the problems existing in the quality of case files, actual combat training, and the investigation and handling of key cases, and continued to strengthen the "year-round, full-staff, and whole-process", and actively adopted methods such as business training, knowledge competitions, and on-site competitions to effectively improve comprehensive law enforcement capabilities. The Provincial Department of Justice and the Provincial Federation of Trade Unions jointly carried out the Gansu Provincial Labor and Skills Competition for Millions of Employees and the 2023 Provincial Ecological and Environmental Protection Law Enforcement Training Competition, carefully set up competition subjects such as style display, knowledge competition, on-site skill competition, and individual competition, and organized 14 cities and prefectures in the province and 42 law enforcement pioneers to compete on the same stage.
