The energy efficiency of key energy-using products and equipment will be implemented from April 1

The National Development and Reform Commission, together with the Ministry of Industry and Information Technology, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the State Administration for Market Regulation, the National Energy Administration and other departments, recently issued the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-using Products and Equipment (2024 Edition)" (hereinafter referred to as the "2024 Edition") to help large-scale equipment renewal and consumer goods trade-in, and promote the completion of the "14th Five-Year Plan" energy intensity reduction binding targets. The 2024 edition will come into force on April 1.

The "2024 Edition" combines the new situation and new requirements of energy conservation and carbon reduction, benchmarks the domestic and international advanced level, and clarifies the energy efficiency requirements of 43 energy-using products and equipment in six categories, including industrial equipment, information and communication equipment, transportation equipment, commercial equipment, household appliances, and lighting appliances.

At the same time, the National Development and Reform Commission and other departments have made arrangements in expanding the coverage of products and equipment, accelerating the improvement of energy-saving standards for products and equipment, promoting renewal and recycling, vigorously advocating green and low-carbon consumption, increasing application implementation and supervision and inspection, and strengthening comprehensive policy support, so as to guide all regions, relevant departments and industry enterprises to vigorously promote advanced technologies for energy conservation, emission reduction and carbon reduction, and promote energy conservation and carbon reduction of energy-using products and equipment.

For example, in terms of expanding the coverage of products and equipment, on the basis of 20 kinds of products and equipment such as three-phase asynchronous motors, power transformers, and room air conditioners whose energy efficiency levels have been clarified in 2022, 23 kinds of product equipment or facilities such as industrial boilers, data centers, servers, charging piles, communication base stations, and photovoltaic modules have been added, basically realizing full coverage of key energy-using products and equipment.

In terms of accelerating the improvement of energy-saving standards for products and equipment, with the energy efficiency level as an important basis, we will accelerate the research and formulation of carbon emission indicators for relevant products and equipment, comprehensively evaluate the level of energy conservation, emission reduction and carbon reduction of products and equipment, and promote the gradual shift from dual control of energy consumption to dual control of carbon emissions.

In terms of overall promotion of renovation and recycling, party and government organs, stadiums, schools, hospitals and other public institutions should give full play to the role of demonstration and drive, and actively implement the government's green procurement policy. We will carry out in-depth enterprise recycling target responsibility actions, strengthen the recycling of waste industrial equipment, household appliances, photovoltaic equipment, etc., and realize the large-scale, standardized, clean and recycling of waste products and equipment. Support relevant enterprises to increase R&D investment, focus on breakthroughs in key common technologies such as basic materials, key components, processing technology, intelligent control, and digital energy conservation for high-efficiency and low-carbon products, and enhance the competitive advantage of green industries.

In terms of vigorously advocating green and low-carbon consumption, retail enterprises and e-commerce platforms are encouraged to jointly produce enterprises to guide consumers to give priority to the purchase of advanced energy efficiency products and equipment by setting up product zones, highlighting proprietary labels, issuing green coupons, and carrying out self-declarations on carbon reduction of products and equipment. Encourage qualified areas to provide differentiated policy support for electronic products to the countryside, charging pile construction, and "trade-in" of household appliances according to the level of energy efficiency, and provide appropriate subsidies for products and equipment with energy efficiency and energy saving levels and above. Actively promote the formulation of international standards for energy conservation, emission reduction and carbon reduction of products and equipment, strengthen the international mutual recognition of energy efficiency standard labels, and support the facilitation of trade in green products. Strengthen international cooperation in the promotion of advanced energy-saving technologies and products, and promote green and low-carbon products and equipment to benefit the world.

In terms of strengthening comprehensive policy support, combined with the implementation of the energy efficiency level of products and equipment, accelerate the updating and upgrading of mandatory energy efficiency standards, fill the gaps in mandatory energy efficiency standards in the fields of information and communication, transportation, new household appliances, renewable energy, etc., steadily improve the energy efficiency indicators of general products and equipment in the fields of industry and commerce, and accelerate the formulation of energy efficiency standards for the operation of pumps, fans, air compressors and other systems. Improve the green product certification and labeling system, increase the supply of green products, and guide green consumption. Improve the government's policies related to green procurement, and study and increase government procurement support for products and equipment with energy efficiency that have reached the level of energy conservation. Coordinate the use of financial and other policies, implement preferential tax policies related to environmental protection and energy conservation, and support enterprises to carry out energy-saving, emission reduction and carbon-reduction transformation of products and equipment.
