In response to the urgent needs of the high-quality development of the non-ferrous metal industry in our province, in 2021, the relevant provincial departments took the initiative to connect with key enterprises in the non-ferrous metal industry in the province, and cooperated with relevant universities and scientific research institutes to jointly sort out more than 100 key core technology needs that currently restrict the development of the non-ferrous metal industry in our province, of which more than 60 deep processing technologies are urgently needed in the middle and lower reaches of the industrial chain. According to the development status of various technologies at home and abroad, the technical level is divided, and it is mainly included in the "Action Plan for Key Core Technology Research Projects in Key Industries", so as to vigorously guide relevant enterprises to make breakthroughs in deep processing technology and help the high-quality development of the non-ferrous metal industry in our province.

In the next step, we will focus on the development of the non-ferrous metal industry, pay close attention to the study and formulation of a number of industrial policies in industrial transformation and upgrading, innovation and research and development, green development, etc., and accelerate the implementation of existing policies. Establish a normalized collection mechanism and dynamic adjustment mechanism for key core technologies, further organize relevant enterprises, universities, and scientific research institutes to sort out the difficulties, pain points and blocking points in the development of the non-ferrous metal industry in real time, and plan and lay out a number of key projects for the key technologies of deep processing that are missing or weak in the province and China, and adopt multiple organizational methods such as "military order system", "unveiling system", "reward system", "horse racing system", etc., vigorously guide the development of key core technology research, and improve the value chain and innovation chain of the non-ferrous metal industry in our province. On the basis of the industry with the largest output of tin, germanium, indium and other metal ingots in the country, our province has formed a metal material industry represented by precious metals, tin, titanium and copper, an optoelectronic microelectronic material industry based on germanium, indium, arsenic, sapphire, etc., and a new chemical material industry focusing on fine phosphorus chemical industry and petrochemical industry. The new material industry in our province has maintained rapid growth, the industrial chain and supply chain have been continuously improved, and the industrial scale has been expanding. From 2021 to 2022, our province will carry out technical demand sorting for key industries in two rounds, collecting and archiving more than 400 technical needs, including 134 in the field of new materials. In accordance with the method of "overall planning and organization, step-by-step project implementation", focusing on the key core technologies of industrial development in the province, 60 major scientific and technological projects and key R&D projects were organized and implemented in 2021, and 539.25 million yuan of financial science and technology funds were arranged. Among them, 32 science and technology projects in the field of non-ferrous metals will be supported, and 268.4 million yuan of financial science and technology funds will be arranged (including 162.75 million yuan in 2021). In 2022, 15 projects will be approved, and it is planned to support 108.5 million yuan of provincial financial funds. Encourage and support employers in the non-ferrous metal deep processing industry to adopt flexible and diverse forms to flexibly introduce high-level talents in the non-ferrous metal deep processing industry, form a more attractive flexible talent introduction and employment mechanism, encourage and support relevant enterprises and institutions that meet the requirements in the field of non-ferrous metal industry to apply for the establishment of postdoctoral research workstations, rely on the postdoctoral research workstation platform to attract young innovative talents to carry out postdoctoral research in Yunnan, and encourage and guide postdoctoral students to work in Yunnan after leaving the station. 近年来,共有云南省贵金属新材料控股集团有限公司等5个有色金属精深加工产业单位参加“广聚贤才 共创巅峰”云聘系列引才活动。已在包括云南锡业股份有限公司、云南省贵金属新材料控股集团有限公司等在内的相关单位,累计设立了博士后站160个,其中,国家级站90个、省级站70个,博士后科研流动站72个,博士后科研工作站88个。截至目前,共设立有色金属产业领域专家基层科研工作站9个,国家级专家服务基地1个。支持学校的冶金工程学科创建世界一流学科,2021年9月,省人民政府召开支持昆明理工大学创建“双一流”专题会议,明确投入省级专项资金等支持举措。在云南省“十四Five”高等教育事业发展规划中,提出全力支持冶金工程等创建世界一流学科。在云南省一流学科建设中,昆明理工大学冶金工程直接列入“特色学科建设计划”予以支持。同时,围绕我省重点产业、重点领域、重点项目,坚持需求引领,培养科技领军人才、青年科技人才和高水平创新团队。截至目前,累计选拔培养科技领军人才37名(金属材料领域5人),选拔培养省中青年学术和技术带头人后备人才和技术创新人才培养对象2343人(新材料领域270余人),培育省创新团队278个(金属材料领域49个)。

Encourage and support enterprises to form innovation teams, build innovation work platforms, and promote exchanges and cooperation with talent teams in the same industry. The second is to strengthen the classification and evaluation of talents, and evaluate the scientific and technological innovation personnel of enterprises from the aspects of solving the key technical problems faced by the enterprise, realizing the transformation of technological achievements, and playing a role in the project. The third is to encourage scientific and technological talents to carry out cross-integrated R&D, and use R&D tasks to drive multidisciplinary and multi-field talent discovery and team combination. Strengthen the pilot of the whole chain of talent training in key fields, form a talent training model with deep integration of industry, academia, research and application, and control of multidisciplinary R&D activities, and cultivate creative high-level talents.    In recent years, our province has vigorously promoted the informatization and green development of the non-ferrous metal industry. In 2018, Yunnan Province launched the genetic engineering of rare and precious metal materials, and basically built the first domestic special high-throughput calculation (17,000 core) calculation platform for rare and precious metal materials, and the country's first basic parameter database including 11 types of rare and precious metal new materials, which has accumulated 5.41 million rare and precious metal parameter data, and has broken through more than 30 kinds of high-throughput calculation software/algorithms, data mining technology, product key technologies and new materials, etc., and supported high-purity indium, phase change heat dissipation materials, tin-based flame retardants, The R&D and industrialization of new materials such as titanium alloys, and the construction of related digital production lines have been steadily promoted. The collaborative innovation R&D system of rare and precious metal new materials driven by material big data is accelerating, laying the foundation for comprehensively supporting the innovation and development of the rare and precious metal materials industry and the construction of clusters.

Second, new breakthroughs have been made in the field of non-ferrous metals. First, new breakthroughs have been made in high-purity materials. Significant progress has been made in the pretreatment of selenium materials in the preparation technology of high-purity selenium, and the optimal process conditions for the preparation of 5N high-purity zinc have been obtained, and the grade of selenium extracted by vacuum distillation after pretreatment has been increased to 99%. Focusing on the preparation of high-purity arsenic for semiconductors, we have carried out research on the optimization of the whole process process and equipment such as "crude arsenic vacuum sublimation and deimpuration - chlorination reaction - multi-stage distillation and purification - hydrogen high-temperature reduction - deoxidation", and established a demonstration line with an annual output of 30 tons of high-purity arsenic to solve the problem of "stuck neck" of key materials in the semiconductor industry. Second, the green aluminum industry has made great progress. After the aluminum ash system is integrated into the Bayer system, the balance state of fluorine and chloride ions and the impurity content of the whole system change. Through the establishment of analytical methods, the content of impurities in the liquid phase and solid phase of the system was accurately grasped, and the system balance of impurities such as fluorine and chlorine was established. Through high solid solubility strengthening and multi-component microalloying methods. The strength improvement technology of aluminum alloy materials for 5G communication has been researched, and the strength of aluminum alloy materials can still be increased by more than 2% while maintaining their elongation. In the project of "Research and Application of New High-strength and Tough Aluminum Alloy Materials for Transportation", the tensile strength and elongation of the alloy are 296.3MPa and 9.2%, which are 17% and 1.1 times higher than those of the unrefined and metamorphic alloys, respectively. The project of "R&D and Industrialization of High-quality Heavy-duty Lightweight Aluminum Alloy Wheels" breaks through a high-efficiency and energy-saving smelting method with short process flow and low energy consumption, which can shorten the process cycle by about 1h, complete the development of nitrogen filling system for low-pressure casting machines, and improve the product casting qualification rate of heavy-duty wheels. The "Demonstration of Comprehensive Development and Utilization of Green Resources of Red Mud" project recovers valuable components from iron beneficiation and red mud beneficiation after iron beneficiation. The amount of red mud is reduced by giving priority to iron beneficiation, and then the applicable components in the red mud after iron beneficiation are recovered by mineral processing, and at the same time, the sodium removal of red mud is increased to 1800 tons/day by using building materials and soilization, and the recovery of alkali is about 72 tons/day. Third, great progress has been made in the production and manufacturing process of green silicon. A breakthrough has been made in the key technology of green smelting of industrial silicon for organosilicon synthesis, and the research on silica pretreatment and combination, reducing agent development and assembly and use technology has been completed, and a set of silica pre-quality upgrading process has been built, and the phosphorus content and titanium decline rate of 21.95% have been reduced by 26.32% after silica pretreatment; Completed the development of the whole machine of single crystal furnace and the growth heat field of single crystal, which can provide the lateral and radial temperature gradients required for stable and uniform growth of single crystals at 2400°C, ensure the growth of silicon carbide single crystals, and solve the problem of excessive brittleness of wafers caused by a large amount of stress in silicon carbide growth ingots, resulting in excessive brittleness during post-processing slicing. Realize the efficient removal of phosphorus, boron, carbon, metal and other impurities in the raw material trichlorosilane, complete a major breakthrough in the key technology of trichlorosilane purification, and realize industrial application, forming an integrated demonstration of 10,000-ton production equipment.

The third is to promote the intelligence and industrialization of non-ferrous metals. It has organized and implemented scientific and technological projects such as "Research and Application of Key Technologies for the Construction of Big Data Platform for the Whole Industry Chain of Copper, Lead and Zinc and Intelligent Collaborative Production", "Research and Application of Key Technologies for High Efficiency, Energy Saving and Intelligent Manufacturing of 500KA Ultra-large Aluminum Electrolysis", and made breakthroughs in 5G underground networking technology and remote control technology of unmanned scrapers, and for the first time broke through the automation and intelligence of underground penetrating internal shoveling, transportation and unloading operations in alpine and high-altitude areas. With the realization of 5G industrial application in the Pulang underground mine, it has become the first non-ferrous metal underground mine in China to realize 5G industrial application and the first 5G intelligent mine in high-altitude areas, creating a new territory for the construction of "5G + intelligent mine" in the non-ferrous metal industry. It marks the first successful application of China's "5G + intelligent mining technology" in alpine and high-altitude areas, adding new impetus to the construction of world-class copper mines.

In the next step, we will make use of the existing R&D, raw materials, production, technology and market advantages of the non-ferrous industry in our province, in accordance with the requirements of high-quality development and the plan of carbon peak and carbon neutrality, accelerate the trend of integration of artificial intelligence, digital economy and non-ferrous metal industry, organize scientific and technological plans around the whole industrial chain, and promote the innovation and development of the non-ferrous metal industry in our province. At the same time, relying on the industrial spatial layout planning, guided by "extending the chain, supplementing the chain, and strengthening the chain", focusing on the "Yangtze River Delta", "Pearl River Delta", "Beijing-Tianjin-Hebei", "Bohai Rim" and other developed regions and international and domestic top 500 enterprises and industry leading enterprises, led by provincial departments, together with the relevant state and municipal people's governments to carry out special investment promotion, strengthen the guarantee of land, electricity, water supply, gas supply, logistics and transportation and other elements, and do a good job in the implementation of agreements, policies and the whole process of administrative approval services, so as to provide enterprises with "stability, fairness, transparency and predictability" The legal business environment. Support domestic and foreign advantageous enterprises to cooperate in multiple ways to invest in the development of Yunnan's non-ferrous metal industry, actively undertake the transfer of non-ferrous metal industry in the eastern and central regions, vigorously develop the non-ferrous metal deep processing industry, focus on the construction of a number of industrial clusters with obvious characteristics, promote the improvement of industrial technology and equipment and energy conservation and emission reduction, and promote the development of supporting industries. We will take measures to promote the adoption of advanced equipment and technology, eliminate backward production capacity, promote the environmental protection transformation and upgrading of old pollution sources, implement "electricity instead of coal" and "gas instead of coal", accelerate the implementation of ultra-low emission and energy-saving transformation of coal-fired power plants, and promote the conversion of bulk goods to rail, and further reduce pollutant emissions, free up environmental capacity, and create conditions for the landing of new projects in the non-ferrous metal industry. The provincial local financial supervision bureau strengthened the on-site research of the enterprises to be listed, continued to dynamically track the progress of the listing plan of the province's "golden seed" enterprises, and went to Kunming Institute of Technology Hengda Technology Co., Ltd., Yunnan Jinxun Resources Co., Ltd., Xinlian Environmental Protection Technology Co., Ltd. and other companies to carry out front-line research, and coordinate and promote the solution of the difficulties and problems faced by enterprises in the process of listing.

In order to conscientiously implement the "Opinions of the People's Government of Yunnan Province on Further Optimizing the Business Environment and Promoting the Multiplication of Market Entities" (Yun Zheng Fa [2021] No. 21), and promote the further increase, live, big and strong enterprises including the photovoltaic industry, the Provincial Local Financial Supervision Bureau has studied and drafted the "Yunnan Provincial Enterprise Listing Multiplication Plan (2022-2025)", and submitted it to the executive meeting of the Provincial People's Government for deliberation and approval, and is currently being submitted to the Provincial People's Government for issuance and implementation. 同时,我们将继续加大财税金融支持力度,一是研究设立云南有色金属全产业链重塑发展基金,支持行业龙头骨干企业加快实施产业链企业并购,向上游积极参与省外、境外优质矿产资源开发利用,提高矿产资源保障能力,向下游积极整合材料精深加工和装备制造等环节优质企业,吸引优质企业、优质项目落地云南,全面提升产业链环节的完整稳定、技术水平和盈利能力。二是依托省级工业和信息化发展专项资金,对企业延链补链强链和绿色化、智能化、高端化发展予以奖补,对通过清洁生产合格企业验收、省级及以上绿色工厂认证、实施有色金属中高端材料及下游加工应用项目、从事有色金属下游深加工、实现零碳排放的企业及建设智能工厂(车间)、数字化矿山的项目给予一定的资金奖补。三是落实好西部大开发税收优惠政策,对列入西部地区鼓励类产业目录的绿色硅产业、绿色铝产业和有色金属深加工产业,认真做好相关企业的调查、登记等工作,对符合条件的要主动告知并做好服务,帮助企业降低税负。四是鼓励银行业金融机构加强与有色金属产业龙头企业合作,为龙头企业及其上下游企业提供信贷支持,通过减费降息、提供优质金融服务等方式,降低有色企业融资成本。支持符合条件的有色企业通过股权和债权融资,提升直接融资比重,积极引进各类境内外低成本资金,降低企业融资成本。支持和引导金融机构创新信贷产品,加大对有色金属产业信贷投入,有效落实支持民营和中小微企业信做好行业自律。Five是加强行业管理部门支持引导,充分发挥有色金属新材料产业领域行业协会的桥梁纽带作用,组织开展行业关键共性技术研究,引导企业遵规守法、规范经营,诚实守信、公平竞争。搭建好政府和企业间桥梁,总结推广先进经验,及时反映企业诉求,反馈政策落实情况,提出相关政策建议,助推有色金属工业高质量发展。
