On September 26, the closing price of carbon allowances in the national carbon market was 76.06 yuan per ton, which means that the auction price of the single mangrove protected carbon sink was 5.38 times the price of carbon allowances in the national carbon market.
In the eyes of industry insiders, the single mangrove protected carbon sink is strictly a carbon credit product outside the national voluntary carbon market, and this auction at a high price mainly reflects the buyer's voluntary carbon emission reduction behavior and willingness to pay for ecological products.

In Li Peng's view, the public auction of carbon sinks for mangrove protection is a primary market transaction led by the government and participated by enterprises and all sectors of society.

According to the Shenzhen Municipal Bureau of Planning and Natural Resources, the auction will not only issue bidders with the first carbon sink certificate in Shenzhen's natural resources field, but also register natural resource carbon sinks for bidders, and the future Mangrove Wetland Museum will also reserve a booth for bidders.
Promote the participation of social capital in the realization of the value of ecological products
The Shenzhen Mangrove Conservation Carbon Sink is not the first blue carbon project to be traded. In February this year, Zhejiang Xiangshan County held a blue carbon auction, the starting price was 30 yuan / ton, after more than 70 rounds of bidding, finally Zhejiang Easy Forge Precision Machinery Co., Ltd. auctioned the carbon sink of Xiangshan Xiangxi Shanghai and Hong Kong at a price of 106 yuan / ton, which is also considered to be the first blue carbon project auction in China.
In April this year, the Xiaohai Mangrove Ecological Restoration Project in Wanning, Hainan Province, completed the first carbon sink transaction, and PetroChina Southern Petroleum Exploration and Development Co., Ltd. subscribed for 220 tons of carbon sinks at a price of 110 yuan per tonne.
Shenzhen Municipal Bureau of Planning and Natural Resources said that the launch of the blue carbon trading pilot is an important measure for Shenzhen to implement the national mechanism for establishing and improving the value realization mechanism of ecological products, and it is also one of the pilot innovation tasks entrusted by the Ministry of Natural Resources.
Mangroves, seagrass beds and salt marshes are the three internationally recognized coastal blue carbon ecosystems. Established in 1984, Futian Mangrove Nature Reserve is the only national nature reserve in the hinterland of China, containing 19 species of mangrove plants and 262 species of birds, including 59 species of rare and endangered birds protected by the state, including black-faced spoonbills. On September 6, 2023, the 62nd meeting of the Standing Committee of the Convention on Wetlands deliberated on the adoption of a regional initiative proposal for the establishment of the International Mangrove Centre in Shenzhen, marking the official establishment of the International Mangrove Centre.
Combined with the establishment of the "International Mangrove Center", Shenzhen actively plans a new path of marketization and diversified ecological product value realization led by the government and participated by enterprises and all sectors of society, and selects the mangrove forest in Futian Mangrove Nature Reserve to take the lead in the development and trading of carbon sink projects.
In May this year, the Shenzhen Municipal Bureau of Planning and Natural Resources released the country's first "Carbon Sequestration Methodology for Mangrove Conservation Projects" aimed at protecting biodiversity and coping with the climate, filling the gap in the methodology of domestic natural ecosystem protection carbon sequestration projects and accelerating the transformation of marine blue carbon value.
"The first carbon sink transaction of a mangrove protection project in China is a market-oriented carbon sink transaction based on the realization of the value of ecological products and the 'increase of sinks' of natural resources, and it is also an important practice from natural resource management to natural resource asset management." Li Peng told reporters.
According to the auction announcement, about 126 hectares of mangrove land conservation activities in Futian Mangrove Nature Reserve generated 38,745.44 tons of carbon sinks during the first monitoring period (January 1, 2010 to January 1, 2020). The subject matter of this transaction is about one-tenth of the total amount.
The Shenzhen Municipal Bureau of Planning and Natural Resources said that in the future, it will actively promote the participation of social capital in the realization of the value of important natural resource ecological products such as mangroves, strive to build a blue carbon trading mechanism, application scenarios and full-cycle management model, and broaden the path for green mountains to transform into gold and silver mountains.
