The Municipal Development and Reform Commission recently solicited public opinions on the "Implementation Plan for Strengthening Design Services to Promote Age-Appropriate Transformation and Industrial Development (Trial)" (draft for comments). The draft for comments proposes that by 2025, we will strive to complete high-quality age-appropriate renovation in hundreds of streets and tens of thousands of households in the city. At the same time, it is planned to provide financial support for the use of existing community service spaces or other idle spaces in the streets to build public model rooms for the elderly and home renovation projects for the elderly.
Enhance the degree of specialization of the renovation design industry
China has entered an aging society, and the renovation of streets and family facilities for the elderly can make the lives of the elderly more comfortable and more secure. The implementation plan intends to promote the systematic and large-scale development of the whole industrial chain of age-appropriate transformation, and form a demonstration and leading project.
According to the Municipal Development and Reform Commission, the plan focuses on the needs of the elderly for the elderly, supports the design unit to carry out assessment and design around the core needs of home safety, living activities, life care, rehabilitation care, etc., supports the evaluation and design around the core goals of energy conservation, carbon emission reduction, resource recycling, and green environmental protection, and follows the principle of "suitability, adaptation, moderation, and application" to encourage the research and development and application of new materials, new technologies, new products, new processes, new models, and new scenarios.
The draft puts forward specific goals: by 2025, we will strive to complete high-quality age-appropriate renovation in hundreds of streets and tens of thousands of households in the city, significantly improve the degree of specialization and standardization of the design and service industry for age-appropriate transformation, significantly enhance the synergy of the age-appropriate transformation industry chain led by design services, and greatly improve social and economic benefits.
Establish a cost-sharing mechanism for transformation
The "Draft for Comments" proposes to adopt a family-led, government-supported, and multi-party participation approach to establish a cost-sharing mechanism for age-appropriate transformation, and improve the whole-process service system for age-appropriate renovation assessment and design, expert review, parts purchase, construction and installation, recycling of old objects, and health services.
The city will build a design service platform for age-appropriate transformation, integrate the upstream and downstream of the industrial chain to create an open public service platform for design institutions and the public, provide design units with an online application portal for design plans, provide application scenarios for product suppliers, provide service channels for elderly families, and provide information release and case display for the public. The draft also clarifies that the streets will be supported to use the existing community service space to build public model rooms for the elderly, so as to facilitate the elderly to experience nearby, and at the same time provide embedded public services such as housekeeping and convenience;
Funding is expected for home renovations
Age-appropriate renovation projects for streets and homes are expected to receive funding. According to the draft for comments, the city intends to use the existing community service space or other idle space in the street to build a public model room for the elderly, according to the proportion of 30% of the total investment in fixed assets to give support, for the family renovation project for the elderly, it is proposed to give design support according to the standard of 200 yuan/square meter, the whole house renovation is calculated according to the area of the house, the maximum is not more than 140 square meters, and the partial renovation is calculated according to the actual renovation area.
Age-appropriate renovation may bring about the need to dispose of old things in the homes of the elderly. In this regard, the draft proposes to encourage enterprises to provide services such as storage and processing of old objects, give full play to the role of existing household appliances as a platform for trade-in, extend the whole process of storage, recycling and treatment of other old objects such as furniture from household appliances, and encourage more household appliances and furniture business enterprises to provide such services around age-appropriate transformation.
According to the plan, the city intends to guide insurance companies to actively innovate insurance products around the transformation of the elderly, relying on the long-term care insurance system, to explore innovative insurance products such as fall prevention insurance for the elderly, home improvement product insurance for the elderly, and value-added services for the transformation of the elderly for customers.
