  为贯彻落实党的二十大精神,完善支持绿色发展政策,积极稳妥推进碳达峰碳中和,Do a good job in the full coverage of renewable energy green electricity certificates,促进可再生能源电力消费,保障可再生能源电力消纳,服务能源安全保供和绿色低碳转型,现就有关事项通知如下。
  1. General requirements
  Deeply implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping's new strategy of "four revolutions, one cooperation" energy security, implement the decision-making and deployment of the Party Central Committee and the State Council, further improve the renewable energy green power certificate (hereinafter referred to as green certificate) system, clarify the scope of application of green certificates, standardize the issuance of green certificates, improve green certificate transactions, expand green electricity consumption, improve the application of green certificates, achieve full coverage of green certificates for renewable energy electricity, and further give full play to the green certificate in building a green and low-carbon environmental value system for renewable energy electricity. Promote the development and utilization of renewable energy and guide the green consumption of the whole society, and provide strong support for ensuring the safe and reliable supply of energy, achieving the goal of carbon peak and carbon neutrality, and promoting the green and low-carbon transformation and high-quality development of the economy and society.
  2. Clarify the scope of application of green certificates
  (1) The green certificate is the only proof of the environmental attributes of renewable energy electricity in China, and the only certificate for determining the production and consumption of renewable energy electricity.
  (2) The state issues green certificates for eligible renewable energy electricity, and one green certificate unit corresponds to 1,000 kWh of renewable energy electricity.
  (3) Green certificates are used as renewable energy electricity consumption certificates for renewable energy electricity consumption accounting, renewable energy electricity consumption certification, etc., of which: in addition to being used as renewable energy electricity consumption certificates, tradable green certificates can also be transferred between power generation enterprises and users for compensation by participating in green certificate and green power transactions. The National Development and Reform Commission and the National Energy Administration are responsible for determining the scope of tradable green certificates and dynamically adjusting them according to the production and consumption of renewable energy.
  3. Standardize the issuance of green certificates
  (4) The National Energy Administration is responsible for the management of green certificates. In principle, the issuance of green certificates is based on the data provided by power grid enterprises and power trading institutions, and checked with the data provided by power generation enterprises or project owners. The amount of electricity corresponding to the green certificate shall not be repeatedly applied for other certificates of the same attribute in the power field.
  (5) Issue green certificates to all electricity produced by registered renewable energy power generation projects such as wind power (including distributed wind power and offshore wind power), solar power generation (including distributed photovoltaic power generation and solar thermal power generation), conventional hydropower, biomass power generation, geothermal power generation, marine power generation, etc., to achieve full coverage of green certificate issuance. Thereinto:
  Conduct tradable green certificates for grid-connected electricity for centralized wind power (including offshore wind power) and centralized solar power generation (including solar thermal power generation) projects.
  For distributed wind power and distributed photovoltaic power generation projects, issue tradable green certificates.
  Conduct tradable green certificates for on-grid electricity for renewable energy power generation projects such as biomass power generation, geothermal power generation, and marine power generation.
  For existing conventional hydropower projects, tradable green certificates will not be issued for the time being, and the corresponding green certificates will be directly transferred free of charge with the electricity. Tradable green certificates will be issued for fully market-oriented conventional hydropower projects newly put into operation after January 1, 2023 (inclusive).
  4. Improve green certificate trading
  (6) Green certificates rely on the China Green Electricity Certificate Trading Platform, as well as the Beijing Electric Power Trading Center and Guangzhou Electric Power Trading Center to carry out transactions, and expand to other nationally recognized trading platforms in a timely manner, and the green certificate trading information shall be synchronized to the issuing institution in real time. At this stage, the tradable Green Certificate can only be traded once.
  (7) Green certificate trading shall be carried out through bilateral consultation, listing, centralized bidding, etc. Among them, the number and price of green certificates are independently negotiated by market entities in bilateral negotiated transactions; the quantity and price information of green certificates in listed transactions are released on the trading platform; centralized bidding transactions are organized and carried out in a timely manner as needed, and the transaction quantity and price are specified in accordance with relevant rules.
  (8) For green certificates for projects enjoying central financial subsidies, bilateral consultation and listing methods shall be the main ones in the initial stage, and conditions shall be created to promote the use of centralized bidding methods for transactions as soon as possible, and the proceeds of green certificates shall be implemented in accordance with relevant regulations. For parity (low-price) projects, voluntary abandonment of central financial subsidies and projects where central financial subsidies have expired, the green certificate trading method is not limited, and the green certificate proceeds belong to the power generation enterprise or project owner.
  5. Orderly and complete the application of green certificates
  (9) Support green electricity trading. If the power trading institution participates in green electricity trading, the corresponding green certificate shall be pushed to the power trading institution in batches by the issuing institution, and the power trading institution shall trade the green certificate with the green electricity according to the transaction contract or bilateral negotiation, and the transaction contract shall specify the transaction volume and transaction price of the green certificate and physical electricity respectively.
  (10) Accounting for renewable energy consumption. Implement the control of renewable energy consumption not included in the total energy consumption and intensity control, and the National Bureau of Statistics and the National Energy Administration will approve the national and regional renewable energy electricity consumption data.
  (11) Certified green electricity consumption. The green certificate is used as the only certificate for the green power consumption and green power attribute identification certification of power users, and the green electricity consumption certification standards, systems and labeling systems based on green certificates are established. The certification body carries out green electricity consumption certification through the green certificate within two years, and the time starts from the natural month of electricity production (inclusive), and the certification information should be synchronized to the issuing body in a timely manner.
  (12) Linking the carbon market. Research and promote the connection and coordination between green certificates and the national carbon emission trading mechanism and the voluntary greenhouse gas emission reduction trading mechanism, so as to better play the synergy of the system.
  (13) Promote international mutual recognition of green certificates. In principle, China's renewable energy electricity can only apply for and issue domestic green certificates, and actively promote the connection between the green consumption and carbon emission reduction systems of international organizations and domestic green certificates without affecting the achievement of nationally determined contribution targets. Strengthen the research and formulation of international standards such as the issuance, measurement, and trading of green certificates, and increase the international influence of green certificates.
  6. Encourage green electricity consumption
  (14) Carry out in-depth publicity and promotion of green certificates, create an atmosphere for renewable energy electricity consumption in the whole society, and encourage all energy-using units in society to take the initiative to assume social responsibilities for renewable energy electricity consumption. Encourage multinational companies and their industrial chain enterprises, export-oriented enterprises, and industry leading enterprises to purchase green certificates and use green electricity, and play a leading role in demonstration. Promote central enterprises, local state-owned enterprises, institutions and institutions to play a leading role and steadily increase the proportion of green electricity consumption. Strengthen the responsibility of high-energy-consuming enterprises for green electricity consumption, and increase the level of green electricity consumption as required. Support key enterprises, parks, cities and other high-proportion consumption of green electricity, and build green power enterprises, green power parks, and green power cities.
  7. Strictly guard against and strictly investigate and deal with acts of fraud
  (15) Strictly prevent and strictly investigate and deal with fraudulent acts in the process of green certificate issuance, trading, and green electricity trading. Strengthen the supervision of power grid enterprises, power trading institutions, and power dispatching agencies, and do a good job of checking the data provided by power generation enterprises or project owners。 Organize and carry out spot checks of green certificate related work in a timely manner, use methods such as notification, interview, cancellation of certificates and transactions within a certain period of time to urge rectification of acts such as fraud found in spot checks, and transfer major violations of discipline to discipline inspection and supervision and auditing departments in accordance with procedures.
  8. Strengthen organizational implementation
  (16) The green certificate issuing institution shall design a unified number of green certificates in accordance with the rules for the establishment of national renewable energy power generation project archives and card coding, formulate relevant technical standards and specifications for encryption, anti-counterfeiting, interactive sharing and other relevant information related to green certificates, build a national green certificate issuance and trading system, comprehensively do a good job in the issuance, trading, transfer, etc. of green certificates, disclose green certificate issuance and transaction information, do a good job in green certificate anti-counterfeiting inspection, and strengthen data sharing such as green certificates and renewable energy consumption.
  (17) Power grid enterprises and power trading institutions shall promptly provide the information required for the issuance of green certificates, and participate in the formulation of relevant technical standards and specifications. Power generation enterprises or project owners should provide project electricity information or electricity settlement materials as a reference for verification. For projects where power grid enterprises and power trading institutions cannot provide the information required for the issuance of green certificates, in principle, the power generation enterprises or project owners shall provide the materials required for the issuance of green certificates.
  (18) Each power generation enterprise or project owner shall file and establish a card in a timely manner. All energy-using units, power generation enterprises or project owners who have established archives and registered cards shall register accounts in the national green certificate issuance and trading system in accordance with the green certificate issuance and trading rules for green certificate issuance and trading. The provincial-level special account is uniformly allocated by the green certificate issuing agency, and is coordinated and managed by the provincial-level development and reform and energy departments to accept green certificates transferred free of charge.
  (19) The National Energy Administration is responsible for formulating rules for the issuance and trading of green certificates, organizing and carrying out the issuance and trading of green certificates, supervising and managing the implementation, and working with relevant departments to adjust and improve policies and measures in a timely manner according to the implementation situation, and jointly promote the continuous expansion of the scale and application scenarios of green certificate transactions. The agencies dispatched by the National Energy Administration shall do a good job in supervising the implementation of the green certificate system in their jurisdiction, and promptly put forward regulatory opinions and suggestions.
  (20) The Notice on the Trial Implementation of the Renewable Energy Green Electricity Certificate Issuance and Voluntary Subscription Trading System (Fa Gai Energy [2017] No. 132) shall be abolished.
