Sichuan Tianfu New Area explores the path of high-quality development of park cities

Since the beginning of the 14th Five-Year Plan, "vigorously and orderly promoting carbon peak and carbon neutrality" has become an important task to promote the comprehensive green transformation of economic and social development, and unswervingly follow the high-quality development path of ecological priority, green and low-carbon.

As the "first place to mention" of the park city, Sichuan Tianfu New Area focuses on actively serving the national strategic needs, and strives to embark on a high-quality development path under the guidance of the "dual carbon" goal with the optimization of the "four major structures" of space, industry, transportation and energy as the traction.

Lay out green and low-carbon production methods, and strengthen technology research and development

Sichuan Tianfu New Area has scientifically established a carbon peak goal that is compatible with the development pattern and development mode of the park city, accelerated the formulation of a timetable and roadmap for carbon peak and carbon neutrality, continued to deepen the park city indicator system under the practice of "dual carbon", and accelerated the systematic and structural changes in the fields of energy, industry, and construction. Accelerate the gathering of high-level innovation platforms such as scientific research institutes, new R&D institutions, and technological innovation centers, and the construction of a "dual carbon" talent system, and strengthen the development and utilization of renewable resources, the synergy of pollution and carbon reduction, and carbon capture, utilization and storage. Actively promote the construction of carbon neutrality data brains, accelerate the construction of carbon emission analysis and prediction models, accelerate the development of low-carbon services such as green certification and carbon footprint assessment, and promote the construction of "carbon neutrality" demonstration zones.

Sichuan Tianfu New Area optimizes its industrial structure, continuously improves the development and scale effect of the headquarters economy, leading enterprises, green finance, convention and exhibition, cultural and creative industries, and digital economy industries in the new area, and actively develops EOD-type industries and regional projects.

Tianfu New Area has also created a number of ecological value transformation scenes such as lakeside bookstores and Guantang production teams. The construction of the park city was selected as a model of the national practice of "lucid waters and lush mountains are invaluable assets".

Sichuan Tianfu New Area is actively building a green and low-carbon innovation cluster with Tianfu Yongxing Laboratory as the core, major scientific and technological infrastructure as the support, and high-energy scientific research institutes and innovation platforms as the supplement, creating a source of green and low-carbon technology and an industrial engine, and building a green and low-carbon circular economy system. Explore the trial implementation of low-carbon functional zoning, and accelerate the formation of a new model model of zero-carbon development with harmonious and unified human-urban environment. We will build a climate-oriented investment and financing policy system, actively strive for investment from national, provincial and municipal green development funds in the new area, and use green credit, green bonds, green insurance and other financial means to encourage and mobilize more funds to support the development of low-carbon industries.

On March 27, 2023, the Tianfu Carbon Neutrality Forum was held at the Tianfu International Conference Center in Tianfu New Area, Sichuan, bringing together 17 Chinese and foreign academicians and more than 700 experts and scholars from all over the world to focus on key low-carbon key core technologies in key industries and fields under the "dual carbon" goal, and explore new paths for the development of green and low-carbon industries.
