On January 9, the National Development and Reform Commission, the Ministry of Commerce, and the State Administration for Market Regulation issued opinions on supporting Guangzhou Nansha to relax market access and strengthen the reform of the regulatory system. It mentions that green, low-carbon and high-quality development will be promoted. Research and establish a statistical accounting and measurement system for carbon emissions, and vigorously promote green product certification and the acceptance of results.

Accelerate the construction of a national carbon measurement center (Guangdong). We will further promote the pilot work of climate investment and financing, and explore the innovation of climate investment and financing models and tools. We will create a green and low-carbon demonstration zone for the integration of Guangdong and Hong Kong in Nansha, Guangzhou, study new models for the construction and operation of green and low-carbon parks, and explore a mutual recognition mechanism for carbon emissions-related standards with Belt and Road countries and the European Union, so as to facilitate the free circulation of "zero-carbon" products around the world. Promote the use of clean energy such as hydrogen energy, and appropriately advance the construction and operation of new infrastructure for charging and swapping new energy vehicles such as battery swap stations and high-voltage charging piles. Expand the trading of green certificates and green electricity, support all kinds of enterprises to purchase and use green certificates, and promote the Nansha New Area of the Guangdong Pilot Free Trade Zone to achieve a high proportion of green electricity consumption.

Explore the establishment of green finance standards, assessment and certification and standardized management systems that are in line with international standards. Support the Guangzhou Futures Exchange to expand the layout of varieties in an orderly manner based on serving the high-quality development of the real economy, green and low-carbon development, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the joint construction of the "Belt and Road". Improve incentive policies and measures for green buildings, explore and improve the pre-evaluation of green buildings, and encourage financial institutions to support the development of green buildings in accordance with the principles of marketization and rule of law. Accelerate the construction of a cross-border wealth management and asset management center in the Guangdong-Hong Kong-Macao Greater Bay Area (Nansha, Guangzhou).
