We have received your thoughts and suggestions on implementing the strategic goals of carbon peaking and carbon neutrality and effectively promoting a series of measures for green development, and hereby reply as follows:

1. On the implementation of the dual carbon goals and the medium- and long-term strategic planning for green development in our region and their respective fields

Since the "double carbon" goal was proposed, our district has focused on building a "1+N+X" policy system as the guide, consolidated the foundation of the "double carbon" work, issued the "Implementation Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", issued the "Carbon Peak Implementation Plan" and 17 sub-fields and sub-industry implementation plans for science and technology, energy, industry, transportation, housing and construction, agriculture and animal husbandry, etc., clarified the timetable, roadmap and construction drawings for achieving the "double carbon" goal, and formulated cadre education and training, hydrogen energy developmentSupporting policies and measures in nine aspects, including energy supply, green development of the Belt and Road energy cooperation, green and low-carbon transformation of energy, synergy of pollution reduction and carbon reduction, green and low-carbon development of the national education system, statistical accounting, and measurement standard system, have basically built a "dual carbon" policy support and guarantee system with a complete framework, precise measures and effective mechanism.

2. On strengthening the education and training of cadres on carbon peaking and carbon neutrality and incorporating publicity and education on carbon peaking and carbon neutrality and green development into the moral education and extracurricular education content of children in primary and secondary schools and kindergartens

(1) Strengthen the education and training of cadres on carbon peaking and carbon neutrality. In June 2022, the Organization Department of the Party Committee of the Autonomous Region, together with the Propaganda Department of the Party Committee of the Autonomous Region, the Party School of Inner Mongolia, the Development and Reform Commission of the Autonomous Region, the Department of Finance of the Autonomous Region, the State-owned Assets Supervision and Administration Commission of the Autonomous Region and other departments, issued the "Implementation Plan for Strengthening the Education and Training of Cadres on Carbon Peak and Carbon Neutrality" (Nei Group Tong Zi [2022] No. 29) document, which clarified the overall requirements, training content, training objects, training methods and related work requirements for strengthening the education and training of cadres in our region on carbon peak and carbon neutrality. Focus on the goal and task of achieving carbon peak and carbon neutrality, highlight the study and education of General Secretary Xi Jinping's important exposition on carbon peak and carbon neutrality, focus on mastering the principles and policies, basic knowledge, realization path and work requirements of carbon peak and carbon neutrality, and carry out training for cadres at all levels in stages and levels, and strive to improve the ability of cadres to do a good job in carbon peak and carbon neutrality.

(2) Incorporate the publicity and education of carbon peaking and carbon neutrality and green development into the moral education and extracurricular education content of children in primary and secondary schools and kindergartens. Our district has integrated the promotion of ecological civilization education in the ideological and political courses of primary and secondary schools to achieve full coverage. In 2021, the "Compulsory Education Curriculum Plan" was revised, and on the basis of the full, complete, and successful national curriculum, education on the rule of law for ecological and environmental protection was carried out. In the teaching of "Situation and Policy", colleges and universities have set up special teaching content such as "Global Climate Change and Carbon Peak and Carbon Neutrality Goals", so as to achieve full coverage of college students. At present, there are 10 carbon-peaking, green and low-carbon related majors such as "biological science" and "environmental science" in the region, involving 30 universities; There are 10 doctoral degree programs and 12 master's degree programs in green and low-carbon related fields, and about 100 doctoral students and 570 master's students are trained every year. Organize colleges and universities in the autonomous region to carry out special research applications for carbon peak and carbon neutrality in 2023 in the fields of dual-carbon (zero-carbon) campus construction, school-enterprise cooperation in the cultivation of dual-carbon talents, dual-carbon economy, clean and low-carbon utilization and development of rare earth and fossil energy, graphene (ene), energy storage, hydrogen energy, new power system, energy conservation, chemical industry, metallurgy, carbon sink technology, new energy equipment manufacturing, biotechnology and other fields. The special research cycle is 2 years, with 100,000 yuan for each natural sciences and 40,000 yuan for the humanities and social sciences, with about 30 planned and 31 planned. The "Work Plan for the Construction of the National Education System for Green and Low-Carbon Development" was issued, and by 2025, the concept of green and low-carbon life and green and low-carbon development norms will be fully popularized in primary and secondary schools, and the concept of green and low-carbon development will be integrated into the education system of primary and secondary schools; Relevant colleges and universities have initially established majors related to carbon peak and carbon neutrality, and their scientific and technological innovation capabilities and the cultivation of innovative talents have been significantly improved. By 2030, we will realize the systematic development and development of students' green and low-carbon lifestyles and behavioral habits, form a relatively complete multi-level green and low-carbon concept education system and run through the whole process of youth growth, and build a number of first-class professional research institutions with national influence and authority for carbon peak and carbon neutrality.

3. On taking the lead in carrying out paperless office and paperless teaching in the field of education

It is not feasible to vigorously promote paperless teaching and examinations. First, there are pros and cons of paperless teaching, and there is a great difference in the identity of paperless teaching, whether it is really in line with the physical and mental development of the taught students is still inconclusive, whether it is from the teachers and students' cognition of information technology, or from the teaching platform, the function and operation maturity of the teaching software, as well as the facilities and equipment and other paperless teaching environment equipment, all do not have the conditions for vigorous implementation. Second, on the basis of traditional teaching, the teaching methods in our district have been interspersed with the introduction of paperless teaching modes such as multimedia teaching and online live broadcast. Third, according to the "Indicators of the Basic Conditions for Running Schools of Ordinary Colleges and Universities" issued by the Ministry of Education, the per capita number of books and the average annual number of books per student are still based on paper books, which is an important basis for measuring the basic conditions for running schools of ordinary colleges and universities and the approved annual enrollment scale.

Fourth, the introduction of scientific and accurate temperature or power metering and charging business mode for urban winter heating; Introduce a variety of heating methods in homes and residential areas, and advocate the development of the introduction of their own electric heating and photovoltaic power supply heating methods

(1) The introduction of scientific and accurate temperature or power metering and charging business models for urban winter heating. The implementation of heat metering and charging is one of the important contents of the reform of the heating system, and is an important measure to promote energy conservation, emission reduction and strict conservation. The Development and Reform Commission of the Autonomous Region and the Department of Housing and Urban-Rural Development of the Autonomous Region have revised and improved the methods for heat metering prices and charges, and reissued the "Guiding Opinions of the Housing and Urban-Rural Development Department of the Development and Reform Commission of the Inner Mongolia Autonomous Region on the Implementation of Heat Metering Prices" (Nei Fa Gai Gai Gai Zi [2018] No. 322), which standardizes and clarifies the specific provisions of heat metering and charging, and provides strong support for accelerating the reform of heat metering and charging. Article 30 of the Regulations on Urban Heating in Inner Mongolia Autonomous Region stipulates that new residential buildings shall be charged for heat metering; Existing residential buildings have been renovated through energy-saving renovation, and heat metering and charging have been gradually implemented. Public buildings shall be charged for heat metering. The heat metering fee is calculated and charged according to the basic heat price and the metered heat price. Actively promoting the reform of heat metering, the Department of Housing and Urban-Rural Development drafted the "Implementation Plan for Promoting the Pilot Work of Heat Metering in Inner Mongolia Autonomous Region", which was issued by the People's Government of the Autonomous Region in August 2022. Hohhot, Baotou and Wuhai are determined to be the pilot cities for heat metering, and the pilot work of heat metering will be carried out during the two heating periods from 2022 to 2024, and the intelligent heat management will be gradually improved, and a scientific and reasonable charging mechanism will be established. Up to now, Hohhot has installed 139 heat meters in public buildings and started to collect data; Baotou City selected some civil buildings and public buildings to carry out pilot projects; On the basis of summarizing the original heat metering work, Wuhai City has carried out intelligent transformation of heat supply. At present, the Department of Housing and Urban-Rural Development is carrying out the annual assessment and summary of the pilot cities for heat metering.

(2) Introduce a variety of heating methods for families and residential areas, and advocate the development of the introduction of their own electric heating and photovoltaic power supply heating methods. Promoting clean heating is of great significance for improving air quality and reducing energy consumption in northern China. At present, four league cities in our district, including Hohhot, Baotou, Ulanqab and Bayannur, have been included in the pilot cities of the clean heating project in the northern region, and the rest of the league cities are also actively preparing to apply for the pilot cities of the clean heating project in the northern region. According to the 2023 Work Points of the Department of Housing and Urban-Rural Development of the Inner Mongolia Autonomous Region, by the end of 2023, the clean heating rate in cities and towns in the region will reach 91%. In order to further accelerate the promotion of clean heating work, in March 2023, our department issued the "Notice on Doing a Good Job in Clean Heating", supervising the city to conduct a thorough investigation of clean heating work, take multiple measures at the same time, adapt measures to local conditions, and make every effort to promote clean heating work. In the next step, the Department of Housing and Urban-Rural Development will continue to supervise the three pilot cities to carry out the pilot work of heat metering, organize the pilot cities to study and study, combine the experience of advanced regions, improve the heat metering reform measures, and accelerate the progress of the reform. Coordinate with the Development and Reform Commission of the Autonomous Region to supervise the pilot cities to introduce heat metering and charging measures by the end of September 2023, so as to provide a charging basis for the implementation of heat metering and charging in the 2023-2024 heating season. At the same time, we will continue to guide Hohhot, Baotou, Ulanqab and Bayannur, four cities that have been included in the pilot of the clean heating project in the northern region, in accordance with the requirements of the central government, keep an eye on the goals and tasks, do a good job in the implementation of the work, and complete the clean heating project on time and with good quality. Organize the remaining 8 league cities to actively apply for the pilot cities of the clean heating project in the northern region, obtain the support of the central government, and gradually increase the proportion of clean energy in the heating energy consumption in our region.

Fifth, on accelerating the promotion of urban green energy-saving vehicle facilities, especially in the central and western regions where the winter is not very cold, to increase the promotion of green energy-saving vehicles

(1) Accelerate the promotion of urban green energy-saving vehicle supporting facilities. In order to thoroughly implement the spirit of the State Council's "New Energy Vehicle Industry Development Plan (2021-2035)", in 2021, the Energy Bureau of the Autonomous Region issued the "Implementation Plan for Accelerating the Construction of Charging and Swapping Infrastructure in Inner Mongolia Autonomous Region (2021-2025)", which put forward the construction goals of key regions and clarified the construction tasks of the whole region before 2025. This "implementation plan" is a full caliber, involving residential communities, urban parking lots, public institutions, along highways, tourist attractions and special fields. In 2022, the Department of Housing and Urban-Rural Development of the Autonomous Region, together with the National Development and Reform Commission, the Department of Industry and Information Technology, the Department of Natural Resources, the Market Supervision Bureau, and the Energy Bureau, issued the "Implementation Plan for Accelerating the Construction of New Energy Vehicle Charging Facilities", aiming to promote the construction of new energy vehicle charging facilities (excluding buses and heavy trucks) in urban residential communities, public parking lots, public institutions and logistics parks in the region according to the division of responsibilitiesIt is of great significance to improve the construction system of charging and swapping facilities and create a good environment for the development of charging and swapping facilities.

(2) Increase the promotion of green energy-saving vehicles in the central and western regions. In recent years, Inner Mongolia has successively issued a number of policy documents such as the "Implementation Opinions on Accelerating the Promotion and Application of New Energy Vehicles", and continued to increase the promotion and application of new energy vehicles from the aspects of increasing the promotion of key areas, accelerating the construction of charging and swapping infrastructure, and promoting the development of the new energy vehicle industry. Driven by policies and measures, the promotion of new energy vehicles in Inner Mongolia has achieved remarkable results, especially in 2022, a total of 29,214 new energy vehicles will be promoted throughout the year, a year-on-year increase of 196%. In accordance with the requirements of relevant documents, in 2023, Inner Mongolia will further increase the promotion and application of new energy vehicles, orderly eliminate old diesel vehicles below the national III., guide the promotion of new and updated vehicles to use new energy heavy trucks, and the proportion of new energy vehicles in new and updated urban public transport vehicles shall not be less than 85%, and the number of cruise taxis and online car-hailing shall not be less than 1,600.

6. Actively carry out the development and application of effective carbon emission reduction and carbon capture technologies

The first is to speed up the layout and construction of scientific and technological innovation platforms. Promote the establishment of the Inner Mongolia base of Huairou Laboratory, establish the country's first carbon measurement center, and the Ordos National Sustainable Development Agenda Innovation Demonstration Zone has also been successfully approved. The second is to vigorously strengthen the cultivation of innovative subjects. Implement the "double increase" action of small and medium-sized technology-based enterprises and high-tech enterprises, and introduce relevant policies and measures such as rewards and subsidies for high-tech enterprises and optimization of the scientific research environment. At present, our district has cultivated more than 410 high-tech enterprises in the fields of new energy and energy conservation, resources and environment, and the first batch of 20 leading enterprises in science and technology, which has become an important force in promoting technological innovation in the field of carbon peaking and carbon neutrality. The third is to strengthen the core technology research and achievement transformation. In recent years, with major scientific and technological projects as the traction, we have broken through a number of key technologies in the field of carbon peaking and carbon neutrality, and promoted the implementation and transformation of a number of advanced and applicable achievements in our region. For example, the first prototype of the key equipment for pressurized refueling of 70MPa hydrogen refueling station was trial-produced, which broke through the hydrogen safety control technology; The 10,000-ton carbon dioxide to aromatics project has successively broken through many technical problems such as low-temperature conversion of carbon dioxide, and has started construction, becoming the world's first 10,000-ton carbon dioxide utilization industrialization demonstration line with hydrocarbons as products; MW-level advanced flywheel energy storage technology has achieved a breakthrough and has been successfully connected to the grid, and the transformation of green and low-carbon technology reserves and advanced applicable achievements has achieved remarkable results. From 2021 to 2023, more than 380 key R&D and achievement transformation projects will be implemented in the high-tech field of the autonomous region.

7. On leading and establishing carbon emission statistics for the aquaculture industry, and carrying out planning and effective measures for carbon peaking and carbon neutrality

In accordance with the overall arrangement of carbon peak and carbon neutrality in the autonomous region, the "Implementation Plan for Carbon Peaking in the Agricultural and Animal Husbandry Sector of the Inner Mongolia Autonomous Region" has been issued to promote the green and high-quality development of agriculture and animal husbandry, and promote carbon emission reduction and carbon reduction in the agricultural and animal husbandry fields in a scientific and orderly manner. In terms of promoting low-carbon emission reduction in livestock and poultry breeding, we will focus on large-scale livestock and poultry farms to promote the green and low-carbon development of animal husbandry. Promote whole-plant silage, total mixed ration feeding and other technologies, improve livestock and poultry feeding management, implement precision feeding, and reduce the greenhouse gas emission intensity per unit of poultry products. Intensify the discharge of livestock and poultry manure treatment standards and the harmless treatment of sick and dead livestock and poultry, improve livestock and poultry pollution treatment facilities and equipment, promote technologies such as the collection and utilization of gas for closed treatment of pollution, and reduce methane and nitrous oxide emissions. Up to now, the comprehensive utilization rate of livestock and poultry manure in the whole region has reached 81.5%, which is 6.5 percentage points higher than the national target task.

8. On increasing the implementation of green organic certification, geographical indication certification, natural grazing certification and related standard systems and scientific and technological support systems for the construction, construction and increase of investment

In terms of strengthening the certification of agricultural and livestock products and promoting the realization of the value of agricultural and animal husbandry ecological products, in 2022, the Department of Agriculture and Animal Husbandry of the Autonomous Region will implement a subsidy of 1.6 million yuan for certification and testing to support the certification of production enterprises. By the end of 2022, a total of 660 certified green food and organic agricultural products have been completed, with a total of 4,484. The output of newly certified products was 1.875 million tons, with a total output of 13.0295 million tons, ranking among the top nine in the country in terms of green food output; Wuchuan potatoes were identified as national geographical indication agricultural products, with a total of 135 and ranking among the top 11 in the country; 67 agricultural products were collected and registered in the national list of famous, special and excellent new agricultural products, and 493 new agricultural products were named, special and excellent, ranking second in the country.
