Sichuan and Chongqing have jointly carried out comprehensive management of the ecological environment of transboundary river waters

Recently, the fifth meeting of the Joint Conference on Promoting the Construction of the Chengdu-Chongqing Twin-City Economic Circle and the Fifth Promotion Meeting of the Sichuan-Chongqing Cross-border River Joint Prevention and Management Conference was held in Yongchuan District, Chongqing. At the meeting, Sichuan and Chongqing jointly reviewed and approved the "Sichuan-Chongqing Important Cross-border Basin-Nanxi River Water Ecological Environment Comprehensive Treatment Plan", and signed the "Sichuan-Chongqing Regional Radiation Safety Supervision Cross-regional Cooperation Agreement".

The "Agreement" proposes that Sichuan and Chongqing will jointly promote the reform of "decentralization, management and service" of radiation matters, strengthen the joint supervision of radiation work units, carry out joint investigation and handling of cross-regional radiation violation cases, and strengthen radiation safety supervision and exchanges, so as to provide a strong guarantee for radiation safety in the construction of the Chengdu-Chongqing Economic Circle.

In recent years, Sichuan and Chongqing have closely followed the opportunity of the country's major strategy to promote the construction of the Chengdu-Chongqing Economic Circle, worked together to build an ecological co-construction and environmental co-protection mechanism, focused on solving the problem of cross-border pollution co-management, and formed an overall joint force of regional ecological co-construction, pollution co-governance, policy co-consultation, and development co-promotion, and signed and implemented more than 120 cooperation agreements on ecological and environmental protection, making the ecological barrier in the upper reaches of the Yangtze River more solid.

This year, the construction of the Chengdu-Chongqing Economic Circle has achieved remarkable results in ecological and environmental protection. In terms of ecological protection, we will jointly issue the plan for the construction of the ecological corridor of the "Six Rivers of the Chengdu-Chongqing Twin-City Economic Circle", establish a cross-regional coordination mechanism for public interest litigation for the protection of ecological environment and resources in the Jialing River Basin, coordinate the implementation of the "10-year fishing ban" on the Yangtze River, and jointly build a demonstration area for ecological protection and restoration in the adjacent areas of Chongqing and Guangzhou.

In terms of coordinated pollution control, we will carry out joint prevention and control of the Fujiang River and Nanxi River (Xinglong River) basins, and jointly build the Sichuan-Chongqing River long-term cooperation version 3.0. Focus on five aspects: industrial pollution sources and mobile pollution sources, and carry out coordinated prevention and control of air pollution. Establish a trial mechanism for the inter-provincial transfer of contaminated soil. We will further promote the joint construction of "zero-waste cities" and establish the country's first inter-provincial joint prevention and control mechanism for environmental risks of new pollutants. Carry out joint supervision of the rectification of water environment problems in the Daqingliu River Basin, jointly carry out joint law enforcement inspections, simultaneously carry out joint emergency drills in Sichuan and Chongqing for sudden water pollution incidents in the Sexi River Basin, and cooperate in emergency Xi drills for radiation accidents.

In terms of jointly promoting green development, we will continue to promote the joint action of carbon peak and carbon neutrality, promote the construction of a national natural gas (shale gas) production capacity base of 100 billion cubic meters, and establish the Sichuan-Chongqing "dual carbon" industrial measurement innovation alliance. Jointly advocate a green lifestyle, improve the cross-provincial and municipal collection, transportation and disposal system of domestic waste, open a total of 22 inter-provincial bus lines between Sichuan and Chongqing, and build 11 inter-provincial highway "electric corridors". Chongqing Liangjiang New Area and Sichuan Tianfu New Area signed a memorandum of cooperation on climate investment and financing pilot projects to jointly build a climate investment and financing demonstration pilot zone.

In addition, the relevant cities and counties in Sichuan and Chongqing have also continued to deepen exchanges and cooperation in ecological co-protection, pollution co-governance, "zero-waste" co-construction, joint law enforcement, publicity and education, etc., and the fields of cooperation have been continuously expanded, the working mechanism of dual-core linkage ecological and environmental protection has been further improved, and the implementation of cooperation matters has been accelerated.

At the same time, the experience of ecological effectiveness in the two places is distinctive. In Chongqing, the Tongluo Mountain Mining Area and Guangyang Island Ecological Restoration Project were selected as the first batch of 15 outstanding typical cases of national landscape projects, the harmless treatment rate of municipal solid waste reached 100%, ranking first in the western region, Kaizhou Hanfeng Lake was selected as an excellent case of beautiful rivers and lakes in China, and the Three Gorges Orange Township Pastoral Complex in Zhongxian County successfully established the national "Two Mountains" practice innovation base. In Sichuan, from January to November this year, the proportion of excellent water quality in 203 national examination sections in the province was 99.5%, the water quality of the Sichuan section of the main stream of the Yangtze River remained excellent, and promoted the construction of 17 provincial-level near-zero carbon emission parks, such as the headquarters base of Tianfu Headquarters Business District and the Eastern Industrial Park of Yibin Sanjiang New Area.
