In recent years, our province has taken the reform of electricity market as one of the important tasks of the comprehensive reform pilot of the energy revolution, and has achieved remarkable results in the reform of the electricity sales side, the liberalization of power generation and consumption plans, and the construction of spot markets, which has become a bright business card of the comprehensive reform pilot of Shanxi's energy revolution, and has injected new vitality into the comprehensive promotion of the transformation and development of the energy industry in our province.
The first is to focus on building a framework system for the reform of the electricity market. A series of supporting policy documents of "1+1+N" have been researched and formulated, including the Measures for the Operation and Management of the Electricity Market in Shanxi Province, the Work Plan for Further Promoting the Construction of the Electricity Market in Shanxi Province and a series of supporting implementation rules, and a complete power market system with the integrated development of "medium and long-term + spot + auxiliary services" and "intra-province + delivery" has been constructed.
The second is to promote the independent and standardized operation of power trading institutions. In September 2016, Shanxi Electric Power Trading Center, which is controlled by State Grid Shanxi Electric Power Company and participated by a number of power generation companies and power users, was officially established in the country. In June 2021, the equity structure of the CFETS was further optimized and adjusted, providing a fair, just, competitive and open platform for the in-depth promotion of the market-oriented reform of electricity.
Third, the scale of medium and long-term power transactions has gradually expanded. The amount of electricity traded has expanded from 1.36 billion kWh in 2013 to 168.5 billion kWh in 2022, an increase of about 124 times in ten years. The formation of the market-oriented electricity price mechanism has played an important role in promoting and guiding the healthy development of the province's economy and optimizing the industrial structure.
Fourth, we will continue to deepen the pilot project of the construction of the electricity spot market. Since the trial operation began in 2019, the Shanxi electric power spot market has carried out seven settlement trial runs, and the market rules have been updated to the 13th edition on a rolling basis, ranking first in the country in terms of cumulative trial operation days. It is the first to carry out medium and long-term daily trading in 24 periods, realizing the transformation from "electricity" trading to "electricity" trading, and the function of price discovery in the electricity market has been fully reflected.
Fifth, improve the market-oriented response mechanism on the power demand side. Explore the establishment of a market-oriented operation model of virtual power plants suitable for the characteristics of new energy, issue the "Implementation Plan for the Construction and Operation Management of Virtual Power Plants", and establish a market-oriented operation mechanism for virtual power plants under the background of spot.
Sixth, the reform of the electricity sales side has effectively stimulated the vitality of the market. It has cultivated a number of electricity sales companies with strong personnel quality, high management level, excellent business ability and advanced service awareness, of which 95.51% are private capital holding companies. The effective competition in the electricity sales market has stimulated the innovation of a variety of business models based on electric energy services, and attracted a number of high-tech talents at home and abroad to take root in our province and seek common development with local enterprises.
We will continue to adhere to the problem-oriented, overcome the difficulties encountered in the construction of the market, and actively promote the construction of a market mechanism that adapts to the new power system.
First, it is necessary to coordinate the construction of a "four-in-one" power market operation and management system of market regulation and control mechanism, market rule formulation and revision mechanism, market risk prevention and control mechanism and market supervision mechanism.
Second, in accordance with the requirements of the full coverage of national renewable energy green power certificates, we will explore the establishment of a green electricity and green certificate trading system, stimulate the enthusiasm of users to consume green electricity, and tap the potential of new energy consumption by market-oriented means.
The third is to further improve the market mechanism of virtual power plants and independent energy storage, stimulate the flexibility and regulation ability of various resources, and promote the consumption of new energy and the guarantee of power supply.
