Jinan's low-carbon transformation continues to accelerate
From August 21 to 25, 2023, I am very pleased to be a member of the "Roots in the Grassroots" research team jointly organized by our ministry and the National Meteorological Administration, to go to Jinan City, Shandong Province to investigate the progress of climate change mitigation and adaptation, and to intuitively experience the progress and achievements of Jinan's transformation as a major economic city in the Bohai Rim region since the "dual carbon" goal was proposed. The survey focuses on Jinan's climate governance model and advanced experience, and focuses on outlining the framework of Jinan's response to climate change through research on low-carbon city construction, synergy of pollution and carbon reduction, urban climate change adaptation capacity building, and carbon monitoring and evaluation pilots.
During the survey, in addition to Jinan's relatively sound climate policy system, I was deeply impressed by the strong low-carbon awareness of enterprises and society. On the one hand, manufacturing and other industries are focusing on improving the level of energy conservation and low-carbon in the production chain, strengthening investment in green and low-carbon fields, striving to be green factories and even "zero-carbon" factories On the other hand, enterprises have a deeper understanding of carbon emissions, especially the awareness of carbon assets of key emitting units that are included in the national carbon market control has been significantly enhanced, and the carbon market income has been organically combined with daily operations, and the cost and income of the carbon market have increasingly become an important reference factor for their business decisions, highlighting the initiative of low-carbon transformation at the industrial level in Jinan. At the same time, the cultivation of low-carbon fashion at the community level has been accelerated, and the energy conservation of residential buildings and the improvement of energy supply structure have been fully emphasized.
It can be seen that under the guidance of the "double carbon" goal, Jinan's low-carbon transformation has continued to accelerate, from the policy level to the industrial level to the social level, and a relatively complete green development pattern has been initially formed, promoting industrial ecology and ecological industrialization, and promoting the overall transformation and upgrading of the economy and society with the focus on responding to climate change. During the investigation, I also noticed the problems and challenges faced by Jinan in the implementation of the "dual carbon" goal, which not only gave me inspiration, but also urged me to further strengthen business work. As a worker in the field of climate change, I will continue to improve my business level, carry out targeted research on practical problems at different levels, and contribute to the realization of China's climate action goals and the low-carbon transformation of the whole society.
