The second session of the 14th Shaanxi Provincial People's Congress was recently held in Xi'an. Zhao Gang, Governor of Shaanxi Province, pointed out in his government work report that in the past year, Shaanxi Province has strengthened ecological governance and promoted green transformation. Promote the cross-regional protection of the seven provinces (cities) in the Qinling Mountains, revise the industrial access list in the Qinling Mountains, and the area of the Shaanxi section of the Qinling Mountains has reached 99.3%, and Shangluo has been included in the national pilot cities for realizing the value of climate and ecological products. The comprehensive prevention and control of desertification and the "bend" of the Yellow River have been launched in an all-round way, and 949,000 mu of desertified land have been controlled. The Yellow River Basin has been cleaned up, 114 sewage treatment plants at or above the county level have been upgraded and renovated, and the water quality of the main stream of the Yellow River has been stabilized and improved. The protection of water sources in the middle route of the South-to-North Water Diversion Project has been strengthened, and the pollution remediation of pyrite mines in southern Shaanxi has achieved remarkable results, and the water quality of the section of the Handanjiang River out of the province has been stable and maintained at Class II. The air pollution problem in Guanzhong has been solved, and the air quality in the three cities of Xi'an, Xianyang and Weinan has been improved in stages. We will accelerate the research and demonstration application of carbon capture, utilization and storage, and trade 16.3 billion kWh of new energy and 2.2 billion kWh of green electricity, accounting for 26.8% of the supply of green electricity.
Zhao Gang stressed that in 2024, Shaanxi should practice the concept of "two mountains" and continuously improve the level of green development. It is necessary to better serve the overall situation of national ecological protection. We will improve the normal and long-term protection mechanism of the Qinling Mountains, implement the three-year action to protect the ancestral lineage of the Qinling Mountains, continue to consolidate the effectiveness of the "five chaos" and small hydropower governance, accelerate the construction of ecological monitoring networks, and do a good job in the prevention and control of forestry pests and diseases and the protection of biodiversity. Adhere to the ecological protection of the Yellow River Basin as the benchmark for high-quality development, accelerate the ecological construction on the west bank of the Yellow River and along the Weihe River, strengthen the ecological restoration of the Weibei dry belt, revise the six-phase plan of the "Three Norths" project, focus on the Mu Us Sandy Land and Baiyu Mountain Area, vigorously promote desertification prevention and control, and make every effort to fight the "few zigzag bends" battle, complete the treatment of 930,000 mu of desertified land, control soil erosion of 4,000 square kilometers, and the soil and water conservation rate of the province is not less than 70.8%. Strengthen the protection of water sources in the middle route of the South-to-North Water Diversion Project, vigorously carry out the construction of ecologically clean small watersheds, and do a good job in the comprehensive improvement of mineral development in key river basins of the Handanjiang River, so as to ensure that "a flood of clean water continues to go north". It is necessary to fight the tough battle of pollution prevention and control in depth. Formulate and implement the implementation plan of the national "Action Plan for Continuous Improvement of Air Quality", continue to carry out special actions for air pollution control in Guanzhong, promote the adjustment of industrial structure, energy structure and transportation structure with the focus on emission reduction, coal reduction and card reduction, improve the emission reduction performance of key industries, add about 100 enterprises of grade B and above, reduce thermal coal consumption in Guanzhong by 1.6 million tons, and strive to achieve 90% of railway transportation in major coal producing areas, and 10 cities in the national examination2.5The average concentration dropped to 36.2 μg/m3 and the number of good days reached 299.1 days. Coordinate the management of water resources, water environment and water ecology, strengthen the protection and overexploitation of groundwater in northern Shaanxi and Guanzhong, carry out the investigation and traceability and remediation of sewage outlets into the river, and deepen the comprehensive management of the Yanhe, Shichuan and Jinghe river basins. Strengthen the prevention and control of soil pollution sources, strengthen the prevention and control of pollution from livestock and poultry breeding, thoroughly investigate and rectify heavy metal pollution around cultivated land, and promote the sustainable use of soil resources. It is necessary to promote the green and low-carbon transformation of the development mode. Actively and steadily promote carbon peak and carbon neutrality, resolutely curb the blind launch of "two high" projects, promote the research and development and utilization of advanced technologies for energy conservation and carbon reduction, deepen energy conservation and carbon reduction in key industries such as coal power, building materials, and chemicals, vigorously develop green and low-carbon industries, and actively promote the utilization of geothermal resources. Explore and carry out pilot projects for the paid use and trading of energy use rights, actively participate in national carbon emission trading, and improve the construction of platforms such as green electricity trading markets。 We will further implement the comprehensive conservation strategy, solidly promote the classification of domestic waste, build a waste recycling system, and actively advocate a green and low-carbon lifestyle.
