The city recently held a press conference on optimizing the business environment in the field of "obtaining business premises". Chen Shaoqiong, deputy director of the Municipal Planning and Natural Resources Commission, said that in the past five years, the city's business environment reform in the field of engineering construction has undergone a transformation and upgrading from 1.0 to 6.0, and a series of reform measures have been promoted in depth, creating a model for Beijing and running out of Beijing's speed.
In the World Bank's business environment assessment, the number of building permits has jumped from 172 to 33 in three years, and the number of property registration indicators has increased from 42 to 28.
Departments work together to play a "combination punch"
This year, the World Bank released a new business environment assessment system, and the "access to business premises" indicator integrates the original "building permits" and "real estate registration", covering real estate transfers, building permits, environmental permits, etc.
In line with international and domestic advanced practices, in the past five years, Beijing has integrated internal government resources, reshaped the approval process, and continuously improved and optimized the efficiency of approval services for engineering construction projects. "The 1.0 stage is to reduce the link and reduce the time limit, the 2.0 stage is to benchmark the advanced and low-risk reform measures, the 3.0 stage is the concept of the transformation from 'license management' to 'credit management', the 4.0 stage is to deepen the reform and improve the efficiency of the examination and approval service, the 5.0 stage is the integration of key matters, department integration and parallel reform, and the 6.0 stage is more prominent, digital leadership, and refined management. Chen Shaoqiong introduced that the six versions of the plan honed in five years have formed a coordinated and efficient work system among various departments, and various reforms have been fully implemented to provide support for the high-quality development of the capital.
According to reports, the city's "multi-plan integration" collaborative platform brings together 755 ministerial, municipal, and district-level departments and municipal public units, with "full online, one-stop, integrated" pre-communication and pre-coordination services to reduce the time for multi-department running and coordination of enterprises. Since 2018, the platform has planned more than 10,000 research projects.
Wang Hongjuan, director of the Confirmation and Registration Office of the Municipal Planning and Natural Resources Commission, said that in the field of real estate registration, 17 types of high-frequency business have been handled online, and the registration of new commercial housing and policy-based housing transfer has been added on the original basis, and the first registration of the right to use state-owned construction land has been added. The city has also launched the "mortgage transfer" service for second-hand housing, changing the housing transfer and mortgage loan from tandem to synchronous, reducing transaction time and payment costs.
Differentiated management of low-risk projects
In the past five years, the city has given full play to the "pioneering spirit" and launched a series of leading domestic measures. Among them, it pioneered the low-risk project approval model and replicated and promoted it nationwide.
Wang Xin, deputy director of the Municipal Commission of Housing and Urban-Rural Development, introduced that the implementation of differentiated management of low-risk projects has further improved the efficiency of construction permit approval. Through the "one-stop" system for low-risk social investment projects, project filing, planning permits and construction permits are accepted at one time, handled in parallel, and permit documents are issued at one time. At the same time, the time limit for handling construction permits for low-risk projects has also been further shortened, with approval within 3 working days for direct construction permits, 1 working day for planning permits and construction permits, and immediate approval on the same day for low-risk small-scale construction projects for social investment.
In the Beijing Economic and Technological Development Zone, the approval of construction permits is subject to a notification and commitment system, which can be handled instantly. Wang Xin introduced that in view of the characteristics of the concentration of "specialized, special and new" industrial investment projects in the Economic and Technological Development Zone, within 60 square kilometers of the core area of the Economic and Technological Development Zone, the construction unit can independently choose to apply for the construction permit procedures in the form of notification and commitment system, so as to achieve "one-time notification and immediate completion". During the one-year pilot period, the Economic and Technological Development Zone issued a total of nearly 30 construction permits under the notification and commitment system. Since August 31 this year, the service has become a normalized matter in the Economic Development Zone.
Online declaration, online approval, time-limited processing, self-certification... At present, the city's construction permit approval has been realized "the whole process is handled online, not running once". Since the implementation of the whole online office, the city has issued nearly 17,000 construction permits, and this reform measure has also been listed by the General Office of the State Council as one of the reform measures for the whole country.
A new policy for the pilot EIA of industrial parks
Environmental impact assessment, or environmental impact assessment, is an important line of defense to protect the capital's clear waters and lush mountains. In recent years, at the territorial and spatial level, the city has issued opinions on the implementation of zoning control of the ecological environment and the city-wide ecological environment access list, providing strong guidance for the control of pollution sources.
On the premise of not lowering standards and not relaxing quality, the approval efficiency of the city's EIA services continues to improve. Zheng Dingwei, director of the Administrative Examination and Approval Division of the Municipal Bureau of Ecology and Environment, introduced that since the "13th Five-Year Plan", the city has formulated and revised the 3rd edition of the environmental rating management directory of construction projects, and the Beijing Municipal Regulations have been revised to optimize the management classification of 219 types of environmental impact assessment to reduce the burden on market entities.
For industrial parks, the city has piloted the linkage mechanism between planning environmental impact assessment and construction project environmental impact assessment. According to the "Pilot Implementation Measures for the Linkage of Environmental Impact Assessment of Beijing Industrial Park Planning and Environmental Impact Assessment of Construction Projects" issued last year, in the pilot industrial park, for projects that meet the requirements of the environmental impact assessment of the park planning, they can enjoy a series of preferential policies, including decentralization of approval authority, exemption from formalities, "bundling" approval, notification and commitment handling, and simplification of evaluation content. At present, the bureau has released two batches of linkage pilot park lists, and seven industrial parks, including Beijing high-end manufacturing base and Daxing biomedical base industrial park, have been included in the pilot scope.
Since 2019, a total of 1,106 projects have been included in the EIA ledger, and a series of key projects such as the construction of supporting power facilities for the Winter Olympics and the construction of a comprehensive transportation hub for sub-central stations have been accelerated.
It is reported that except for special circumstances such as confidentiality, the current examination and approval of the environmental impact report and report form of the construction project has been "handled online".
