Implementation plan for promoting the high-quality development of new energy in the new era

In recent years, China's new energy development represented by wind power and photovoltaic power generation has achieved remarkable results, with the installed capacity ranking first in the world, the proportion of power generation steadily increasing, and the cost declining rapidly, which has basically entered a new stage of parity and subsidy-free development. At the same time, there are still constraints in the development and utilization of new energy, such as the insufficient adaptability of the power system to large-scale and high-proportion renewable energy grid connection and consumption, and the obvious constraints on land resources. In order to achieve the goal of reaching more than 1.2 billion kilowatts of total installed capacity of wind and solar power generation by 2030 and accelerate the construction of a clean, low-carbon, safe and efficient energy system, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, completely, accurately and comprehensively implement the new development concept, coordinate development and security, adhere to the principle of establishing first and then breaking down, and make overall plans, so as to better play the role of new energy in ensuring and increasing energy supply, and help to do a solid job in carbon peak and carbon neutrality. In accordance with the decisions and arrangements of the Party Central Committee and the State Council, the following implementation plan is hereby formulated to promote the high-quality development of new energy in the new era.
1. Innovate the mode of development and utilization of new energy
(1) Accelerate the construction of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas. Intensify efforts to plan and build a new energy supply and consumption system based on large-scale wind and photovoltaic bases, supported by clean, efficient, advanced and energy-saving coal-fired power around them, and supported by stable, safe and reliable UHV transmission and transformation lines, and strengthen coordination and guidance in land pre-examination, planning and site selection, environmental protection, etc., so as to improve the efficiency of examination and approval. In accordance with the requirements of promoting the optimal combination of coal and new energy, coal-fired power enterprises and new energy enterprises are encouraged to carry out substantive joint ventures。
(2) Promote the integrated development of new energy development and utilization and rural revitalization. Encourage local governments to increase their efforts to support farmers to use the roofs of their own buildings to build household photovoltaics, and actively promote the development of distributed wind power in rural areas. Coordinate the rural energy revolution and the development of the rural collective economy, cultivate new market entities such as rural energy cooperatives, and encourage village collectives to use the stock of collective land in accordance with the law to participate in the development of new energy projects through mechanisms such as valuation and revenue sharing. Encourage financial institutions to provide innovative products and services for farmers to invest in new energy projects.
(3) Promote the application of new energy in industry and construction. In qualified industrial enterprises and industrial parks, accelerate the development of new energy projects such as distributed photovoltaic and distributed wind power, support the construction of industrial green microgrids and source-grid-load-storage integration projects, promote the complementary and efficient use of multiple energy, carry out pilot projects of direct power supply of new energy, and increase the proportion of new energy power for terminal energy. Promote the deep integration and development of solar energy and buildings. Improve the photovoltaic building integration application technology system, and expand the photovoltaic power production consumer group. By 2025, the rooftop PV coverage rate of new buildings in public institutions will reach 50%; Encourage public institutions to install photovoltaic or solar thermal utilization facilities in existing buildings.
(4) Guide the whole society to consume green electricity such as new energy。 Carry out green power trading pilots, promote green power to reflect the priority status in trading organization, grid dispatching, price formation mechanism, etc., and provide market entities with functional, friendly and easy-to-use green power trading services。 Establish and improve the new energy green consumption certification, labeling system and publicity system. Improve the green electricity certificate system, promote green electricity certificate trading, and strengthen the effective connection with the carbon emission trading market. Increase the intensity of certification and acceptance, and guide enterprises to use new energy and other green power to manufacture products and provide services. Encourage all kinds of users to purchase products made by green power such as new energy.
2. Accelerate the construction of a new power system that adapts to the gradual increase in the proportion of new energy
(5) Comprehensively improve the regulation capacity and flexibility of the power system. Give full play to the role of power grid enterprises as platforms and hubs in building a new power system, and support and guide power grid enterprises to actively access and consume new energy。 Improve the compensation mechanism for peak and frequency regulation power sources, increase the flexible transformation of coal-fired power units, hydropower expansion, pumped storage and solar thermal power generation projects, and promote the rapid development of new energy storage. Study the cost recovery mechanism of energy storage. Encourage the western region and other areas with good sunlight conditions to use solar thermal power as a peak shaving power source. Dig deeper into the potential of demand response and improve the ability of the load side to regulate new energy.
(6) Strive to improve the ability of the distribution network to accept distributed new energy. Develop distributed smart grids, promote power grid enterprises to strengthen active distribution network (active distribution network) planning, design, operation methods research, increase investment in construction and transformation, improve the intelligent level of distribution network, and strive to improve the ability of distribution network access to distributed new energy. Reasonably determine the proportion requirements for distribution network access to distributed new energy. Explore and carry out the demonstration of DC distribution network projects that adapt to distributed new energy access.
(7) Steadily promote the participation of new energy in electricity market transactions。 Support new energy projects to carry out direct transactions with users, encourage the signing of long-term power purchase and sale agreements, and power grid enterprises should take effective measures to ensure the implementation of agreements。 For new energy projects for which the state has a clear price policy, power grid enterprises shall strictly implement the full guaranteed purchase policy in accordance with relevant laws and regulations, and the amount of electricity outside the reasonable number of hours in the whole life cycle can participate in electricity market transactions。 In the pilot areas of the electricity spot market, new energy projects are encouraged to participate in electricity market transactions in the form of CFDs.
(8) Improve the responsibility weight system for renewable electricity consumption。 Scientifically and reasonably set the weight of responsibility for the consumption of renewable electricity in the medium and long term of each province (autonomous region and municipality directly under the Central Government), and do a good job of linking the responsibility weight system for renewable electricity consumption with the new renewable energy not being included in the total energy consumption control。 Establish and improve the evaluation index system and reward and punishment mechanism for renewable electricity consumption responsibility。
3. Deepen the reform of "delegating power, delegating power, delegating power, and providing services" in the field of new energy
(9) Continue to improve the efficiency of project approval. Improve the investment approval (filing) system for new energy projects, and strengthen the supervision of the whole chain and all fields before, during, and after the event. Relying on the national online approval and supervision platform for investment projects, establish a green channel for centralized examination and approval of new energy projects, formulate a negative list for project access and a list of enterprise commitments, promote the implementation of the enterprise investment project commitment system, and shall not increase the unreasonable investment costs of new energy enterprises in any name. Promote the adjustment of wind power projects from the approval system to the filing system。 Comprehensive energy projects such as multi-energy complementarity, source-grid-load-storage, and microgrids with new energy as the main body can go through the approval (filing) procedures as a whole.
(10) Optimize the network connection process of new energy projects. Local energy authorities and power grid enterprises should optimize power grid planning and construction plans and investment plans in a timely manner in combination with the development needs of new energy projects。 Promote power grid enterprises to establish a one-stop service platform for new energy project network connection, provide information such as available access points, accessible capacity, and technical specifications for new energy projects, realize the whole process of new energy project network connection online, and greatly reduce the network connection time. In principle, the grid connection and transmission project shall be invested and constructed by the power grid enterprise, and the power grid enterprise shall improve and improve the internal approval process, reasonably arrange the construction sequence, and ensure that the transmission project matches the progress of the power supply construction; For new energy grid connection and transmission projects constructed by power generation enterprises, power grid enterprises may repurchase them in accordance with laws and regulations after consultation and agreement between the two parties。
(11) Improve the public service system related to new energy. Carry out national exploration and evaluation of new energy resources, establish a database of developable resources, form detailed investigation and evaluation results and maps of various new energy resources in administrative areas at or above the county level, and release them to the public. Establish a mechanism for sharing mast and wind data. Improve the comprehensive disaster prevention and mitigation service system for the new energy industry. Accelerate the construction of public service systems such as new energy equipment standards and testing and certification, and support the construction of a national new energy equipment quality announcement platform and a public testing platform for key products.
Fourth, support and guide the healthy and orderly development of the new energy industry
(12) Promote scientific and technological innovation and industrial upgrading. Establish an integrated platform for production, education and research, build a national new energy laboratory and R&D platform, increase investment in basic theoretical research, and advance the layout of cutting-edge and disruptive technologies. Implement mechanisms such as "unveiling the leader" and "horse racing", and promote enterprises, scientific research institutes, and universities to carry out systematic research on the safety, stability and reliability of the power system with the increasing proportion of new energy, and propose solutions. Increase support for industrial intelligent manufacturing and digital upgrading. Compile and implement the action plan for the development of the smart photovoltaic industry, and improve the level of intelligence and informatization of the whole cycle of products. Promote breakthroughs in key technologies such as high-efficiency solar cells and advanced wind power equipment, and accelerate the technological upgrading of key basic materials, equipment, and components. Promote the development of retired wind turbines, photovoltaic module recycling and treatment technologies and related new industrial chains, and realize closed-loop green development throughout the life cycle.
(13) Ensure the security of industrial and supply chains. Issued guidance to promote the development of the energy electronics industry, and accelerate the integration and innovation of electronic information technology and new energy industry. Promote the strengthening of the chain and supplement the chain, and implement scientific overall management of the upstream and downstream of the supply chain in accordance with the division of labor of the new energy industry chain. Increase the transparency of information on expansion projects, enhance the responsiveness of equipment and material enterprises to changes in industrial supply and demand, prevent and control abnormal price fluctuations, and enhance the resilience of the new energy industry chain and supply chain. Guide local governments to do a good job in the planning of the new energy industry and implement the standard conditions for the photovoltaic industry. Optimize the environment for the protection of intellectual property rights in the new energy industry, and increase the punishment for infringement. Regulate the development order of the new energy industry, curb the blind development of low-level projects, promptly correct practices that violate fair competition, eliminate local protectionism, and optimize the market environment and approval process for mergers and acquisitions of new energy enterprises.
(14) Improve the internationalization level of the new energy industry. Strengthen international cooperation on intellectual property rights in the new energy industry, promote measurement, testing and test research capabilities to reach the world's advanced level, actively participate in the formulation and revision of international standards and conformity assessment procedures in the fields of wind power, photovoltaic, marine energy, hydrogen energy, energy storage, smart energy and electric vehicles, improve the level of mutual recognition of measurement and conformity assessment results, and enhance the international recognition and influence of China's standards and testing and certification institutions.
Fifth, to ensure the reasonable space demand for the development of new energy
(15) Improve the rules for the control of land use for new energy projects. Establish a coordination mechanism for relevant units such as the competent departments of natural resources, ecology and environment, and energy. On the basis of complying with the requirements of land spatial planning and use control, make full use of deserts, Gobi, deserts and other unused lands to lay out and build large-scale wind and photovoltaic bases. The spatial information of new energy projects will be included in the "one map" of land and spatial planning in accordance with regulations, strictly implement the requirements for zoning and control of the ecological environment, and make overall arrangements for the use of forests and grasses for large-scale wind and photovoltaic base construction projects. Local governments should collect land use taxes and fees in strict accordance with the law, and must not exceed the fees prescribed by law.
(16) Improve the efficiency of the use of land and space resources. New energy projects should strictly implement land use standards, not break through the standard control, encourage the promotion of the application of land-saving technology and land-saving mode, and the degree of land conservation and intensification must reach the advanced level of the same industry in China. optimize and adjust the layout of near-shore wind farms, and encourage the development of deep-sea wind power projects; Standardize the installation of landing cable corridors to minimize the occupation and impact on the shoreline. Encourage the integrated development of "wind, solar and fishery", and effectively improve the efficiency of resource utilization in the sea area of wind power and photovoltaic power generation projects.
6. Give full play to the ecological and environmental protection benefits of new energy
(17) Vigorously promote new energy projects for ecological restoration. Adhere to the priority of ecology, scientifically evaluate the ecological impact and benefits of new energy projects, study and introduce standards and specifications for the design, construction, operation and maintenance of new energy projects such as photovoltaic sand control, and support the development of new energy projects with ecological environmental protection and restoration benefits in mining areas such as rocky desertification, desertified land and coal mining subsidence areas.
(18) Assist in the improvement of the rural living environment. Promote biomass energy, geothermal energy, and solar energy heating according to local conditions, and orderly carry out new energy to replace loose coal on the basis of ensuring a safe and stable supply of energy, so as to promote clean heating in rural areas and clean agricultural production. We will further promote the comprehensive utilization of straw and the resource utilization of livestock and poultry manure. Formulate technical standards for special equipment that meet the characteristics of biomass combustion, and promote the use of biomass pellet fuel.
7. Improve fiscal and financial policies to support the development of new energy
(19) Optimize the use of fiscal funds. Strengthen the linkage between the central government and the local government, and make good use of the renewable energy development fund in accordance with the principle of revenue and expenditure. Fully implement the relevant requirements of the tax department for the collection of renewable energy development funds to ensure that all receivables are collected. Make good use of existing funding channels to support the development of new energy. Study the inclusion of eligible public welfare construction projects in the field of new energy into the scope of local government bond support.
(20) Improve financial-related support measures. Under the premise of compliance with laws and regulations, controllable risks, and commercial sustainability, financial institutions can independently determine whether to issue subsidy confirmation loans for projects that have been included in the list of renewable energy power generation subsidies, and financial institutions and enterprises can independently negotiate to determine the loan amount, term, interest rate, repayment plan, etc. Give full play to the financing advantages of power grid enterprises, actively expand sources of funds, and promote the annual balance of renewable energy power generation subsidy funds。 Support eligible financial institutions to provide innovative solutions such as green asset-backed (commercial) notes and factoring to meet the capital needs of new energy enterprises.
(21) Enrich green financial products and services. Reasonably define the credit rating standards and assessment access conditions for new energy green finance projects. Increase the support of green bonds and green credit for new energy projects. Study and explore the inclusion of new energy projects in the scope of pilot support for infrastructure real estate investment trusts (REITs). Support the inclusion of qualified new energy projects in the national carbon emission trading market for quota settlement and offsetting。
