Implementation Opinions on Comprehensively Promoting the High-quality Development of New Energy Heating
Vigorously developing new energy heating is an important measure to promote the reconstruction of the city's heating structure and achieve the goal of carbon peak and carbon neutrality, which is of great significance for increasing the proportion of non-fossil energy consumption in the heating sector and reducing the total carbon emissions. In order to implement the Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality, and the overall deployment of the State Council's Action Plan for Carbon Peaking Before 2030 (Guo Fa [2021] No. 23), we will implement the Several Opinions on Promoting the Development and Utilization of Geothermal Energy (Guo Neng Fa Xin Neng Gui [2021] No. 43) issued by the National Development and Reform Commission and other eight departments, and the Beijing Municipal Government's Implementation Plan for Carbon Peaking (Jing Zheng Fa [2022]) No. 31) requires that the city's new energy development and utilization goals be realized, and the city's new energy heating development should be comprehensively promoted to develop high-quality development, and these opinions are formulated.
1. General requirements
(1) Guiding ideology
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and completely, accurately, and comprehensively implement the new development concept. Fully implement the spirit of the 20th National Congress of the Communist Party of China, based on the endowment of energy and resources, further promote the energy revolution, coordinate development and security, vigorously develop new energy heating, and accelerate the construction of a green, low-carbon, multi-energy coupling, interconnected, intelligent and efficient heating system. Give full play to the role of new energy in ensuring and increasing supply in the field of heat supply, promote the high-quality development of new energy, and provide strong support for achieving the goals of carbon peak and carbon neutrality.
(ii) Basic principles
Diversified development, safe and reliable. Expand the application form of new energy heating technology and adhere to diversified development. Gradually build a heating system based on new energy heating, supplemented by conventional energy such as urban heating grids and gas boiler rooms, and efficiently coupled with multiple energy sources to ensure safe and reliable operation.
Scientific planning and reasonable layout. Strengthen top-level planning and design, strengthen the efficient matching between resources and demand, and handle the relationship between resource development and environmental protection. Focus on key areas, adhere to the simultaneous development of centralized and distributed, and promote the high-quality development of new energy heating.
Innovation-driven, improve quality and efficiency. Improve the construction of new energy heating innovation system, and accelerate the innovation and pilot application of new energy heating in technology, development mode, market mechanism, etc. Encourage the integration of new energy heating with big data, artificial intelligence and other technologies, and promote the development and growth of the new energy heating industry.
Policy coordination and integrated development. Strengthen the coordination and linkage of government departments to form a policy synergy to promote the high-quality development of new energy heating. Promote the in-depth integration of new energy heating with green buildings, new infrastructure, rural revitalization, and industrial park upgrading, and continuously expand new fields and scenarios for new energy development.
Market-led, government-driven. Give full play to the decisive role of the market in the allocation of resources, mobilize the enthusiasm of enterprises and users, and encourage all kinds of investment entities to participate in the construction of new energy heating systems. Give full play to the role of government planning guidance, policy incentives, supervision and management, and create a market environment conducive to the development of new energy heating.
(iii) Development goals
Adhere to the principle of giving priority to new energy heating, and promote the green and low-carbon transformation and substitution of heating systems. Increase the proportion of new energy heating and continue to reduce carbon emissions in the heating system. It is forbidden to build and expand gas independent heating systems (except for those that do not have renewable energy heating conditions, except for residents to install gas wall-hung boilers for heating), and the proportion of new energy heating capacity of new heating projects shall not be less than 60% in principle。
By 2025, the system in the field of new energy heating will continue to improve, the management will be more standardized, and the scale will be steadily improved, and the city's new energy heating area will reach a total of 145 million square meters, and the proportion of new energy heating area in the city's heating area will reach more than 10%.
By 2030, the new energy heating market will become mature, the new energy heating industry will develop steadily, and the scale of heating will continue to expand, and strive to account for more than 15% of the city's heating area.
2. Promote the multi-scenario application of new energy heating
(1) Support new energy heating for public buildings
Tap the potential of local new energy heating, and support the application of new energy heating in new public buildings such as office buildings, schools, hospitals, cultural and sports venues, and transportation hubs. Combined with urban renewal and transformation projects such as old municipal infrastructure, inefficient industrial parks, and old and inefficient buildings, we will promote the replacement of existing gas boiler heating facilities. (2) Increase the proportion of new energy heating for residential buildings
Increase the proportion of new energy heating in the heating of incremental residential buildings, and give priority to the use of new energy heating systems such as reclaimed water (sewage) source heat pumps, medium and deep geothermal energy, and biomass energy to meet the basic load of building heating in scenarios where heating demand is concentrated in residences and apartments. Explore the introduction of the "hot and cold supply" model in concentrated residential areas, and build new energy systems such as underground pipe ground source heat pumps and reclaimed water (sewage) source heat pumps for heating (refrigeration). In Xiji, Tongzhou District, Miao County and the eastern part of Daxing District, the pilot use of medium and deep geothermal coupling to replace the existing residential building gas boiler heating. (3) Encourage industrial parks to build new energy comprehensive heating systems
Promote the integrated development of new energy heating and industrial park construction, promote the coordinated construction and coupling application of photovoltaic power generation, solar thermal and new energy heating systems, build regional comprehensive energy stations, and build a comprehensive energy supply service system. Encourage hydrogen energy cogeneration, new heat storage and other technologies in the industrial park heating infrastructure to take the lead. (4) Promote the integrated development of new energy heating and rural revitalization
Vigorously promote the application of new energy in the field of agricultural and rural heating, and encourage the use of new energy heating in facility agriculture, breeding bases and residential homestays. Promote the replacement of new energy and clean heating in rural areas such as Yanqing, Miyun, Huairou, Fangshan, and Mentougou according to local conditions. 3. Realize the diversified and orderly development of new energy heating
In accordance with the concept of "adapting measures to local conditions, diversified integration, scientific layout, and orderly development", the city's new energy heating potential will be fully explored. Focus on key areas and vigorously promote the application of new energy heating technology. Encourage pilot demonstrations of new energy heating technologies, and build a safe and reliable new energy multi-heating system. Promote high-standard planning, high-quality construction, high-proportion application and high-level management of new energy heating systems.
(1) Vigorously promote the utilization of shallow geothermal energy
Under the premise of meeting the space implementation conditions and the requirements of cold and heat balance, the shallow ground source heat pump (excluding water source heat pump) system is preferentially used for heating (cooling). Focus on promoting the application of shallow ground source heat pump systems in plain new cities and central urban areas, and encourage the application in ecological conservation areas according to local conditions. Actively expand the application scenarios of shallow ground source heat pumps such as agricultural infrastructure, cultural tourism facilities, and park renovation and upgrading. In accordance with the principle of "should be exhausted", the shallow ground source heat pump system is supported for all kinds of new and renovated (expanded) buildings with both cooling and heating load requirements. (2) Actively promote reclaimed water (sewage) source heat pumps
Fully develop and utilize reclaimed water (sewage) resources, and encourage the use of reclaimed water (sewage) source heat pump system for heating in the surrounding areas of reclaimed water (sewage) plants with a certain scale and along the main pipeline network of reclaimed water (sewage). Focusing on the construction of reclaimed water pipelines, promote the synchronous planning of new reclaimed water (sewage) source heat pump projects and the development of surrounding areas, and reserve the land occupied by energy stations and pipeline lines and other pre-planning implementation conditions. (3) Prudent development of medium- and deep-depth geothermal energy
In accordance with the principle of "irrigation and mining, balanced production and irrigation, balanced water and heat, no water consumption for heat extraction, and no pollution of water quality", the construction of medium and deep hydrothermal geothermal heating system will be promoted. Based on the geothermal fields such as Xiaotangshan, Fengheying, Liangxiang and Yanqing, and on the premise of meeting the management requirements of the city's prohibited and restricted water intake range, the unified development and efficient utilization of geothermal resources should be promoted in accordance with the geothermal field blocks. Focus on the development of Fangshan Liangxiang area, southwest Shunyi, Daxing Caiyu and other plain new cities, as well as the southeast of Tongzhou geothermal resources, the construction of medium and deep geothermal heating projects. Give full play to the advantages of medium and deep downhole heat exchange technology of "heat without water intake and no environmental interference", and give priority to the construction of medium and deep downhole heat exchange demonstration projects within the distribution range of geothermal fields. (4) Fully tap waste heat resources
Excavate urban waste heat resources and promote the construction of waste heat pump heating systems (encourage the priority application of low-carbon heat pump technology). Support the installation of flue gas waste heat pump recovery devices in existing gas-fired thermal power plants, gas-fired peaking heat source plants, and gas-fired boiler rooms that have the conditions for transformation. Explore the recycling of urban industrial waste heat resources, and combine waste heat pump technology to build an industrial waste heat heating system. In areas with a high concentration of data centers, such as the Beijing Economic and Technological Development Zone and Shunyi District, the construction of data center waste heat heating systems is encouraged. (5) Promote the development of biomass heat supply
Encourage the construction of biomass cogeneration and existing central heating pipe network coupled heating system。 Promote the transformation and upgrading of biomass power generation to cogeneration, support existing and new waste-to-energy projects to provide heat to buildings in surrounding areas, and improve the economic value of biomass cogeneration projects. Based on the city's biomass resource endowment, under the premise of fully meeting the requirements of the ecological environment, the use of biomass resources in rural areas in the ecological conservation area, the steady and orderly use of low-pollution, high-efficiency biomass heating technology, and the construction of agricultural and forestry biomass heating projects in accordance with the law. (6) Promote centralized air source heat pump heating in cities and towns
In urban buildings that do not have the construction conditions of new energy heating systems such as shallow ground source heat pumps and reclaimed water (sewage) source heat pumps, after passing the demonstration, centralized air source heat pump heating systems with large single installed capacity (not less than 300kW), high equipment energy efficiency (COP not less than 2.5), low noise and variable frequency can be built in areas where the heating demand is relatively concentrated. Actively develop high-efficiency household dual-circuit heat pump air exchange heat recovery technology, and integrate it with air conditioning systems. Promote the use of low-carbon and green refrigerant and water circulation systems in air source heat pump systems. Encourage the coupling and utilization of new energy heating methods such as air source heat pumps and underground pipe ground source heat pumps, reclaimed water (sewage) source heat pumps, medium and deep geothermal heat, and improve the safety and security capacity of the heating system. (7) Increase the construction of new heating infrastructure with multi-energy coupling
Promote the organic integration of new energy heating systems and existing urban heating systems, build a new comprehensive energy heating system that organically integrates new energy and conventional energy, and interconnects and complements distributed and centralized heating supply, and promotes the reconstruction of heating systems. Promote the coupling application of new energy heating systems with water cold storage (heat), ice cold storage and other technologies, enhance the regulation and safety guarantee capabilities of new energy heating systems, and reduce system operating costs. Fourth, promote the development and growth of the new energy heating industry
(1) Promote scientific and technological innovation and industrial upgrading
Give full play to the main role of enterprises in scientific and technological innovation, promote the deep integration of production, education and research, support the construction of innovation consortiums led by enterprises, supported by universities and scientific research institutes, and coordinated by various innovation subjects, and jointly carry out the research and development of key equipment such as high-efficiency heat exchange technology in medium and deep geothermal downholes, high-power air source heat pumps, transcritical carbon dioxide heat pumps, and geothermal water recharge equipment, improve the localization rate of key components such as new energy heating compressors and chips, and promote the upgrading of related industrial equipment. Eligible new energy heating technologies and products will be included in the city's first (set) catalog, and relying on platforms such as the Zhongguancun Forum, new energy heating enterprises will be supported to display and trade around the first (set) technology and products, so as to enhance the brand influence and competitiveness of enterprises. (2) Expand the demonstration and application of new technologies and scenarios
Actively promote the application of advanced technologies in the field of new energy heating to be included in the recommended catalogue of innovative green technologies at the municipal level, establish a recommended list of application scenarios for new energy heating technologies, continuously expand application scenarios, and accelerate the transformation and iterative upgrading of technological achievements. Expand the application of new energy heating technology in new infrastructure and new infrastructure and other new energy heating (cooling) scenarios, and support the pilot application of new technologies such as carbon dioxide ice making and hydrogen energy cogeneration. Focusing on the reconstruction of the city's heating system, urban renewal and transformation, and the construction of major projects, we will create a number of new energy heating demonstration scenarios, and build demonstration projects for the large-scale application of new energy heating technologies. Strengthen the connection between state-owned enterprises and private enterprises, and focus on cooperation in the integration of new technology engineering technology, test verification and demonstration application. (3) Explore new models for the development of new energy heating
Encourage traditional energy enterprises, equipment manufacturing enterprises, and urban heating enterprises to join forces and cultivate leading enterprises in new energy heating. Integrate the resources of the new energy heating market, promote the overall development of geothermal resources, the centralized development model of new energy heating, and build regional comprehensive energy stations. Actively introduce market-oriented cooperation methods such as contract energy management and franchising to promote the construction of new energy heating projects. Encourage the use of emerging technologies such as artificial intelligence, Internet of Things, and blockchain for new energy heating, develop intelligent and digital new energy production and consumption models, and promote the digital upgrading of new energy heating. (4) Strengthen the construction of new energy heating market mechanism
Support eligible new energy heating enterprises (projects) to apply for loan interest discounts and preferential interest rate financing support, and encourage new energy heating enterprises to participate in green finance-related innovation pilots。 Explore and promote the application of new energy heating projects for real estate investment trusts (REITs) in the infrastructure sector. Promote the first (set) research and development enterprises in the field of new energy heating to be included in the reserve of key enterprises listed on the Beijing Stock Exchange, and improve the efficiency of listing and listing of enterprises. Actively promote the inclusion of new energy heating projects in the national voluntary greenhouse gas emission reduction trading market, and enhance the awareness of carbon asset management of enterprises. 5. Improve the management level of new energy heating
(1) Optimize the planning and layout of new energy heating
Coordinate and carry out the detailed exploration of new energy heating resources, and conduct a comprehensive evaluation of the developable resources of new energy heating in the city. According to the requirements of the overall urban plan, the regulatory detailed planning at the block level and other documents, and in accordance with the resource endowment conditions and heating demand, optimize the layout of new energy heating facilities, and realize the scientific and orderly development and utilization of new energy heating resources. Combined with the city's management requirements for the scope of prohibiting and restricting water intake, spatial information such as the distribution of new energy heating resources will be included in the city's basic land and space information platform and land space planning, forming a "one map" of the city's new energy heating resources. (ii) Improving the efficiency of government services
Optimize the process of handling geothermal mineral rights and water intake permits, reasonably divide the mining rights area and publicly transfer them. In accordance with the scope and requirements of geothermal water exploitation, the process of handling water intake permits should be clarified. The reclaimed water source heat pump heating project must ensure that the quality and quantity of the reclaimed water are not reduced, and the reflow water pressure is consistent with the pressure of the original pipeline, which does not affect the external supply of reclaimed water. The sewage source heat pump heating project must ensure that the water quality of the return water meets the pipe acceptance standards and ensure that the operating pressure of the original pipe network is stable. Medium and deep downhole heat exchange and heating projects refer to the approval and management of underground pipe ground source heat pump system. The public green space (park) and urban green space around the project can be used as a ground source heat pump for underground pipes and a medium and deep geothermal well drilling area. (3) Clarify the project approval process
For new energy heating projects directly invested by the municipal government, the Municipal Development and Reform Commission shall examine and approve them. For the new energy heating project invested by the enterprise, the development and reform department of the district shall approve the project, and the Municipal Development and Reform Commission shall examine and approve the fund application report. The application documents for new energy heating projects should contain the main contents of the construction unit, construction scale, construction investment, technical scheme, and source of funds of the new energy heating system. If the above main contents have been included in the approval, approval or filing documents of the main project, and the bidding plan for new energy heating has been approved, the new energy heating project approval procedures will not be handled separately. (4) Strengthen the management of the whole process of the project
Strengthen the effective connection between the development of new energy heating and planning goals, and promote the synchronous planning, design, and construction of new energy heating systems for new buildings and urban renewal projects. Strengthen the control of key technologies in the design stage of new energy heating projects, strengthen the quality control of project construction, and improve the professional level of construction and supervision. Accelerate the construction and improvement of the city's new energy supervision service platform, monitor the power consumption, water consumption, system energy efficiency and other indicators of the operation of new energy heating projects, and calculate and evaluate the total carbon emission indicators. Organize post-project evaluation of new energy heating projects that have been put into operation. For new energy heating projects supported by the municipal government's fixed asset investment, professional institutions with corresponding credit are encouraged to manage the whole process of project construction. (5) Improve the system of standards and norms
Implement the concept of preferential utilization of new energy, improve the technical standards and safety standards of new energy heating related fields such as geothermal energy, reclaimed water (sewage) resources, biomass energy, air energy and new comprehensive energy infrastructure in the city, clarify the standard requirements for design, construction and operation, and effectively improve the application level of new energy heating systems. Research and compile standards and specifications for the construction and operation of multi-energy coupled integrated energy stations based on new energy heating。 Formulate guidelines for new energy heating to standardize and guide the healthy development of new energy heating. 6. Improve the municipal government's fixed asset investment support policies
Encourage the large-scale development and high-quality application of new energy heating, and increase support for new technologies, new scenarios and comprehensive applications of new energy heating.
(1) Supporting standards
The municipal government will be given fixed asset investment support for new energy heating projects that meet the following conditions.
Enterprise investment projects. For new energy heating construction, reconstruction and expansion projects with an installed capacity of 60% or more, the municipal government's fixed asset investment support of 30% of the new energy construction investment will be given; 20% of the installed capacity will be given to those with 30% to 60% (exclusive), and 30% of the new energy construction investment will be given to new technology application projects and multi-energy coupling integrated energy station projects with 30% or more of the installed capacity of new energy heating. The heat storage (cooling) system, solar heating and other facilities supporting the construction of new energy heating projects will be given financial support in the same proportion as the heat source.
Government investment projects. For the projects invested in fixed assets of the municipal government, the new energy heating system supporting the main building shall be given priority to the investment and construction of the enterprise, and the support shall be given in accordance with the investment project of the enterprise. For new energy heating projects that do not have the conditions for enterprise investment, financial support will be given in the same proportion as the main project.
(2) Scope of support
The types of new energy heating technologies included in this policy include: shallow ground source heat pumps (excluding water source heat pumps), medium and deep hydrothermal geothermal energy, medium and deep underground heat exchange geothermal energy, reclaimed water source heat pumps, sewage source heat pumps, biomass heating, urban and industrial waste heat utilization (encourage the priority application of low-carbon heat pump technology), green electricity heat storage, green hydrogen heating, centralized air source heat pumps, and new energy multi-energy coupled integrated energy stations and other new energy heating systems.
The investment in the construction of new energy heating included in this policy includes: heating devices and supporting facilities of new energy heating systems, heating equipment rooms, heat pump units and supporting facilities, primary pipe networks between heating equipment rooms and user buildings, energy storage and photovoltaic systems built simultaneously with comprehensive energy stations, intelligent control and monitoring systems, etc.
(3) Application method
The enterprise investment projects that apply to be included in the municipal fixed asset investment support shall be openly solicited by the Municipal Development and Reform Commission from the whole society and reviewed by experts, and after publicity, the corresponding project warehousing and capital approval procedures shall be performed. For projects that have applied for other municipal fixed asset investment support or operation subsidy support, this policy will not repeat the support. 7. Safeguards
(1) Clarify the division of responsibilities and strengthen departmental linkage
Strengthen organizational leadership and overall coordination, and establish a coordinated promotion mechanism with clear responsibilities. The Municipal Development and Reform Commission is responsible for formulating new energy heating support policies and development plans, promoting green and low-carbon energy transformation and heating system reconstruction, proposing the planning and layout of major new energy heating projects, strengthening the overall coordination and service scheduling of key new energy heating projects, supporting scientific and technological innovation and demonstration and application of new technologies, cultivating new scenarios and new business formats, and promoting industrial development.
