Speed and depth go hand in hand! Beijing's urban sub-center will build a model of a modern city with green development

On the morning of November 1, the 2023 Beijing Sub-center Green Development Forum opened at the Urban Green Heart Vitality Hub. It is reported that in the future, the sub-center will accelerate the integrated development of production, life and ecology, and make every effort to build a modern city model of green development.

Meng Jingwei, Executive Deputy Secretary of the Party Working Committee and Executive Deputy Director of the Management Committee of the Beijing Urban Sub-center, and Secretary of the Tongzhou District Party Committee, said that in recent years, the sub-center has benchmarked the requirements of the National Green Development Demonstration Zone, accelerated the green transformation of the development mode, vigorously promoted the green and low-carbon new life, and continued to polish the background of green development.

Vigorously promote the work of coal pressing and carbon reduction, and take the lead in Beijing to basically achieve "coal-free". Introduce international advanced energy-saving and environmental protection technologies, standards, materials, and process applications, promote the construction of zero-carbon energy facilities such as photovoltaics and smart charging piles in key areas, effectively reduce the total comprehensive energy consumption and carbon emissions in the region, and greatly increase the proportion of renewable energy utilization.

The sub-center has become one of the first batch of climate investment and financing pilot areas and forestry carbon sink pilot cities in the country, and the city's first green infrastructure investment fund with a scale of 10 billion yuan and the first CCER (National Certified Voluntary Emission Reduction) pledge loan have been implemented. The country's first city-level integrated industrial innovation engine for ESG research, production and investment has been established, and the country's leading ESG industry development model has been gradually constructed. The Beijing Green Exchange has been upgraded to a national-level green exchange for the world, and the influence of the carbon quota and environmental rights trading market has been further expanded. A number of industrial entities with green and dual carbon characteristics, such as the Sino-US Green Fund and the Beichuang Green and Low-Carbon Technology Fund, have settled down and developed, and the country's first certified financial institution "Green Outlet" has been unveiled, with a green credit balance of more than 30 billion yuan in the region.

The sub-center has also carried out the "one microgram" action in depth, and the water quality of the national assessment section has all reached the standard, and the North Canal and the Tide Reduction River have been listed as "beautiful rivers and lakes in Beijing", and biodiversity has been significantly restored. 251,000 acres of greening construction has been implemented, with a forest coverage rate of nearly 35%, an annual absorption of about 400,000 tons of carbon dioxide, and the increase in carbon sinks in the ecosystem has continued to increase. The coverage rate of the 500-meter service radius of the park and green space has reached 91%.

At the same time, focusing on greenness, demonstration and sustainability, a number of green development benchmark projects have been planned and promoted, and all buildings in the administrative office area have reached the two-star level of green buildings and above. All the buildings in the Canal Business District have reached the Green Star standard. The Urban Greenheart Forest Park has completed the first full coverage of green and low-carbon energy in urban cluster-level areas, achieving a "carbon-negative" state.

Meng Jingwei said that in the future, the sub-center will make every effort to build a modern city model of green development, promote the implementation of green construction throughout the life cycle, vigorously promote green building standards, implement two-star and above standards for new buildings, implement three-star standards for new public buildings, promote the implementation of two-star and above standards for the renovation of existing buildings and old communities with conditions, accelerate the implementation of ultra-low energy consumption buildings and near-zero energy buildings, and strive to add 1 million square meters of buildings by 2025.

Explore the establishment of ultra-low emission zones and create a demonstration area for the promotion of new energy vehicles. By 2025, we will strive to promote the basic completion of new energy in urban service vehicles such as buses, taxis, and sanitation transport vehicles, and realize the pilot demonstration application of hydrogen fuel cell vehicles.

Seize the opportunity period for the development of green industries, further promote the national climate investment and financing pilot work, accelerate the establishment of international green investment groups, and optimize the use of international and domestic green capital. Efforts will be made to improve the level of green development of industries such as the digital economy and intelligent manufacturing, and promote the construction of a number of innovation platforms for the integration of digital technology and green economy. Near-zero carbon emission demonstration areas will be built in functional areas such as cultural tourism zones and canal business districts. Strengthen the business service function of green finance, build a national green exchange for the world, and actively undertake the construction of a national voluntary emission reduction trading center.

In addition, we will carry out a pilot project for the transformation of dual control of energy consumption to dual control of carbon emissions, explore and carry out pilot projects for the paid use and trading of energy use rights, vigorously develop renewable energy and waste heat utilization, gradually change the current heating pattern, no longer add independent gas heating facilities, and orderly promote the integration of regional scattered heat sources and the replacement of heat pumps, and strive to achieve 80% of the usable area of new buildings by the end of the "14th Five-Year Plan" to install photovoltaic solar thermal equipment, and the geothermal energy heating area will reach 12.8 million square meters.
