Heihe and Harbin Economic Development Zone were selected as the first batch of carbon peak pilots in the country

Recently, the General Office of the National Development and Reform Commission issued a notice that 25 cities and 10 parks were listed as the first batch of pilot cities and parks for carbon peaking. Heihe City, Heilongjiang Province was selected as a pilot city, and Harbin Economic and Technological Development Zone (hereinafter referred to as Harbin Economic and Technological Development Zone) was selected as a pilot park.

Heihe City adheres to the combination of strengthening ecological and environmental protection and accelerating the green transformation of development mode, and promotes green and low-carbon economic and social development. Strictly implement the goals and tasks of carbon peak and carbon neutrality, adjust and optimize the industrial structure and energy structure, strictly admit projects with high energy consumption and high emissions, cultivate energy conservation and environmental protection, clean production, and clean energy industries, and promote industrial green transformation, enterprise circular production, and ecological development of parks, so that lucid waters and lush mountains can produce more ecological, economic, and social benefits. We have made every effort to promote the supervision of greenhouse gas emissions of enterprises, and seven power generation enterprises in Heihe City have been included in the national carbon market trading. Strengthen communication and liaison to help key greenhouse gas emitters accelerate their green transformation. Strengthen the timeliness and quality of greenhouse gas emission data reporting, and improve the ability of enterprises to manage carbon emission data. Continue to strengthen daily supervision, include the city's eight key carbon emission emitting units into the "double random, one open" supervision objects, and urge enterprises to strengthen accounting data verification and management as required through on-site inspections, telephones, networks, etc.

The Harbin Economic and Technological Development Zone thoroughly implements the requirements of the "Action Plan for Carbon Peaking Before 2030" issued by the State Council, anchors the "14th Five-Year Plan" industrial development plan, seizes opportunities, takes advantage of the momentum, and actively strives for national pilot policy support. Taking the opportunity of being selected as a pilot park for carbon peaking, the Harbin Economic and Technological Development Zone will promote the green transformation of traditional industries, innovate and develop green and low-carbon advantageous industries, strengthen the supply of green technology products, continue to promote the construction of green manufacturing system, cultivate green manufacturing benchmarks, demonstrate and drive the low-carbon development of the whole industrial chain, and consolidate the foundation for low-carbon industrial development.

In the next step, the Harbin Economic and Technological Development Zone will earnestly fulfill its main responsibility, take the pilot construction of carbon peaking as the key to promoting the comprehensive green transformation of economic and social development in the region, make overall plans for key tasks, study and launch reform measures, and solidly promote major projects.
