Ministry of Ecology and Environment: From 2025, the old CCER cannot be used for offsetting in the national carbon market

On October 25, the Ministry of Ecology and Environment (MEE) issued the Notice on the Arrangements for Relevant Work Matters in the National Greenhouse Gas Voluntary Emission Reduction Trading Market, which stipulates that the certified voluntary emission reductions that have been filed by the national climate change authority before March 14, 2017 can be used to offset the payment of carbon emission allowances in the national carbon emission trading market before December 31, 2024, and will no longer be used to offset the payment of carbon emission allowances in the national carbon emission trading market from January 1, 2025.

At the same time, it was also announced that before the establishment of the National Greenhouse Gas Voluntary Emission Reduction Registration Agency, the National Center for Climate Change Strategy and International Cooperation would be responsible for the operation and management of the national greenhouse gas voluntary emission reduction registration system, and before the establishment of the National Greenhouse Gas Voluntary Emission Reduction Trading Agency, the Beijing Green Exchange Co., Ltd. would provide centralized and unified trading and settlement services for certified voluntary emission reductions, and be responsible for the operation and management of the national greenhouse gas voluntary emission reduction trading system.
