Opinions on promoting the construction of a model city of green development in Xiong'an New Area

The establishment of Hebei Xiong'an New Area is a major decision and deployment made by the CPC Central Committee with Comrade Xi Jinping as the core to further promote the coordinated development of Beijing-Tianjin-Hebei. In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on the planning and construction of Xiong'an New Area, and adhere to the concept of green development to lead and promote the construction of Xiong'an New Area, on the basis of the "Planning Outline of Hebei Xiong'an New Area" and other documents, the following opinions are hereby put forward on promoting the construction of a model city of green development in Xiong'an New Area.

1. General requirements

(1) Guiding ideology。 Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, in accordance with the decisions and arrangements of the Party Central Committee and the State Council, make overall plans to undertake Beijing's non-capital functions, give full play to the advantages of building a new city on flat land in Xiong'an New Area, strengthen top-level design, pay attention to overall coordination, promote urban construction and ecological civilization construction in Xiong'an New Area with high standards and high quality, actively and steadily promote carbon peak and carbon neutrality, and accelerate the formation of a spatial pattern, industrial structure, and production mode for green and low-carbon development in Xiong'an New Area. lifestyle, continue to consolidate the effectiveness of ecological and environmental governance, comprehensively improve the level of ecological security and green development, build a model of green development city in harmony between man and nature, and establish a model of beautiful Xiong'an, China in the new era.

(2) Main objectives

By 2030, the construction of a model city for green development has achieved remarkable results, the ecological spatial pattern of "one lake, three belts, nine areas, and multiple corridors" has been initially constructed, and the style of symbiosis and co-prosperity of the city and lake has been basically formed. The average concentration of fine particulate matter decreased by 20% compared with 2020, and the water quality of Baiyangdian Lake remained stable at Class III. Green buildings are widely popularized, the proportion of green transportation in the built-up areas of the start-up area has reached 90%, and green production and lifestyle are widely promoted. The green development policy system has been continuously improved, and a number of important institutional achievements that can be replicated and promoted have been formed.

By 2035, China will basically build a high-level socialist modern city that is green and low-carbon, information-intelligent, livable and suitable for business, has strong competitiveness and influence, and coexists in harmony between man and nature. The urban green coverage rate has reached 50%, the water quality compliance rate of important water function areas has reached 95%, the proportion of blue-green space has been stable at 70%, and the quality of the atmospheric environment has been fundamentally improved. The pattern of green and low-carbon modern industry has been initially established, and the indicators of energy efficiency and carbon emissions have reached the leading level in China, and the water efficiency indicators have reached the international leading level. It has effectively undertaken Beijing's non-capital functions and become a new highland for green development and a new benchmark for urban construction.

By the middle of this century, China will build a high-quality and high-level socialist modern city in an all-round way, and become an important part of the Beijing-Tianjin-Hebei world-class urban agglomeration. Various green ecological indicators have reached the international leading level, and the beautiful environment and ecological livability have become a prominent symbol of Xiong'an New Area, setting a national model for green and high-quality development.

2. Construct a green ecological spatial pattern and establish a model of a livable and workable city

(3) Create a fresh and bright urban ecological space intertwined with blue and green。 Construct a spatial pattern of "one lake, three belts, nine areas, and multiple corridors", and form an urban ecological space where the city and the lake face each other, the city and the green are integrated, and the forest and water are interdependent. Create a system of urban space landscape corridors and landscape nodes, use urban forests and group isolation belts to create large-scale green spaces, rely on Baiyangdian Lake, important water systems, and wetlands to shape waterfront activity spaces, and build a pleasant and convenient urban park system composed of large country parks, large comprehensive parks, community parks, pocket parks, etc. Pay attention to the series integration of urban greenways, park layouts and open spaces, and form an urban ecological landscape with gardens in the city, cities in the garden, people in the scenery, and livable and travelable.

(4) Create a green, low-carbon, healthy, comfortable and livable living environment。 In accordance with the principle of relatively complete functions and sparse space, the land and space planning will be improved, and the long-term development intensity of the new area will be controlled at 30%. Strengthen the management of urban design and strengthen the management and control of the style of the new district. Coordinate factors such as planning and layout, industry introduction, service supply, and housing security, and promote the realization of dynamic and long-term job-housing balance. Scientifically determine the scale, layout structure and supply sequence of various types of housing, build a complete community with safe and healthy facilities, and orderly management, and realize the full shade of streets.

3. Build a modern industrial system and establish a model of a green economic city

(5) Form a green and low-carbon industrial system。 Adhere to the integration of industry and city, determine production by water, measure water, and improve the layout of industrial space. Focus on the development of a new generation of information technology industry, modern life science and biotechnology industry, new materials industry, modern service industry, energy conservation and environmental protection industry, green ecological agriculture, to create a nationally competitive high-end green and low-carbon industrial cluster. Vigorously develop the digital economy and promote the deep integration of the digital economy and the real economy. Raise the threshold for industrial access, and strictly prohibit the construction of new projects with high energy consumption, high emissions, and low levels.

(6) Promote green, low-carbon and circular production methods。 Strengthen the guidance of carbon peak and carbon neutrality goals, and accelerate the intelligent and green transformation and upgrading of traditional industries. Coordinate the utilization of renewable energy, pollutant emissions, resource conservation and intensive utilization, and scientifically plan and build green and low-carbon industrial parks. Strengthen the promotion and application of green technologies, and promote key energy-using units to improve the level of energy conservation and carbon reduction. Establish a waste recycling system. Accelerate the construction of a water-saving society, strengthen the use of monitoring technology and equipment in the public water supply network, and strictly control the leakage of the public water supply network.

Fourth, build a low-carbon and safe energy system, and establish a model of green energy city

(7) Vigorously develop green energy。 Carry out the construction of pilot demonstration projects for the comprehensive utilization of green energy, and promote the comprehensive development and utilization of renewable energy. Strengthen technological innovation in geothermal exploration, development and utilization, and promote the effective development and utilization of geothermal resources. Promote the construction of new energy microgrids, and accelerate the development of new buildings of "photovoltaic storage, direct and flexible". Rationally deploy hydrogen energy supply facilities, and promote the demonstration and application of fuel cell vehicles in heavy-duty and long-distance transportation.

(8) Build a new power system。 Build a city-level comprehensive energy dispatching center, build a smart energy operation management system that integrates dispatching configuration, operation management, and optimization services, and realize multi-source energy supply and coordinated operation. We will build an urban power grid that is supplied by clean electricity at all times, and on the basis of making full use of renewable energy in the region, we will introduce green power from Zhangbei, Mengxi and other regions, and actively participate in green electricity and green certificate trading. Combined with the demand for peak regulation and frequency regulation of the power grid, the energy storage system on the power supply side and the grid side is arranged, and the user-side energy storage is deployed in data centers, 5G base stations, charging facilities, industrial parks and other scenarios according to local conditions.

5. Build a low-carbon intelligent transportation network and set up a model of a green transportation city

(9) Improve green transportation network facilities。 Following the principle of green transportation priority, we will build a green intelligent transportation system composed of a pedestrian system, a cycling system, a public transportation system and an urban rail transit system. Support the construction of transportation and energy infrastructure in Xiong'an New Area, and accelerate the layout of new energy vehicle service stations, comprehensive energy stations, and new energy vehicle charging stations. Promote the full electrification of vehicles in the public sector in Xiong'an New Area, and increase support for the application of new energy vehicles in the fields of public transportation, taxis, law enforcement, sanitation, logistics and distribution. Actively promote various types of green and intelligent ships, and fully complete the clean transformation and utilization of ships. Promote the application of advanced biofuels in an orderly manner.

(10) Improve the level of green traffic management services。 Construct a traffic big data system with all elements of "people-vehicle-road-environment" to support scientific and refined traffic management decision-making. Promote customized bus services such as demand response, promote the standardized and healthy development of small and micro bus leasing, and realize the effective connection of various urban transportation modes. Encourage the integration of technologies such as vehicle-road coordination with public transport operations, improve the speed and punctuality of public transport, and improve the attractiveness of green transportation.

6. Improve the level of energy conservation and carbon reduction in the construction field, and establish a model of green building city

(11) Comprehensively promote the green and low-carbon development of buildings。 Strengthen the concept of green development, and fully implement green and low-carbon requirements in all aspects of urban and rural planning, construction and management. Strengthen the energy-saving and carbon-reduction design of new buildings, adopt high-efficiency, energy-saving and low-carbon equipment, optimize building thermal insulation, and widely integrate technologies such as natural ventilation and lighting, new energy utilization, and reclaimed water reuse. Accelerate the construction of ultra-low energy consumption and near-zero energy consumption buildings, fully realize clean heating, fully implement energy-saving standards of 75% or more for new residential buildings, and 72% or above for new public buildings, and fully implement three-star green building standards for new government-invested and large-scale public buildings, and all new civil buildings will meet green building standards by 2025. Organize and implement energy efficiency diagnosis of existing buildings, and comprehensively promote the green transformation of buildings. Accelerate the establishment of a building energy efficiency rating system and implement building energy efficiency evaluation.

(12) Promote green construction methods。 Promote the coordinated development of intelligent construction and building industrialization, actively promote prefabricated and recyclable construction methods, and increase the application and promotion of construction robots. To support the promotion and application of green building materials, government procurement projects should strictly implement the "Green Building and Green Building Materials Government Procurement Demand Standards" and other normative standards. Strict green construction standards for construction projects, build green and smart construction sites, and build a construction dust control system with full coverage of the process, all-round management, and full chain of responsibility. Promote the use of low-noise construction technology and equipment, and promote the construction of automatic noise monitoring system. Promote the classified treatment and resource utilization of construction waste.

(13) Strengthen the management of energy conservation and carbon reduction in building operation。 Promote the construction of a digital and intelligent operation and management platform for buildings, establish an advanced measurement system for intelligent terminals and its supporting equipment, and realize real-time metering of energy consumption, automatic early warning and intelligent regulation of high energy consumption. Comprehensively promote the use of high-efficiency energy-using products and equipment, and guide consumers to buy green household products. Guide the owner unit or property unit to establish and improve the management mechanism of building energy conservation and carbon reduction, and ensure the low energy consumption and high energy efficiency operation of the energy-using system under all working conditions. Implement energy fee custody services, and select a number of public institutions with great energy-saving potential to carry out pilot demonstrations. Strictly implement the regulations on energy consumption such as indoor temperature control in winter and summer in public buildings, and strengthen the supervision and inspection of key places. Promote the "four meters in one" of water, electricity, heat and gas, and accelerate the implementation of heat metering and charging. Promote the overall participation of building complexes in power demand response and peak shaving.

7. Improve the effectiveness of environmental protection and governance, and establish a model of a city with a beautiful environment

(14) Continue to promote the ecological restoration of Baiyangdian Lake。 Adhere to the system of "source control, pollution interception, and river (lake)", optimize the industrial structure of the river basin, carry out endogenous pollution control, improve the normalized water replenishment mechanism, and gradually restore the ecological function of Baiyangdian Lake. We will continue to promote the construction of key projects such as the diversion of Baiyangdian Lake from the Yellow River to Hebei, the south-to-north water diversion, the unified dispatch of surface water and reclaimed water, ecological dredging, ecological restoration, and pollution control. Improve the strategy of protection and rational utilization of biological resources, strictly implement the fishing ban system, and maintain the integrity of the ecosystem in the lake area.

(15) Improve and improve environmental infrastructure。 We will further promote the high-quality construction of "zero-waste cities", carry out the pilot demonstration construction of "zero-waste cells", and build a "zero-waste Xiong'an" by 2030. In accordance with the principle of moderate advancement, make overall plans for the construction of urban sewage, garbage, solid waste, and medical waste treatment and disposal facilities and bases that integrate disposal and supervision capabilities, improve the classified collection and transportation network, and strictly control the risk of odor pollution. Improve the level of intelligent management of various environmental infrastructures, and promote efficient collaboration and sharing. We will build a green and low-carbon benchmark plant for sewage treatment, and by 2035, all sludge will be disposed of harmlessly, and the recycling rate of sewage will reach 99%. Establish and improve the stable and compliant operation mechanism of rural domestic sewage treatment facilities, and improve the rural garbage collection, transportation and disposal system.

(16) Continue to promote comprehensive environmental management。 Implement the strictest motor vehicle emission standards, strictly supervise non-road mobile sources, and take the lead in establishing low-emission control areas for mobile source pollutants in the country. Strengthen the three-dimensional management of surface groundwater environment, and strictly monitor and prevent land subsidence. Implement classified management of agricultural land, strengthen the risk management and safe use of polluted plots of cultivated land and construction land, and strengthen the environmental management of chemicals and the treatment of new pollutants. Build an intelligent management platform for ecological and environmental governance to realize real-time monitoring, analysis and early warning, and online management of environmental pollution sources and environmental protection equipment and facilities. Promote the implementation of noise pollution prevention and control actions, and strengthen noise pollution control.

8. Strengthen the cultivation of ecological civilization awareness and establish a model of green cultural city

(17) Strengthen publicity and education on ecological civilization。 Widely carry out the popularization of knowledge of ecological civilization and national conditions, promote the publicity and education of ecological civilization with Xiong'an characteristics into institutions, schools, communities, and enterprises, and expand publicity and education scenarios. Xiong'an New Area will be used as a long-term venue for the National Ecological Day in Hebei Province, deepen the popularization of Xi Jinping Thought on Ecological Civilization, improve the awareness of ecological civilization in the whole society, and enhance the ideological consciousness and action consciousness of the whole people in the construction of ecological civilization.

(18) Advocate a green and low-carbon lifestyle。 We will continue to carry out actions to create a green life, promote a simple and moderate, green and low-carbon, civilized and healthy lifestyle, promote the reduction and classification of domestic waste, save electricity and water, encourage residents to use environmentally friendly renewable products and other green products, and reduce the use of disposable plastic products. Carry out strict economy and opposition to waste, resolutely stop food and beverage waste, and standardize unreasonable consumption behavior. Establish a carbon account system for enterprises and individuals in Xiong'an New Area, establish a carbon inclusive mechanism, guide and encourage users to green consumption, low-carbon travel, and actively participate in green public welfare activities.

9. Strengthen the R&D and promotion of green technologies, and establish a model of a scientific and technological innovation city

(19) Actively build a highland of scientific and technological innovation。 Support Xiong'an New Area to undertake scientific research institutes and innovation platforms that are conducive to green development that have been relieved from Beijing. Encourage key enterprises and scientific research institutions to carry out collaborative research on key technologies and key equipment in key areas of green city construction, such as aerospace information, vehicle-road coordination, and green buildings. Through the special scientific and technological innovation project in Xiong'an New Area, a number of key scientific research projects for green development will be supported. Actively serve the function of Beijing International Exchange Center, actively build a platform for foreign innovation and cooperation, and promote the full supply and in-depth integration of various elements of scientific and technological innovation.

(20) Strengthen digital technology to empower green development。 Strengthen the construction of digital city infrastructure, and promote the deep integration of the new generation of information technology and urban infrastructure. We will further promote the pilot construction of a monitoring network for the implementation of territorial spatial planning, and improve the level of online management of the whole cycle of planning preparation, approval, implementation, and supervision. Based on the construction of the urban computing center, the comprehensive data platform of Xiong'an New Area, the unified open platform of the Internet of Things, the basic information platform of land and space, the urban information model platform, and the video network platform, we will improve the intelligent transportation system in the field of urban governance, promote the construction of smart communities in the field of people's livelihood services, build a data supercomputing system in the field of industrial economy, and build a smart environmental protection system in the field of ecological and environmental protection, so as to realize the interconnection and sharing of data and information in various fields. By 2035, 90% of urban infrastructure will be intelligent.

10. Improve the system and mechanism of green development, and establish a model of institutional innovation city

(21) Improve the policy system.Focusing on the construction of environmental infrastructure, the development of green and low-carbon industries, and the conservation and intensive utilization of resources, we will improve the policy system to support green development in close combination with the actual situation of Xiong'an New Area. Implement preferential tax policies related to energy conservation and environmental protection, a tiered electricity, gas and water price system for residents, and a dynamic adjustment mechanism for sewage treatment fees.

(22) Improve market mechanisms。 Encourage Xiong'an New Area to strengthen the exploration and practice of green finance, and carry out pilot construction of climate-resilient cities and climate investment and financing.Support the Xiong'an New Area to serve the national voluntary greenhouse gas emission reduction trading, and encourage business entities to participate in carbon emission reduction activities. Encourage financial institutions to increase their support for the green development of the Xiong'an New Area, and promote the Xiong'an New Area to make good use of various green financial products such as green credit, green bonds, and green insurance。 Support eligible green and low-carbon development and transition projects to issue real estate investment trusts in the infrastructure sector. Support Xiong'an New Area to take the lead in making breakthroughs in the application of advanced energy technologies and the innovation of systems and mechanisms, optimize time-of-use electricity prices for peaks and valleys, participate in the construction of a national green electricity certificate trading platform, and promote the consumption of green electricity.

Xiong'an New Area should establish and improve the working mechanism, earnestly fulfill the main responsibility, and do a good job in the implementation of various tasks. The relevant departments of the State Council should strengthen the guidance of the Xiong'an New Area to build a model city for green development. Beijing and Tianjin should take the promotion of Xiong'an New Area as an important task for the coordinated development of Beijing-Tianjin-Hebei as an important task for the coordinated development of Beijing-Tianjin-Hebei. The National Development and Reform Commission and the Hebei Provincial People's Government will work with relevant parties to track and dispatch the progress of relevant work, and promptly report major issues to the Party Central Committee and the State Council.
