Shaanxi announced the results of the ecological and environmental credit evaluation of 2,189 enterprises and institutions

Recently, the Shaanxi Provincial Department of Ecology and Environment announced the results of the ecological and environmental credit evaluation of 2,189 enterprises and institutions in 2022, including 674 A-level, 1,397 B-level, 107 C-class, and 11 D-level.

According to the "Shaanxi Provincial Enterprises and Institutions Ecological Environment Credit Evaluation Management Measures (Trial)" (hereinafter referred to as the "Measures"), the first batch of participants are the pollutant dischargers that implement the key management of pollutant discharge permits in 2022, the key units of environmental supervision, and the enterprises included in the quota performance of the national carbon emission trading market. The evaluation indicators are divided into three categories: administrative law enforcement information, judicial information, and law-abiding and social responsibility information.

According to Wang Qing, deputy director of the Policy and Regulation Department of the Shaanxi Provincial Department of Ecology and Environment, the ecological and environmental credit evaluation work of enterprises and institutions in our province adopts the method of "unified organization, municipal evaluation, provincial verification, and centralized release", and is organized and carried out in accordance with the principles of law and regulations, objectivity, fairness, openness and transparency, and the implementation of a combination of mandatory and voluntary. In order to ensure that there are no deviations in the evaluation process, the Shaanxi Provincial Department of Ecology and Environment held a training mobilization meeting to conduct comprehensive training on the evaluation indicators, methods and procedures stipulated in the "Measures", and answer questions on the interpretation of relevant policies. Each municipal bureau is to convene relevant meetings to remobilize and redeploy the city's ecological and environmental credit assessment work, and organize enterprises and institutions within their jurisdiction that are included in the scope of the assessment to carry out preliminary assessment work. After the preliminary evaluation at the municipal level, the Shaanxi Provincial Department of Ecology and Environment, in accordance with the provisions of the "Measures", combined with the evaluation data such as "ecological and environmental administrative punishments, ecological and environmental incidents, public notification by the central and provincial ecological and environmental protection inspectors as a typical case, environmental problems listed in the central province, and performance grades of key gas-related units", reviewed the preliminary evaluation results of the municipal bureau one by one, and finally determined the ecological environment credit rating, and disclosed the evaluation results to the public.

According to reports, enterprises and institutions rated as A-level will be given priority to be included in the positive list of ecological environmental supervision and law enforcement, and will be given priority to other incentive measures stipulated by laws and regulations. If it is rated as A for two consecutive years, it will be included in the trustworthy incentive object. Enterprises and institutions that have been assessed as C-level shall appropriately increase the frequency of spot checks of "double randomization and one disclosure", and cancel the qualifications of legal persons and their responsible persons for ecological and environmental evaluation activities. Enterprises and institutions that have been assessed as D-level shall be listed as key supervision objects, increase the intensity of daily supervision, increase the frequency of spot checks of "double random, one open", suspend special ecological and environmental funds or other ecological and environmental fund subsidies, and cancel the qualifications of legal persons and their responsible persons for ecological and environmental evaluation activities.

As a "precautionary ruler" for environmental supervision, credit evaluation plays an increasingly prominent role. In the future, the Shaanxi Provincial Department of Ecology and Environment will make full use of the results of ecological and environmental credit evaluation in the evaluation of excellence, environmental law enforcement, and management of special funds for environmental protection, so as to provide green assistance for promoting the high-quality development of Shaanxi and optimizing the business environment.
