A special research meeting on the inclusion of the petrochemical industry in the carbon market was held

　　Sinochem New Network News On July 3, the second working meeting of the special study on the inclusion of the petrochemical industry in the national carbon market was held in Beijing. Nearly 30 representatives from 15 units, including the Chinese Academy of Environmental Planning of the Ministry of Ecology and Environment, the Zhonghuan Joint Certification Center, and the China Petroleum and Chemical Industry Federation, attended the meeting to exchange and discuss issues related to the inclusion of the petrochemical industry in the carbon market.

　　The relevant person in charge of the Zhonghuan Joint Certification Center said that the carbon market quota allocation and accounting boundary, the acquisition of production data and key parameters, and the calculation method of emissions are outstanding problems that petrochemical enterprises need to solve urgently.

　　Yan Gang, vice president of the Academy of Ecology and Environmental Planning, said that in view of the difficulties faced by the inclusion of the carbon market, the petrochemical industry should conduct in-depth research and learn from the experience and practices of the European Union and other international carbon markets.

　　During the meeting, the participants also reached a basic consensus on the scope of the main devices that should be included in the allocation and accounting of crude oil processing and ethylene industry, and fully discussed the feasibility scheme of quota allocation and emission accounting for fossil fuel combustion and industrial process emissions of ethylene enterprises, as well as the advantages, disadvantages and applicability of the historical emission (intensity) method and the baseline method.

　　In the next step, the project team will combine the basic consensus reached at this meeting and the practical experience at home and abroad to study the main devices and verification methods for the allocation of carbon allowances for crude oil processing and ethylene enterprises by process, put forward emission accounting guidelines and data submission forms consistent with the needs of quota management, and complete the preliminary plan for the petrochemical industry to be included in the national carbon market.
