The proportion of heavily polluted days has reached the national target and task, and the ambient air quality has reached the national second-level standard, the proportion of excellent water quality in the assessment section of 20 countries has been stable at more than 80%, the proportion of inferior Class V water bodies has been controlled to less than 10%, and the water quality of the whole basin of the Ningxia section of the main stream of the Yellow River has been stable and maintained Class II. The Ecological Quality Index (EQI) has increased steadily, and the reduction in carbon emission intensity has steadily reached the 14th Five-Year Plan.
Our region will comprehensively promote the practice of building a beautiful Ningxia, introduce an implementation plan for the autonomous region to comprehensively promote the construction of a beautiful Ningxia, carry out the "beautiful series" construction actions in an integrated manner, promote the construction of beautiful cities and beautiful rural demonstration counties, and create beautiful blue skies, beautiful rivers and lakes, and beautiful mountains and rivers according to local conditions. Cooperate with the formulation of the evaluation index system and assessment methods for the effectiveness of the construction of Beautiful Ningxia, actively strive to create a Beautiful China Pilot Zone, continuously improve the level of intrinsic environmental protection and ecological environment governance capabilities, and ensure high-level safety and support high-quality development with a high-quality ecological environment. Explore and promote the path of transforming lucid waters and lush mountains into gold and silver mountains, and guide Yinchuan City, Haiyuan County, Pengyang County, Lingwu Baijitan Sand Control Forest Farm and other comprehensive efforts to do a good job in the eighth batch of ecological civilization demonstration and creation work.
At the same time, we will continue to make unremitting efforts, intensively work to defend the blue sky, systematically promote the battle to defend clear water, make concerted efforts to defend the pure land, and highlight the key points to fight the battle of solid waste and new pollutants to ensure that the four landmark battles are advanced in depth. Efforts will be made to promote the continuous improvement of air quality, strengthen the elimination of heavily polluted weather, the prevention and control of ozone pollution, and the pollution control of diesel trucks, improve the coordination and linkage mechanism for regional air pollution prevention and control, promote the compilation of emission inventories of air pollution sources in prefecture-level cities, and implement the action of "upgrading and expanding" the performance of enterprises in key industries. Adhere to systematic governance and comprehensive management, insist on paying equal attention to engineering governance and supervision and protection, further promote the battle of ecological protection and governance in the Ningxia section of the Yellow River, strengthen the key tasks of water resources, water environment and water ecological governance, and promote the transformation of water ecological protection and restoration system. Thoroughly implement actions to prevent and control soil pollution at the source, solidly promote the control of soil, groundwater, and agricultural and rural pollution, and promote the consolidation and improvement of soil and groundwater environmental quality. We will further implement the "Ten Major Projects" for the construction of "zero-waste cities", promote industrial energy-saving and carbon-reduction transformation, effectively control the amount of industrial solid waste, continuously expand the channels for the utilization of industrial solid waste, and improve the comprehensive utilization rate of industrial solid waste.
