Building a beautiful China is an important goal of building a modern socialist country in an all-round way and an important part of realizing the Chinese dream of the great rejuvenation of the Chinese nation. In order to comprehensively promote the construction of a beautiful China and accelerate the modernization of harmonious coexistence between man and nature, the following opinions are hereby put forward.

1. The new era and new journey have opened a new chapter in comprehensively promoting the construction of a beautiful China

Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at the core has put the construction of ecological civilization in a prominent position in the overall work, strengthened the protection of the ecological environment in an all-round, all-region and whole-process manner, and realized a major transformation from key rectification to systematic governance, from passive response to active action, from a participant in global environmental governance to a leader, and from practical exploration to scientific and theoretical guidance, and the construction of a beautiful China has taken a major step.

At present, China's economic and social development has entered a stage of high-quality development to accelerate greening and low-carbonization, the construction of ecological civilization is still in a critical period of superimposed pressure and heavy burden, the structural, root cause and trend pressure of ecological environmental protection have not been fundamentally alleviated, the endogenous power of green transformation of economic and social development is insufficient, the foundation for the stability and improvement of ecological environment quality is not solid, the degradation trend of ecosystems in some regions has not been fundamentally reversed, and the task of building a beautiful China is still arduous. On the new journey, we must put the construction of a beautiful China in a prominent position in the construction of a strong country and national rejuvenation, maintain the strategic determination to strengthen the construction of ecological civilization, unswervingly follow the path of civilized development with production development, affluent life and good ecology, and build a beautiful home with blue sky, green ground and clear water.

Second, the general requirements

To comprehensively promote the construction of a beautiful China, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially Xi Jinping Thought on Ecological Civilization, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, implement the deployment of the National Conference on Ecological and Environmental Protection, firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, and handle the relationship between high-quality development and high-level protection, key tackling and coordinated governance, natural restoration and artificial restoration, external constraints and endogenous power, "double carbon" commitment and independent action, and coordinate the adjustment of industrial structure. Pollution control, ecological protection, and response to climate change, we will work together to promote carbon reduction, pollution reduction, green expansion, and growth, maintain national ecological security, do a good job in the construction of ecological civilization system, support high-quality development with a high-quality ecological environment, accelerate the formation of a new pattern of building a beautiful China oriented to the realization of harmonious coexistence between man and nature, and build a solid ecological foundation for the great rejuvenation of the Chinese nation.

The main goals are: by 2027, green and low-carbon development will be further promoted, the total emission of major pollutants will continue to be reduced, the quality of the ecological environment will continue to improve, the pattern of land and space development and protection will be optimized, the ecosystem service function will be continuously enhanced, the urban and rural living environment will be significantly improved, the national ecological security will be effectively guaranteed, the ecological environment governance system will be more sound, and a number of practical models will be formed, and the construction of a beautiful China will achieve remarkable results. By 2035, green production and lifestyles will be widely formed, carbon emissions will stabilize and decline after peaking, the ecological environment will be fundamentally improved, a new pattern of land and space development and protection will be fully formed, the stability and stability of ecosystem diversity will be significantly improved, the national ecological security will be more stable, the modernization of the ecological environment governance system and governance capacity will be basically realized, and the goal of a beautiful China will be basically achieved. Looking forward to the middle of this century, the ecological civilization will be comprehensively improved, the green development mode and lifestyle will be fully formed, the key areas will achieve deep decarbonization, the ecological environment will be healthy and beautiful, the ecological environment governance system and governance capacity will be fully modernized, and the beautiful China will be fully completed.

Anchoring the goal of building a beautiful China, adhere to precise pollution control, scientific pollution control, and pollution control in accordance with the law, according to the new needs of high-quality economic and social development and the new expectations of the people for the improvement of the ecological environment, increase the efforts to solve outstanding ecological and environmental problems, and accelerate the improvement of ecological environment quality from quantitative to qualitative change. The 14th Five-Year Plan will focus on the continuous improvement of the ecological environment, the 15th Five-Year Plan will consolidate and expand to achieve comprehensive improvement of the ecological environment, and the 16th Five-Year Plan will improve the overall improvement of the ecological environment. Insist on:

-- Transformation in all fields. We will vigorously promote green and low-carbon economic and social development, accelerate the green and low-carbon transformation of energy, industry, transportation, urban and rural construction, agriculture and other fields, strengthen green technology innovation, and enhance the endogenous power and innovation vitality of the construction of a beautiful China.

——All-round improvement. Adhere to the overall planning of elements and the integration of urban and rural areas, carry out the construction of the "beautiful series" in an integrated manner, focus on promoting the construction of beautiful blue sky, beautiful rivers and lakes, beautiful bays, and beautiful mountains and rivers, create a beautiful China pilot zone, beautiful city, and beautiful countryside, and draw a new picture of beautiful China with its own beauty and beauty together.

-- Whole-region construction. Promote the construction of Beautiful China in accordance with local conditions and echelons, showing the magnificent style of the western part of the Great United States, the vast scenery of the beautiful Northeast, the splendid mountains and rivers in the beautiful central part, and the beautiful charm of the harmonious east, and creating a unique and colorful beautiful China construction plate.

-- Whole-of-society action. Transform the construction of a beautiful China into the behavior consciousness of all people, encourage parks, enterprises, communities, schools and other grassroots units to carry out green, clean and zero-carbon leading actions, and form a good social atmosphere in which everyone participates and everyone shares.

3. Accelerate the green transformation of the development mode

(1) Optimize the pattern of land space development and protection. Improve the system of main functional zones, improve the territorial spatial planning system, and coordinate and optimize the spatial layout of agriculture, ecology, cities and towns. Adhere to the ecological protection red line, strengthen law enforcement and supervision, protection and restoration, and keep the national ecological protection red line area at more than 3.15 million square kilometers. We will resolutely adhere to the red line of 1.8 billion mu of cultivated land and ensure that the cultivated land that can be used stably for a long time will not be reduced. Strictly control the boundaries of urban development, and promote the intensive and green development of urban space. Strict control of the shoreline space of rivers and lakes. Strengthen the management and control of marine and coastal land and space, establish a mechanism for withdrawing from inefficient sea use, and no new reclamation will be added except for major national projects. Improve the zoning and control system of the ecological environment covering the whole area, and "draw a clear bottom line" and "draw a boundary" for development. By 2035, the retention rate of the mainland's natural coastline will not be less than 35%, and the ecological function of the ecological protection redline will not be reduced or changed.

(2) Actively and steadily promote carbon peak and carbon neutrality. There are plans to implement the carbon peak action step by step, and strive to achieve carbon peak before 2030, laying the foundation for striving to achieve carbon neutrality before 2060. Adhere to the principle of establishing first and then breaking down, accelerate the planning and construction of a new energy system, and ensure energy security. Focus on controlling the consumption of coal and other fossil energy, strengthen the clean and efficient use of coal, vigorously develop non-fossil energy, and accelerate the construction of a new power system. Carry out multi-field and multi-level collaborative innovation pilots for pollution reduction and carbon reduction. Promote the dual control of energy consumption to gradually shift to the dual control of total carbon emissions and intensity, and strengthen the basic capacity and institutional construction of dual control of carbon emissions. Compile national greenhouse gas inventories on an annual basis. Implement methane emission control action plans, and study and formulate other non-carbon dioxide greenhouse gas emission control action plans. We will further develop the national carbon market, steadily expand the coverage of industries, enrich the varieties and methods of trading, and build and improve the national greenhouse gas voluntary emission reduction trading market。 By 2035, the proportion of non-fossil energy in total energy consumption will be further increased, and a more effective, dynamic and internationally influential carbon market will be built.

(3) Coordinate the promotion of green and low-carbon development in key areas. Promote the deep integration of industrial digitalization, intelligence and greening, accelerate the construction of a modern industrial system supported by the real economy, and vigorously develop strategic emerging industries, high-tech industries, green environmental protection industries, and modern service industries. Strictly control the entry gates, and resolutely curb the blind launch of high-energy-consuming, high-emission, and low-level projects. Vigorously promote the upgrading of traditional industrial processes, technologies and equipment, realize green and low-carbon transformation, and implement cleaner production level improvement projects. Accelerate the energy-saving and carbon-reduction transformation of existing buildings and municipal infrastructure, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. We will vigorously promote the "road to rail" and "road to water", speed up the construction of special railway lines, and improve the level of clean transportation of bulk goods. Promote the green transformation and railway electrification transformation of railway stations, civil airports, ports and terminals, logistics parks, etc., and promote the large-scale application of ultra-low and near-zero emission vehicles and the clean and low-carbon application of non-road mobile machinery. By 2027, the proportion of new energy vehicles in the new vehicles will reach 45%, the old diesel locomotives will be basically eliminated, and the volume of container rail-water combined transportation in ports will maintain rapid growth, and by 2035, the proportion of railway freight turnover in the total turnover will reach about 25%.

(4) Promote the conservation and intensive utilization of all kinds of resources. Implement a comprehensive conservation strategy to promote energy saving, water saving, land saving, material saving, and mineral saving. We will continue to deepen energy conservation in key areas and strengthen the management of energy consumption in new infrastructure. We will further implement the national water-saving action, strengthen the dual control of total water use and intensity, improve the water use efficiency of key water-using industries and products, actively promote the resource utilization of sewage, and strengthen the allocation and utilization of unconventional water sources. Improve the system of economical and intensive use of land, and promote land-saving technologies and models. Establish a green manufacturing system and service system. Carry out actions to improve the quality and efficiency of comprehensive utilization of resources. Accelerate the construction of a waste recycling system, and promote the recycling of waste such as waste wind turbine blades, photovoltaic modules, power batteries, and express packaging. Promote the conservation of raw materials and the recycling of resources, and vigorously develop the remanufacturing industry. Comprehensively promote the construction of green mines. By 2035, the efficiency of energy and water use will reach the international advanced level.

Fourth, continue to promote pollution prevention and control

(5) Continue to fight the battle to defend the blue sky. With the Beijing-Tianjin-Hebei region and its surrounding areas, the Yangtze River Delta, the Fenwei Plain and other key areas as the main battlefield, and the control of fine particulate matter as the main line, we will vigorously promote the coordinated emission reduction of multiple pollutants. Strengthen the comprehensive treatment of volatile organic compounds and implement source substitution projects. Promote the ultra-low emission transformation of key industries such as steel, cement, and coking and coal-fired boilers with high quality. Measures such as clean energy and central heating substitution should be adopted in accordance with local conditions, and pollution control of scattered coal, coal-fired boilers and industrial furnaces will continue to be promoted. Key areas continue to implement total coal consumption control. Research and formulate the next stage of motor vehicle emission standards, carry out research on oil quality standards in the new stage, and strengthen joint supervision and law enforcement by departments. Strengthen regional joint prevention and control, and deepen the performance grading of key industries in heavily polluted weather. Continue to implement noise pollution prevention and control actions. Efforts should be made to solve pollution problems such as foul odor and catering fumes. Strengthen environmental management of ozone-depleting substances and hydrofluorocarbons. By 2027, the national average concentration of fine particulate matter will be reduced to less than 28 micrograms per cubic meter, and cities at and above the local level will strive to meet the target, and by 2035, the national concentration of fine particulate matter will be reduced to less than 25 micrograms per cubic meter, so that the air will always be fresh and the blue sky will always be there.

(6) Continue to fight the battle to defend clear water. Coordinate the management of water resources, water environment, and water ecology, further promote the protection and management of major rivers and important lakes such as the Yangtze River and the Yellow River, and optimize and adjust the zoning and management system of water functions. Solidly promote the standardization of water sources and the construction of backup water sources. The investigation and remediation of sewage outlets into rivers and seas has been basically completed, and the monitoring and supervision system of sewage outlets has been fully completed. Implement the performance grading of sewage treatment and discharge levels of enterprises in key industries. Accelerate the completion of the shortcomings of urban sewage collection and treatment facilities, build a model area with full coverage of the urban sewage pipe network, strengthen the harmless treatment and resource utilization of sludge, and build a green and low-carbon benchmark plant for sewage treatment. Carry out endogenous pollution control and ecological restoration according to local conditions, basically eliminate black and odorous water bodies in urban and rural areas, and form a long-term mechanism. Establish a water ecological assessment mechanism, strengthen the protection and restoration of water conservation areas and ecological buffer zones, strengthen the unified dispatch of water resources, and ensure the ecological flow of rivers and lakes. Adhere to the overall planning of land and sea and the linkage of rivers and seas, and continue to promote the comprehensive management of key sea areas. With the bay as the basic unit, the "One Bay, One Policy" will work together to promote pollution prevention and control, ecological protection and restoration, and coastal and beach environmental improvement in coastal waters, and continuously improve the quality and stability of mangroves and other important marine ecosystems. Strengthen the environmental remediation of marine aquaculture. Actively respond to ecological disasters such as cyanobacterial blooms, red tides, and green tides. Promote the removal of rivers, lakes and reservoirs and the management of marine garbage. By 2027, the proportion of excellent surface water quality and coastal water quality will reach about 90% and 83% respectively, and the completion rate of beautiful rivers, lakes and bays will reach about 40%, and by 2035, the beautiful rivers, lakes and bays of "harmony between people and water" will be basically completed.

(7) Continue to fight the battle to defend the Pure Land. Carry out actions to prevent and control soil pollution at the source, strictly prevent new pollution, and gradually solve the problem of serious soil and groundwater pollution accumulated over a long period of time. Strengthen the protection of cultivated land under priority protection, solidly promote the safe use and risk management and control of polluted cultivated land, and promote the traceability and remediation of heavy metal pollution in agricultural land soil in stages. Strengthen the linkage supervision of the change of use of construction land and the risk management and control of polluted land in accordance with the law, and promote the risk control and restoration of large-scale polluted sites. Comprehensively carry out environmental monitoring of the soil and groundwater surrounding key soil pollution supervision units, and carry out the second national soil pollution survey at appropriate times. Carry out national groundwater pollution investigation and evaluation, strengthen the environmental protection of groundwater drinking water sources, and strictly control environmental risks in key areas of groundwater pollution prevention and control. We will do a good job in tackling pollution in agriculture and rural areas. By 2027, the safe utilization rate of polluted cultivated land will reach more than 94%, and the safe use of construction land will be effectively guaranteed, and by 2035, the proportion of class I.-IV water at state-controlled groundwater points will reach more than 80%, and soil environmental risks will be fully controlled.

(8) Strengthen the treatment of solid waste and new pollutants. Accelerate the construction of "zero-waste cities", continue to promote the treatment of new pollutants, and promote the realization of "zero-waste" and environmental health in urban and rural areas. Strengthen the comprehensive management of solid waste, limit the excessive packaging of commodities, and control plastic pollution in the whole chain. Deepen the work of completely banning the entry of "foreign garbage", and strictly prevent the smuggling and disguised import of solid waste in all forms. Strengthen the supervision and utilization and disposal capacity of hazardous waste, and strengthen the pollution control of tailings ponds with a focus on the Yangtze River Economic Belt and the Yellow River Basin. Formulate regulations on environmental risk management of toxic and harmful chemicals. By 2027, the proportion of "zero-waste cities" will reach 60%, and the intensity of solid waste generation will be significantly reduced, and by 2035, the construction of "zero-waste cities" will be fully covered, and the eastern provinces will take the lead in building "zero-waste cities" in the whole region, and the environmental risks of new pollutants will be effectively controlled.

5. Enhance the stability and sustainability of ecosystem diversity

(9) Build a solid natural ecological barrier. Stabilize the national ecological security barrier, and promote the protection and construction of national key ecological function zones and important ecological corridors. Comprehensively promote the construction of a nature reserve system with national parks as the main body, and complete the integration and optimization of nature reserves across the country. Implement the national natural ecological resources monitoring, evaluation and early warning project. Strengthen the construction of a regulatory system for ecological protection and restoration, and strengthen unified supervision. Strictly supervise owners, developers and even regulators, promptly discover and investigate all kinds of ecological damage incidents, and resolutely put an end to formalism in ecological restoration. Strengthen the monitoring and evaluation of ecological conditions, and carry out the evaluation of the effectiveness of ecological protection and restoration. We will continue to promote the strengthening of supervision of the "Green Shield" nature reserves, and establish a supervision mechanism for ecological damage to ecological protection redlines. By 2035, the national park system will be basically completed, the ecosystem pattern will be more stable, and the beautiful mountains and rivers will be full of vitality.

(10) Implement integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands. Accelerate the implementation of major projects for the protection and restoration of important ecosystems, and promote the recreation of grasslands, forests, rivers, lakes and wetlands. We will continue to implement the integrated protection and restoration project of mountains, rivers, forests, fields, lakes, grasslands and sands. Scientifically carry out large-scale land greening actions, increase the protection and restoration of grasslands and wetlands, strengthen the comprehensive management of desertification, rocky desertification and soil erosion, fully implement sustainable forest management, and strengthen forest and grassland fire prevention and extinguishing. Focusing on the sand sources and transmission paths that affect Beijing and other key areas, we will continue to promote the construction of the "Three Norths" project and the control of sand sources in Beijing and Tianjin, and make every effort to fight the three landmark battles. Promote the consolidation and improvement of the carbon sink capacity of ecosystems. By 2035, the national forest coverage rate will increase to 26%, the soil and water conservation rate will increase to 75%, and the ecosystem will basically achieve a virtuous cycle.

(11) Strengthen the conservation of biodiversity. Strengthen the overall coordination role of the coordination mechanism for biodiversity conservation, implement the Kunming-Montreal Global Biodiversity Framework, update China's biodiversity conservation strategy and action plan, and implement major biodiversity conservation projects. Improve the national biodiversity conservation network, comprehensively protect wild animals and plants, and gradually establish a national botanical garden system. We will further promote the rescue of rare and endangered species in the Yangtze River, and continue to implement the 10-year fishing ban on the Yangtze River. We will fully implement the marine fishing moratorium system and build modern marine ranches. By 2035, the land area of nature reserves in the country will account for no less than 18% of the land area, and typical ecosystems, wild animals and plants under national key protection and their habitats will be fully protected.

6. Maintain the bottom line of safety in the construction of a beautiful China

(12) Improve the national ecological security system. Implement the overall national security concept, improve the coordination mechanism for national ecological security work, strengthen cooperation with economic security, resource security and other fields, improve the national ecological security rule of law system, strategic system, policy system, and response management system, improve the national ecological security risk assessment, monitoring and early warning, emergency response and disposal capabilities, and form a global linkage, three-dimensional and efficient national ecological security protection system.

(13) Ensuring nuclear and radiation safety. Strengthen the overall role of the national nuclear safety coordination mechanism, build a strict nuclear safety responsibility system, comprehensively improve the capacity of nuclear safety supervision, build a modern nuclear safety supervision system compatible with the development of China's nuclear industry, and promote the high-quality development of nuclear safety. Strengthen the safety management of the first new reactor, regularly carry out safety evaluations of operating facilities and continue to implement improvements, accelerate the decommissioning and management of old facilities and the treatment and disposal of radioactive waste left over from history, and strengthen the safety management of nuclear technology utilization and electromagnetic radiation environmental management. Strengthen the monitoring and research of the marine radiation environment in the waters under China's jurisdiction, and improve the ability of risk early warning monitoring and emergency response. Adhere to independent innovation and safe development, and strengthen the research and development of key and basic technologies and intelligent safety management in the field of nuclear safety.

(14) Strengthen biosecurity management. Strengthen the detection, identification, evaluation and monitoring of environmental risks of biotechnology and its products. Strengthen the prevention and control of the whole chain and systematic governance, and complete the system of early warning, prevention and control of biosecurity supervision. Strengthen pest control. Carry out general surveys, monitoring and early warning, and impact assessment of invasive alien species, and strengthen the quarantine of imported animals and plants and the prevention and control of invasive alien species. Improve the system for the protection and utilization of germplasm resources, and strengthen the protection and management of biological genetic resources.

(15) Effectively respond to the adverse effects and risks of climate change. We should pay equal attention to mitigation and adaptation, and vigorously improve our ability to adapt to climate change. Strengthen the construction of climate change observation networks, and strengthen monitoring, prediction, early warning, and impact risk assessment. We will continue to improve climate resilience in areas such as agriculture, health and public health, and strengthen climate risk management for infrastructure and major projects. Deepen the construction of climate-resilient cities, promote the construction of sponge cities, and strengthen regional climate change adaptation actions. By 2035, a climate-resilient society will be basically completed.

(16) Strictly prevent and control environmental risks. Adhere to prevention first, and strengthen the normalized management of environmental risks. Improve the national environmental emergency response system and mechanism, improve the environmental emergency responsibility system that is hierarchical and responsible, territorial-based, and coordinated by departments, and improve the upstream and downstream and cross-regional emergency response linkage mechanisms. Strengthen the investigation and risk prevention and control of environmental hazards in key areas such as hazardous waste, tailings ponds, and heavy metals, as well as in jurisdictional sea areas and border areas. Implement a number of basic capacity building projects for environmental emergency response, establish and improve the emergency response system and emergency material reserve system, improve the level of environmental emergency command informatization, and properly and scientifically handle all kinds of environmental emergencies in a timely and scientific manner. Improve the system of environmental health monitoring, investigation and risk assessment.

7. Create a demonstration model for the construction of a beautiful China

(17) Build a Beautiful China Pilot Zone. Focus on the regional coordinated development strategy and major regional strategies, strengthen green development cooperation, and create a green development highland. Improve the coordinated protection mechanism of the ecological environment in the Beijing-Tianjin-Hebei region, accelerate the construction of a demonstration area for ecological environment restoration and improvement, and promote the construction of Xiong'an New Area into a model city for green development. In the in-depth implementation of the development strategy of the Yangtze River Economic Belt, we will adhere to the principle of joint protection and build a green development demonstration belt in which man and nature coexist in harmony. Deepen the convergence of rules and mechanisms in the field of ecology and environment in the Guangdong-Hong Kong-Macao Greater Bay Area, and jointly build a world-class beautiful bay area. Deepen the innovation of the Yangtze River Delta region's co-protection and integrated governance system, and build a beautiful Yangtze River Delta at a high level. Adhere to the principle of determining the city, the land, the people, and the production by water, and build a pilot area for ecological protection and high-quality development in the Yellow River Basin. Deepen the construction of national ecological civilization pilot zones. Based on the regional functional positioning, each region gives full play to its own characteristics and writes a provincial chapter in the construction of a beautiful China.

(18) Build a beautiful city. Adhere to the people's city built by the people and for the people, and promote the construction of a beautiful city oriented by green and low-carbon, beautiful environment, ecological livability, safety and health, wisdom and efficiency. Improve the level of urban planning, construction and governance, implement urban renewal actions, and strengthen inter-city and urban-rural ecological co-protection and environmental co-governance. Accelerate the transformation of the development mode of megacities, improve the efficiency of ecological and environmental governance in large and medium-sized cities, promote the upgrading and expansion of environmental infrastructure in small and medium-sized cities and counties, and promote the adaptation of environmental public service capacity to population and economic scale. Carry out assessment of urban ecological environment governance.

(19) Build beautiful villages. Promote the experience of Zhejiang's "Ten Million Project" according to local conditions, and promote the revitalization of rural ecology and the improvement of rural living environment as a whole. Accelerate the integrated innovation and popularization and application of agricultural input reduction and efficiency improvement technologies, strengthen the resource utilization of agricultural wastes and the classification and disposal of waste agricultural films, and focus on areas with prominent agricultural non-point source pollution to strengthen system governance. Solidly promote the revolution of rural toilets, and effectively control rural domestic sewage, garbage and black and odorous water bodies. Establish a monitoring and evaluation system for the rural ecological environment. Scientifically promote rural greening and beautification, strengthen the protection and utilization of traditional villages and the guidance of rural features. By 2027, 40% of counties will have completed beautiful villages, and by 2035, beautiful villages will be basically completed.

(20) Carry out innovation demonstrations. Promote the construction of beautiful cities by category, implement the construction of beautiful rural demonstration counties, and continue to promote excellent cases of beautiful rivers, lakes and beautiful bays. Promote the integration of the construction of a beautiful China into grassroots governance innovation. 8. Carry out the national action to build a beautiful China

(21) Cultivate and promote ecological culture. Improve the ecological cultural system based on ecological values, cultivate the mainstream values of ecological civilization, and accelerate the formation of ecological consciousness of the whole people. Excavate the excellent traditional ecological and cultural ideas and resources of China, and launch a number of excellent ecological literature masterpieces to promote the prosperity and development of ecological culture. Make full use of museums, exhibition halls, science and education halls, etc., to publicize the vivid practice of building a beautiful China.

(22) Practice a green and low-carbon lifestyle. Advocate a simple, moderate, green and low-carbon, civilized and healthy lifestyle and consumption pattern. Develop green tourism. Continue to promote the "CD-ROM Action" and resolutely stop food waste. Encourage green travel, promote the construction of urban greenway networks, and thoroughly implement the strategy of prioritizing the development of urban public transportation. Carry out a patriotic public health campaign in depth. Improve the level of garbage classification management, and promote the full coverage of garbage classification in urban residential areas at and above the prefecture level. Establish a green and low-carbon product standard, certification, and labeling system, and explore the establishment of public participation mechanisms such as "carbon inclusiveness".

(23) Establish a pluralistic participatory action system. Continue to carry out a series of activities of "Beautiful China, I am an actor". Give full play to the role of industry associations and chambers of commerce as bridges and the role of mass organizations in extensive mobilization, improve public ecological and environmental supervision and reporting feedback mechanisms, and promote the establishment of an ecological and environmental volunteer service system. 9. Improve the guarantee system for the construction of a beautiful China

Strengthen legal safeguards for the construction of a Beautiful China, promote the formulation and revision of relevant laws in the fields of ecology and environment, resources and energy, promote the compilation of ecological and environmental codes, improve public interest litigation, strengthen judicial protection in the field of ecological environment, and coordinate the promotion of compensation for ecological and environmental damages. Strengthen coordination and cooperation between administrative law enforcement and the judiciary, and strengthen cohesion and cooperation in areas such as information circulation, situation consultation, evidence collection, dispute resolution, and ecological restoration. Construct a general pattern of protection and governance from the top of the mountain to the ocean, and implement the most stringent ecological and environmental governance system. We will vigorously develop green finance, support eligible enterprises to issue green bonds, guide various financial institutions and social capital to increase investment, explore financial support models for regional environmental protection construction projects, steadily promote climate investment and financing innovation, and provide financing support for the construction of a beautiful China.

(26) Strengthen scientific and technological support. Promote self-reliance and self-improvement in green and low-carbon technology, innovate the system and mechanism of ecological and environmental science and technology, and build a market-oriented green technology innovation system. Pollution and carbon reduction, coordinated emission reduction of multiple pollutants, response to climate change, biodiversity conservation, new pollutant control, and nuclear safety should be regarded as key areas of national basic research and scientific and technological innovation, and key core technologies should be strengthened. Strengthen the in-depth integration of industry, university and research led by enterprises, guide enterprises, universities and scientific research units to jointly build a number of green and low-carbon industry innovation centers, and increase the supply of efficient green and environmental protection technology and equipment products. Adhere to the principle of common but differentiated responsibilities, and promote the construction of a fair, reasonable, and win-win global environmental and climate governance system. Deepen international cooperation in areas such as climate change, biodiversity conservation, marine pollution control, and nuclear safety. We will continue to promote the green development of the Belt and Road Initiative.

10. Strengthen the party's overall leadership

(30) Strengthen organizational leadership. (31) Responsibility for compaction work.
