2. Accelerate the green and low-carbon transformation and upgrading of traditional industries
(3) Promote the green and low-carbon optimization and reconstruction of traditional industries. Accelerate the optimization and adjustment of the product structure, energy consumption structure, raw material structure and process reengineering of traditional industries, and enhance the status and competitiveness in the global division of labor. Encourage areas with good industrial foundation and outstanding agglomeration characteristics, optimize the layout of the industrial chain, gather various resource elements, improve the ability of cluster governance, promote the industry to leap from agglomeration development to cluster development, and cultivate and form a number of internationally competitive advanced manufacturing clusters in the field of green and low-carbon. Focusing on the demand for hydrogen in petrochemical industry, iron and steel, transportation, energy storage, power generation and other fields, we will build a technical equipment system for the whole industrial chain of hydrogen energy production, storage, transportation and use, and improve the technical economy of hydrogen energy and the completeness of the industrial chain. Focus on various application scenarios of energy storage in the power system such as the power supply side, the grid side, and the user side, develop new energy storage multiple technologies, create an energy storage technology product matrix required by the new power system, and realize the large-scale application of energy storage at multiple time scales. Relying on the industrial foundation reengineering project and major technical equipment research projects, we will orderly promote the research of key basic materials, basic components and disruptive technologies closely related to the green and low-carbon transformation, and accelerate the breakthrough of a number of landmark major equipment such as green power equipment, rail transit, and construction machinery. Strengthen the main position of enterprises in scientific and technological innovation, and cultivate leading scientific and technological enterprises in the field of green and low-carbon, specialized and new "little giant" enterprises. Accelerate the construction of innovation consortia in key green and low-carbon areas and sources of original technologies. In the steel, petrochemical, chemical, home appliance and other industries, a number of national industrial measurement and testing centers will be built to carry out research and development of green and low-carbon key measurement technologies and equipment. We will continue to improve standards for energy conservation, water conservation, comprehensive utilization of resources, and environmental protection equipment, steadily upgrade standards for green factories, green products, green industrial parks, and green supply chains, and work together to promote standards in the field of green and low-carbon empowerment with digital empowerment. (15) Optimize the green and low-carbon benchmarking cultivation system. Give full play to the leading role of green and low-carbon benchmarking, build a benchmarking cultivation system that connects the "comprehensive benchmarking" of green manufacturing and the "single benchmarking" of subdivided fields, and build a leading force in the green development of the manufacturing industry. Formulate gradient cultivation and management measures for green factories, give full play to the basic and guiding role of green factories in the green and low-carbon transformation of the manufacturing industry, vertically form a green factory cultivation mechanism with national, provincial and municipal linkage, and horizontally drive the upstream and downstream enterprises in the park and the supply chain to create green factories through green industrial parks and green supply chain management enterprises. By 2030, the output value of green factories at all levels will account for more than 40% of the total output value of the manufacturing industry. Organize and carry out activities such as National Ecology Day, Environment Day, Energy Conservation Publicity Week, Low Carbon Day, China Water Week, etc., strengthen the guidance of public opinion of various media and public welfare organizations, increase the publicity of policies and regulations, advanced technologies and typical cases related to the green development of the manufacturing industry, and promote a number of advanced experiences and measures that can be used for reference and replication.
