On the eve of the convening of the National People's Congress and the National People's Congress, the Office of the Proposal Committee of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) announced the 2023 good proposals of the National Committee of the Chinese People's Political Consultative Conference, and selected a total of 58 good proposals, including the "Proposal on Improving the Environmental Public Interest Litigation System".
According to the "Measures for the Selection of Good Proposals of the Year by the Motions Committee of the CPPCC National Committee (Trial)" and the "Work Plan for the Selection of Good Proposals in 2023", after the recommendation of 70 proposal organizers, the Motions Committee of the CPPCC National Committee comprehensively considered the recommendation, the quality of the proposals, the coverage of the proposers, etc., and selected these good proposals, with a total amount of about 1% of the total number of proposals in the year.
According to the statistics of China Environment APP, among the 58 good proposals, the ones directly related to the ecological environment are the "Proposal on Improving the Environmental Public Interest Litigation System" (Proposer: Central Committee of the Revolutionary Committee of the Chinese Kuomintang), "Proposal on Promoting Urban and Rural Green Development through Construction Transformation" (Proposer: Yi Jun), "Proposal on Strengthening the Research and Control of New Pollutant Systems and Countermeasures and Suggestions to Help the Construction of Beautiful China" (Proposer: Wei Mingde), "Proposal on Promoting the Comprehensive, Balanced and High-Quality Development of Green Finance" (Proposer: Zhang Kui), 5 proposals on accelerating the new model of integrated development of transportation and energy to help build a green transportation power (proposer: Song Hailiang).
Among them, the "Proposal on Improving the Environmental Public Interest Litigation System" mentions that the report of the 20th National Congress of the Communist Party of China clearly points out that the public interest litigation system should be improved. In recent years, the people's courts at all levels have cracked down on and punished illegal and criminal activities that damage environmental resources through the trial of environmental resource cases, effectively safeguarding the environmental rights and interests of the people and improving the level of judicial protection for green development. However, environmental resources adjudication, especially environmental public interest litigation, started late, and there are many new ideas, new things, and new problems encountered. We have made suggestions on establishing and improving communication and docking mechanisms for environmental resources trials, promoting the establishment of special fund accounts or public interest litigation funds, researching and promoting the establishment of a sound system of ecological and environmental appraisal institutions, improving various norms for environmental resources cases, and professionalizing the adjudication team.
In the "Proposal on Strengthening the Research and Control of New Pollutants System and Countermeasures and Suggestions for Helping the Construction of a Beautiful China", Wei Mingde pointed out that the "Action Plan for the Treatment of New Pollutants" issued by the General Office of the State Council clearly put forward the goal of "by 2025, the legal system and management mechanism for environmental risk management of toxic and harmful chemicals will be gradually established and improved, and the ability to control new pollutants will be significantly enhanced". How to reduce the adverse effects and potential harms of new pollutant pollution on economic development, people's health and the construction of a beautiful China has become a topic that needs in-depth thinking at present and in the future.
In the "Proposal on Promoting the Comprehensive, Balanced and High-quality Development of Green Finance", Zhang Kui, member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Secretary of the Party Committee and President of the Hangzhou Central Branch of the People's Bank of China, believes that in recent years, China's green finance has flourished and has achieved remarkable results in supporting the green and low-carbon transformation of production and life, helping to improve the ecological environment, and responding to climate change. From the perspective of reform regions, at present, more comprehensive reform and innovation attempts have been carried out in 10 places in 7 provinces (autonomous regions and municipalities directly under the central government), but the development of green finance in other regions is still in its infancy, and the support of green finance is not comprehensive enough, the role of the capital market needs to be fully exerted, the degree of green data sharing and application is not high, and the participation of financial institutions in the carbon market is low, and other problems still exist, and the comprehensive, balanced and high-quality development of green finance should be promoted.
In the "Proposal on Accelerating the Development of a New Model of Transportation and Energy Integration to Help the Construction of a Green Transportation Power", Song Hailiang, a member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Secretary of the Party Committee and Chairman of China Energy Construction, suggested that the development plan and comprehensive guidance for the integration of transportation and energy should be prepared as soon as possible, an effective integrated development mechanism should be established, and the construction of technological innovation and standard system should be accelerated.
