According to the "Looking Back 2023" series of theme press conferences recently held by the Information Office of the Inner Mongolia Autonomous Region Government, in 2023, the autonomous region will take the promotion of high-end, intelligent and green development of the manufacturing industry as the main direction, continue to operate steadily, promote development, adjust structure, improve quality and efficiency, and run green and low-carbon requirements through the whole process of manufacturing development, formulate and implement carbon peak plans in the industrial field and carbon peak plans for steel, nonferrous metals, building materials, and chemical sub-industries, as well as industrial energy efficiency and water efficiency improvement action plans, and continuously accelerate the pace of green transformation. We will make every effort to promote the green and low-carbon development of the industry, and continue to improve the "green content" of the industry.
The autonomous region has vigorously adjusted and optimized the industrial structure, grasped the industry, cultivated the industry, and exchanged momentum with chain thinking, promoted the extension of the industrial chain to the downstream, and the value chain to the middle and high-end, and the low-carbon industries with advantages and characteristics such as new energy equipment manufacturing, new chemicals, new materials, green agricultural and livestock product processing, and biopharmaceuticals have continued to grow and develop. From January to November, the overall growth rate of the industrial economy in the region remained stable, the industrial added value above the designated size increased by 7.4% year-on-year, 3.1 percentage points higher than the national level, ranking sixth in the country, the annual industrial added value will exceed the trillion yuan mark, the strategic emerging industry increased by 13.8%, and the high-tech manufacturing industry increased by 12%, which has achieved remarkable results in stimulating the manufacturing industry, and the industrial market is solid and stable.
At the same time, the autonomous region has withdrawn from restricted production capacity in an orderly manner, and has shut down and withdrawn 2.6 million tons of iron-making capacity, 1.5 million tons of steel-making, 3.71 million tons of ferroalloy, 3.9 million tons of calcium carbide, and 12.09 million tons of coke, freeing up more than 11 million tons of standard coal and reducing carbon dioxide emissions by more than 26 million tons. At the same time, it actively promotes energy-saving and low-carbon technologies, and has compiled the "Inner Mongolia Autonomous Region Industrial Field Green and Low-Carbon Advanced Technology Promotion Catalogue (2023)", involving 39 energy-saving technology and equipment products, 3 water-saving technology and equipment, and 6 comprehensive resource utilization technology and equipment in metallurgy, chemical industry, building materials, communications and other industries, supporting enterprises to implement energy-saving technological transformation in the application catalogue and promoting the promotion and application of advanced technologies.
In addition, the autonomous region will accelerate the pace of energy-saving and water-saving transformation, and in 2023, 208 energy-saving and water-saving technological transformation projects will be implemented, saving 1.07 million tons of standard coal and 12.5 million tons of water.
The autonomous region has also comprehensively implemented green manufacturing, cultivated green manufacturing demonstrations in industries such as iron and steel, nonferrous metals, chemicals, and agricultural and livestock product processing, and established 67 green factories, 30 green products, 4 green parks, and 13 green supply chains. Up to now, a total of 298 green factories, 24 green parks, 92 green design products, and 26 green supply chains have been established in the region, and the level of green manufacturing in the region has been continuously improved. Substantial progress has been made in green electricity trading, with the first batch of green certificate transactions organized in the region, with a total annual green certificate turnover of 920,000, effectively contributing to the green and low-carbon development of the industry.
In the next step, the autonomous region will thoroughly implement the "Opinions of the State Council on Promoting the High-quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-style Modernization" and the spirit of the National Conference on the Promotion of New Industrialization, formulate and implement the "Implementation Opinions of the Inner Mongolia Autonomous Region on Accelerating New Industrialization", and implement industrial green development actions from five aspects: carbon peaking in the industrial field, energy conservation and consumption reduction, water conservation and efficiency improvement, comprehensive utilization of industrial solid waste, and green manufacturing, and make every effort to promote the green and low-carbon development of the region's industry.
