Continue to build a solid bottom line of safety. Further promote pollution prevention and control. In 2023, the average concentration of PM2.5 in the province will reach the "30+" level for the third consecutive year, more than 10% better than the annual target issued by the state, and the results of air quality improvement will be further consolidated, the proportion of excellent water bodies in the state-controlled surface water assessment section will be 84.3%, exceeding the annual target by 15.7 percentage points, the proportion of excellent water bodies in the Yellow River Basin, Nansi Lake and Dongping Lake basin will reach 100%, and the five types of water bodies and below will be dynamically cleared.

Coordinate ecological protection and restoration. Promote the promulgation of the "Shandong Provincial Biodiversity Conservation Regulations", the issuance of the "Implementation Opinions on Further Strengthening the Conservation of Biodiversity", the introduction of ecological protection redline ecological environment supervision measures, in 16 counties to carry out ecological redline supervision pilots, the implementation of provincial-level nature reserves ecological protection effectiveness assessment, the introduction of the high-quality development of the ecological and environmental protection industry "311" project three-year action plan, the launch of the provincial ecological environment scientific and technological achievements transformation and environmental protection industry development comprehensive service platform, the number of environmental protection enterprises in the country.

Promote the Yellow River strategy in depth. The "Ten Major Actions" for ecological protection in the Yellow River Basin have been implemented, and 887 sewage outlets in the basin have been comprehensively investigated, with a 97% pass rate for traceability and audit, and the construction of "one estuary and one wetland" has been steadily promoted; the three-year battle for the comprehensive treatment of the Nansi Lakes has been successfully concluded, and the main objectives and tasks have been fully realized; and the four provinces of Shandong, Jiangsu, Henan, and Anhui have all been promoted to issue comprehensive discharge standards for water pollutants in the Nansi Lake Basin, thus achieving a historic unification of sewage discharge standards.

Tackling climate change. Carry out the mid-term assessment of the 14th Five-Year Plan for climate change, and prepare and implement the Action Plan for Adaptation to Climate Change in Shandong Province 2035. Strictly implement the "two high" projects to reduce carbon emissions and substitute, promote the province's key emitting enterprises to actively participate in the national carbon trading market performance, the number of trading enterprises and turnover are the first in the country;
