In 2023, the ecological environment department will actively play the role of the "three ledgers" and the green channel mechanism for the environmental impact assessment and approval services of national, local and foreign-funded major projects, and provide whole-process guarantee for major investment projects on the basis of strictly abiding by the bottom line of ecological and environmental protection. The EIA and approval of 415 key projects, including the Yellow River Guxian Water Conservancy Project, the Hefei-Wuhan High-speed Railway, and the southern section of the China-Russia East Line Natural Gas Pipeline Project, have been successfully completed, boosting regional economic development. At the same time, effective investment in the field of ecology and environment continues to expand. According to the data, 12,000 projects have been included in the "14th Five-Year Plan" major project ledger system in the field of ecology and environment, with an investment of 600 billion yuan.

In the past year, the ecological environment department has given full play to the functional role of ecological and environmental protection, deepened ecological and environmental services, planned and launched new successive policies and measures in a timely manner, integrated ecological environmental protection into the overall situation of economic and social development, and vigorously promoted the continuous recovery of economic operation.

Focus on reform, improve quality and efficiency, and promote the innovation of environmental impact assessment of the ecological environment system. Last year, the Anhui Provincial Department of Ecology and Environment guided the China (Anhui) Pilot Free Trade Zone Hefei Area High-tech Industrial Development Zone to "form a group" to carry out reform pilots, improve the efficiency of administrative examination and approval by adopting merger approval, first approval and re-examination, etc., and promote the transformation of the environmental impact assessment system from the traditional administrative examination and approval to the government's active service and "one-certificate" management of pollutant discharge permits; The "one map and four scenarios" of pollutant discharge permit information facilitate enterprises to grasp the progress of the project in a timely manner and select the best EIA intermediaries......

On the one hand, the ecological environment department still adheres to the tone of "strictness", strictly controls the access gates, resolutely curbs the blind launch of "two highs and one low" projects, and guards the first line of defense of lucid waters and lush mountains. On the other hand, we should give full play to the green leading role of the EIA system and promote the green and low-carbon development of the economy.

Focus on improving the efficiency of law enforcement and reduce the cost of green development for enterprises. In 2023, the Ministry of Ecology and Environment (MEE) will issue the newly revised Measures for Administrative Penalties for the Ecological Environment, adding new measures such as no penalty for the first violation and no penalty for no subjective fault, and further implementing the positive list system for ecological environmental supervision and law enforcement. Last year, more than 51,000 enterprises were included in the positive list of supervision and law enforcement, and more than 53,000 off-site inspections were carried out, and the number of on-site law enforcement inspections decreased by 20.9% year-on-year. Adhering to the combination of "online" and "offline", nearly 28,000 people were organized to carry out 16 rounds of on-site and 14 rounds of remote air quality improvement supervision and assistance in key areas, inspected 57,000 enterprises in key industries, and found and promoted the solution of more than 87,000 various gas-related environmental problems.

The ecological environment department continuously optimizes law enforcement methods, with the help of science and technology and other means, organically combines punishment, publicity, education, management, assistance and other methods, and helps enterprises solve environmental problems, improve the level of governance, and guide enterprises to take the initiative to embark on the road of green development while continuously improving the efficiency of ecological and environmental law enforcement.

In addition, the zoning control of the ecological environment is a clear bottom line and a frame for high-quality development, preventing ecological damage and environmental pollution from the source, optimizing the industrial layout, and reducing environmental risks. All localities take the initiative to play the role of "three lines and one order" to provide services for the site selection and landing of enterprises. In Qingdao, Shandong Province, the "Three Lines and One Order" data intelligence application platform helps enterprises determine in advance whether the project site selection is consistent with the "Three Lines and One Order" ecological environment zoning control plan and municipal water sources, so as to avoid site selection risks and help the project to be implemented in compliance.

Rectify outstanding ecological and environmental problems, strengthen supervision of ecological protection and restoration, and ensure environmental safety

As the "mother river" on which the local people rely for their survival, the water quality of about 22.3 kilometers of the Huaxi River in Banan District, Chongqing Municipality has been in the inferior class V for a long time. In order to restore the clear appearance of the mother river, the Banan District Party Committee and the district government took the opportunity of the central ecological and environmental protection inspection to carry out the renovation of the whole basin, and the former "dirty water river" gradually transformed into an ecological corridor with clear water and green banks.

Under the promotion of the central ecological and environmental protection inspectorate, all parts of the country have adhered to the problem-oriented, concentrated on solving a number of outstanding ecological and environmental problems, gnawed off a number of "hard bones" that have not been gnawed in the past, and eliminated a number of "old and difficult" problems that affect high-quality development.

According to the data, by the end of 2023, the second round of the central ecological and environmental protection inspector rectification plan has clarified 2,164 rectification tasks, with an overall completion rate of 79%.

In the past year, all parts of the country have continued to improve the overall level of ecosystem quality, eliminate the phenomenon of crowding out important ecological spaces, continuously expand the capacity of the ecological environment, and improve the carrying capacity of the ecological environment.

We will continue to strengthen the supervision of ecological protection and restoration, and enhance the stability and sustainability of ecosystem diversity. Shaanxi Province adheres to joint management and strict law enforcement and supervision, and 98% of the core protected areas, 77% of the key protected areas, and 22% of the general protected areas of the Qinling Mountains are classified as ecological protection red lines, accounting for 45% of the total area of the Qinling Mountains. Gansu Province has continuously improved the normalized and long-term protection system and mechanism, continuously strengthened the supervision and inspection of the remediation area, and strictly prevented the rebound and secondary damage of ecological and environmental problems in the jurisdiction.

Vigorously investigate and solve environmental problems in key river basins, and promote the high-quality development of the Yangtze River Economic Belt and the Yellow River Basin. Last year, 1,136 tailings ponds in the Yangtze River Economic Belt and 235 tailings ponds in the Yellow River basin were rectified; the relevant provinces cleaned up and remediated nearly 34 million tons of solid waste under the "waste removal campaign" in the Yellow River Basin, with a completion rate of 99.4 percent; the on-site phase of the investigation of the pollution status of historical mines in the Yellow River basin was completed efficiently; nearly 109,000 sewage outlets were identified and more than 20,000 environmental problems related to sewage outlets were found and promoted to be solved.

In the past year, the country's natural ecosystems have remained stable on the whole, the number of heavily polluted days has been effectively controlled, the pollution of surface water during the flood season has been effectively controlled, and the outbreak of blooms in key lakes has been effectively curbed; the "one river, one policy, one map" for environmental emergency response in 2,266 key rivers has been compiled, accounting for 90 percent of the total number of plans, and more than 106,500 environmental emergencies and hidden dangers have been investigated nationwide, accounting for about 95 percent The Ministry of Ecology and Environment (MEE) has directly dispatched and guided the handling of 121 emergencies of various kinds, implemented life-cycle environmental risk control measures for 14 types of new pollutants across the country, eliminated 8 types of key new pollutants, and completed environmental information statistics on the production and use of more than 4,000 key chemical substances in 122 key industries.

 The implementation of a series of effective measures and the solution of a number of outstanding environmental problems have not only freed up environmental capacity and ensured environmental safety, but also laid a solid foundation for high-quality development. 

Reduce pollution and carbon emissions, make it livable and workable, and promote green and low-carbon economic and social development

Controlling the emissions of high-polluting and high-emission enterprises is the key to reducing pollution and carbon emissions across the country, and it is also the key to promoting high-quality development through high-level environmental governance across the country. 

In order to help enterprises achieve low-cost emission reduction and high-quality development, Jiangxi has introduced "financial living water", and the Provincial Department of Ecology and Environment has strengthened cooperation with financial management departments and financial institutions to jointly build a carbon account and carbon emission reduction project library for enterprises in the province. Hefei High-tech Zone in Anhui Province took the lead in setting up the "Environmental Protection Encouragement Award", "Environmental Protection Technological Transformation Award" and "Green Development Award" in the country, piloting the implementation of the carbon credit system for industrial enterprises, and encouraging enterprises to adopt advanced technology to implement energy-saving technological transformation...... 

All parts of the country have taken green and low-carbon as the goal, steadily carried out multi-field and multi-level collaborative innovation in pollution reduction and carbon reduction, continuously shaped new momentum and new advantages for development, and continued to enhance the potential and stamina of development. Yibin City, Sichuan Province, has comprehensively promoted the construction of "Electric Yibin" and accelerated the construction of "Pilot Cities for the Application of New Energy Vehicle Battery Swap Mode (Heavy Truck Characteristic Category)". Changshan County, Zhejiang Province, through the establishment of a carbon emission accounting system, takes the main body of pomelo production as the object of carbon account construction, quantifies the carbon emissions of orchards in an all-round way, and adopts incentive policies to guide the main body of carbon account to reduce pollution and carbon emissions...... 

It is estimated that from 2013 to 2022, sulfur dioxide and nitrogen oxide emissions will drop by 85% and 60% respectively, and carbon emission intensity will be reduced by 34.4%; 

All parts of the country have taken the synergy of pollution reduction and carbon reduction as the overall starting point, accelerated the formation of green development methods and lifestyles, accelerated the green and low-carbon process of economic and social development, planted a green background for high-quality development, and cultivated a green driving force for high-quality development. 

Last year, the Ministry of Ecology and Environment launched a new batch of ecological civilization construction demonstration zones and the construction of "lucid waters and lush mountains are invaluable assets" practice and innovation bases, and awarded and named the seventh batch of 104 ecological civilization construction demonstration zones and 53 "lucid waters and lush mountains are invaluable assets" practice and innovation bases. 

At the same time, on the basis of the demonstration and creation of ecological civilization, the EOD model has also taken root. 

In 2023, the Ministry of Ecology and Environment issued and implemented the Guidelines for the Implementation of Eco-Environment-Oriented Development (EOD) Projects (for Trial Implementation), and by the end of 2023, a total of 229 EOD projects had been pushed to financial institutions, with a total investment of 971.8 billion yuan, financing needs of 682.8 billion yuan, and 201.2 billion yuan of credit had been granted. The EOD project of "Dongtou Zhuwan Gongfu Sea Garden" was successfully approved into the national project database, becoming the first EOD project of comprehensive marine environment management in China, and the construction of the eco-environment-oriented development project (EOD) of the Dachaidan Executive Committee of Haixi Prefecture in Qinghai Province was officially started...... 

All parts of the country actively explore new ways to promote ecological priority and green development, continuously link the protection and restoration of ecological environment with the rights and interests of ecological product management and development, form a benefit-oriented mechanism for protecting the ecological environment, transform ecological advantages into economic advantages, and create a development path that integrates ecology and industry. 

This year marks the 75th anniversary of the founding of the People's Republic of China and a crucial year for achieving the goals and tasks of the 14th Five-Year Plan.
