Inner Mongolia has abundant green power resources and huge development potential, when the wind and light of Inner Mongolia light up the lights of the mainland, the construction of a national green power trading pilot in Inner Mongolia has also become a new aspiration of the grassland people. At the 2023 National People's Congress and the National People's Congress, I brought the "Proposal on Supporting Inner Mongolia to Build a National Green Power Trading Pilot".
As early as September 2021, the National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) officially approved the "Green Power Trading Pilot Work Plan" prepared by the State Grid Corporation of China and China Southern Power Grid Corporation, the Beijing Electric Power Trading Center issued the "Implementation Rules for Green Power Trading in the Beijing Electric Power Trading Center", and the power trading institutions in the southern region jointly compiled and issued the "Green Power Trading Rules for the Southern Region (Trial)", which clearly stipulates the definition, rules and mechanisms of green power trading. Based on the whole life cycle from energy production to energy utilization, green power trading has opened up channels for priority trading, priority execution and priority settlement for wind- and solar-based green energy in terms of mechanism, which reflects the green attributes and environmental value of electric energy, and is conducive to accelerating the development and consumption of green electricity.
As of the end of 2022, the installed capacity of new energy has reached 65 million kilowatts, and the installed scale of wind power and the amount of electricity delivered ranked first in the country, making it an important national energy and strategic resource base. However, due to the lack of green electricity trading mechanism and related incentive assessment mechanism, the enthusiasm of enterprises to use green electricity is not high, and the utilization rate of new energy ranks low in the country. In Inner Mongolia, the construction of a national green power trading pilot, research and formulate green power trading implementation rules, and clarify the trading organization, power grid dispatching, price formation mechanism and carbon emission trading market convergence policies, can realize the environmental value of green power in a market-oriented way, and improve the level of new energy consumption and utilization in Inner Mongolia.
Therefore, I propose that Inner Mongolia be included in the national green power trading pilot. This can not only promote the development of Inner Mongolia's green power market, but also provide more high-quality resources for green power trading across the country, and at the same time promote the high-level consumption and utilization of new energy in Inner Mongolia, and help Inner Mongolia complete the "14th Five-Year Plan" dual control of energy consumption and carbon emissions.
Specific measures include: strengthening communication with relevant departments in Inner Mongolia to jointly formulate more perfect green power trading rules, improving the transparency and fairness of transactions, and attracting more enterprises and investors to participate; encouraging enterprises in Inner Mongolia to actively participate in green power trading, promoting the transformation and upgrading of enterprises in the field of green energy, and improving the competitiveness and sustainable development of enterprises; strengthening the supervision of Inner Mongolia's green power market to ensure the healthy and orderly development of the market; and timely punishing violations to protect the interests of investors and maintain the fairness and stability of the market。
Just over a month ago, the government of Inner Mongolia Autonomous Region issued the "Notice on Several Measures to Promote the Consumption of New Energy", proposing to vigorously promote the planning and construction of incremental distribution networks, encourage power grid enterprises to establish long-term strategic cooperative relations with regional state-owned energy investment enterprises, and formulate detailed rules for the implementation of incremental distribution network consumption of new energy.
As the country's largest power security base, Inner Mongolia is gearing up to build a national green power trading pilot. I will continue to appeal for this.
