A number of measures to support the development of facility agriculture

In order to solve the problems of small scale, poor hardware facilities, weak scientific and technological support, and low operating efficiency in the whole region, and strive to increase the area of facility agriculture to more than 2.8 million mu by 2026, and build a new pattern of modern facility agriculture with a more reasonable regional layout, significant improvement in scientific and technological equipment conditions, and continuous enhancement of development quality, efficiency and competitiveness by 2030, the following measures are formulated in combination with the actual situation of the autonomous region.

1. Support the large-scale development of facility agriculture

For the "vegetable basket" base and facility agricultural development advantage area around the city, the large-scale development will be supported by the way of first building and then supplementing, and the new ordinary solar greenhouse will be more than 500 acres, more than 1,000 acres of plastic cold sheds, more than 50 acres of single intelligent greenhouses, and more than 1,000 acres of ordinary solar greenhouses will be renovated in a centralized manner, according to the new ordinary solar greenhouses of 20,000 yuan per mu, plastic cold sheds of 2,000 yuan per mu, and intelligent greenhouses of 100 yuan per square meter. Transform and upgrade the standard of 10,000 yuan per mu for ordinary solar greenhouses, and give subsidies to the construction body. 2. Enhance the ability of property rights financing for agricultural facilities

Promote the registration and issuance of certificates for the confirmation of the ownership of agricultural facilities throughout the region, improve the accuracy and coverage of the certificates, and promote the innovation of financial institutions to carry out mortgage loans such as property rights certificates and business licenses for agricultural facilities. 3. Innovative financial support

On the basis of the existing interest discount policy, the financial departments of the autonomous region at all levels will discount the interest rate by another 10%-20%, and the cumulative interest discount of the central government and the autonomous region shall not be higher than 90% of the loan market quotation rate (LPR) of the same grade announced by the People's Bank of China and shall not exceed 3% of the loan interest rate (the actual interest rate is calculated according to the effective interest rate if the actual interest rate is lower than the LPR). The guarantee rate for facility agriculture loans shall not be higher than 1%. Expand the scope of facility agricultural insurance, encourage qualified localities to implement full insurance coverage, and introduce differentiated subsidy policies. In view of the shortcomings and weaknesses of facility agriculture mechanization, more facility agricultural mechanization equipment will be included in the scope of agricultural machinery purchase subsidies. 7. Strengthen factor safeguards

Priority will be given to supporting facility agriculture projects such as land transfer income funds, land index transaction income and science and technology investment funds. Support the development of facility agriculture in regions such as the Gobi, deserts, and saline-alkali wastelands where conditions permit. Under the premise of "determining the land by water", the water supply for facility agriculture should be guaranteed. The agricultural electricity policy for agricultural production shall be implemented for the use of electricity in facilities. Support the green and circular development of facility agriculture, encourage the use of photovoltaic power generation to increase temperature and supplement light, and make full use of geothermal and industrial waste heat, waste gas (carbon dioxide) and other materials for the reuse of facility agricultural production. A number of measures to support the development of facility animal husbandry

In order to solve the problems of extensive production mode, low proportion of fattening and low operating efficiency of facility animal husbandry in the whole region, and strive to achieve a large-scale livestock and poultry breeding rate of more than 78% by 2026, and the production efficiency, output quality and driving role of modern facility animal husbandry have been significantly enhanced, the following measures are formulated in combination with the actual situation of the autonomous region.

1. Promote the improvement of the quality and efficiency of facility animal husbandry

Vigorously promote the captive breeding, the actual annual slaughter of 500 fattening beef cattle or more than 3,000 sheep of large-scale farms, cooperatives, breeding parks, and slaughtered in the autonomous region and with a certificate of origin quarantine, according to the slaughter of 300 yuan per beef cattle, 60 yuan per sheep to give rewards. The incentive funds are mainly used for infrastructure construction, manure treatment facilities and modern breeding facilities and equipment upgrading, so as to improve the scale, standardization and intelligence level of cattle and sheep fattening. Guide farmers and herdsmen to develop moderate-scale cattle and sheep fattening. Support the construction of large-scale and efficient facility farms for chickens, ducks and geese. 3. Enhance the supporting capacity of scientific and technological equipment

Increase the support for scientific and technological projects in facility animal husbandry, and carry out research, innovation, introduction and promotion in the fields of forage and forage, improved breeding, intensive processing, and disease prevention and control. For farmers and herdsmen and production and operation organizations in eligible banner counties (cities and districts), 16 items such as rakes, total mixed ration preparation machines, and manure cleaners purchased shall be subsidized on the basis of the fixed subsidy of the central government, and the subsidy amount shall not exceed 1/3 of the fixed subsidy of the central government. 4. Innovate financial and insurance services

Land for the construction of livestock and poultry breeding facilities shall be managed as agricultural land. Under the premise of "four waters and four determinations", we should ensure the use of water for animal husbandry in facilities. Every year, in 2-5 banner counties (cities, districts) to carry out animal husbandry socialization service pilots, priority support for the creation of facilities animal husbandry demonstration banner counties, through the award substitution, purchase of public services and other forms of forage processing, precision feeding, disease prevention and control, breed improvement and other socialized services, each pilot at least covers more than 100,000 sheep units of livestock. Relying on scientific research units and universities to form expert teams, carry out new technologies and new models of application and promotion training, strengthen talent security, and promote the improvement of the level of scientific and technological support for animal husbandry in demonstration banner counties.
