On May 15, the launching ceremony of the 2024 "National Low Carbon Day" in Shaanxi was held in Xi'an Qujiang Zhonghe Square, which is the twelfth "National Low Carbon Day". Shaanxi Provincial Department of Ecology and Environment, Development and Reform Commission, Department of Education, Department of Science and Technology and other departments, as well as relevant units, enterprises, media representatives attended the event, Shaanxi Provincial Department of Ecology and Environment Deputy Director Zhao Jiahong delivered a speech and announced the launch of the main event in Shaanxi.

In recent years, Shaanxi Province has conscientiously studied and implemented Xi Jinping Thought on Ecological Civilization, insisted on putting the construction of ecological civilization in an important position, focused on the requirements of the "dual carbon" goal, focused on promoting the green and low-carbon transformation of the development mode, actively promoted the implementation of the national strategy to respond to climate change, insisted on paying equal attention to mitigation and adaptation, and regarded green and low-carbon development as a major strategy for economic and social development and an important way for the construction of ecological civilization, and achieved positive results. The industrial structure and energy structure were further optimized, with the installed capacity of new energy in the province reaching 40.01 million kilowatts, accounting for 41.7% of the total installed power capacity in the province, and the number of new energy vehicles was 528,700, ranking 15th in the country, an increase of 70.59%; 100% of the 64 power generation companies included in the national carbon market have fulfilled their obligations. Yan'an City and Ankang City have passed the national assessment and acceptance. Xixian New Area, Shangluo City and Tongchuan City were selected as National Pilot Cities for Deepening Adaptation Cities, Xi'an City was selected as National Pilot Cities for Collaborative Innovation in Pollution Reduction and Carbon Reduction, and Yulin City and Xixian New Area were selected as National Pilot Cities for Carbon Peaking. Shangluo explores the establishment of a value realization mechanism for ecological products, and transforms the "good value" of lucid waters and lush mountains into the "good value" of Jinshan Yinshan. Xi'an Geely Automobile Co., Ltd. and Yuanjiazhuang Community, Yuanjiazhuang Street, Foping, Hanzhong City, were selected as 2023 green and low-carbon typical cases by the Ministry of Ecology and Environment. Xixian New Area has introduced "one standard, two methods" for climate investment and financing, and has solved the financing of 7.57 billion yuan for 19 projects. The forest coverage rate of the province is 46.84%, and the green territory has moved from "light green" to "dark green".

In addition, the "Implementation Guide for Carbon Neutrality of Large-scale Events in Shaanxi Province (Trial)" was also released at the event. According to the Implementation Guidelines, large-scale event organizers can offset the actual greenhouse gas emissions generated by large-scale events by purchasing carbon allowances, carbon credits, or by building new carbon sequestration forests. Key emitting entities included in the carbon market management are encouraged to save carbon allowances through measures such as strengthening energy conservation and consumption reduction, which are used to support carbon neutrality of large-scale activities. The release of the "Implementation Guide" is a new exploration of low-carbon development in large-scale events in Shaanxi Province, which will not only help reduce greenhouse gas emissions, but also actively promote the spread of low-carbon concepts, and take a solid step towards a carbon-neutral society in the province.

During the period, the provincial low-carbon near-zero carbon pilot unit Fengxi New Town Management Committee and the People's Government of Liuba County made exchanges and speeches on low-carbon typical cases. Representatives of the Environmental Protection Volunteer Federation issued the "Beautiful Shaanxi, Low Carbon First" initiative, advocating the whole society to take active action and contribute to the beautiful Shaanxi and low-carbon life. After the launching ceremony, the participants joined the bicycle riding activity to practice the concept of low-carbon travel with practical actions.
