Ordos City has a vast area of desertified land and sufficient sunlight, which is not only a key area for desertification prevention and control, but also an ideal place for the construction of wind power and photovoltaic integration projects. In 2024, Ordos City will focus on the fact that the task of desertified land management accounts for 70% of the Yellow River's "several bends" in the battle area, and launch the "Ten Major Actions" such as comprehensive management of the Kubuqi Desert and annihilation of the Mu Us Sandy Land. In the northern edge of the Kubuqi Desert and the south bank of the Yellow River, it is planned to build a "photovoltaic Great Wall" with a total length of about 400 kilometers, an average width of about 5 kilometers and a total site area of more than 2,000 square kilometers, and build a "one corridor and multiple points" wind power photovoltaic sand control project in the Mu Us Sandy Land, and actively explore the "new energy +" production and marketing integration model, and plan to build a total installed capacity of 150 million kilowatts of new energy by 2030, treat 12 million mu of Kubuqi desertified land, with a governance rate of 70%, and treat 3 million mu of Mu Us bare sandy land. Focus on the "beautiful ecology" goal of harnessing the desert and protecting the Yellow River. Since the 18th National Congress of the Communist Party of China, Ordos City has thoroughly implemented Xi Jinping's thought on ecological civilization, coordinated the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, and completed a total of 65 million mu of forest and grass ecological construction, and an average of 10,000 mu of sand control per day since the launch of the Yellow River's "several bends" campaign, and was rated as a national ecological civilization construction demonstration zone. At present, desertification prevention and control has entered a critical period, which requires us to uphold the spirit of perseverance and make more arduous efforts. Ordos City has fully launched the 2024 project of the Yellow River's "Several Bends", with the construction of the sixth phase of the "Three Norths" project as the traction, started the construction of landmark projects such as the border forest belt on the northern edge of Kubuqi and the wind-blown sand path barrier zone in the hinterland, carried out the ecological restoration of photovoltaic power stations and surrounding ecological red lines and nature reserves, and completed the treatment of 5 million mu of desertified land within the year. Vigorously implement the multi-scenario integration governance project, and the grid-connected and new new energy base projects adopt the "combination of forest and grass" model, use the ecological technology of "forest and light complementation" and "grass and light complementation", and combine with "photovoltaic +" projects such as planting and breeding, eco-tourism, etc., to form a new model of integrated development of three industries of "green electricity on the board, green gold under the board, and take-out tourism on the board", so as to realize the beautiful ecological picture of governing a desert and protecting the mother river.

Focus on the goal of "increasing green electricity" for energy transformation and capacity expansion. To this end, the municipal government signed a strategic cooperation agreement with Inner Mongolia Electric Power Group to promote the consumption of green power in the Mengxi power grid at the same time, strengthen the construction of the main grid of the municipal power grid, build 5 new and expand 2 500 kV substations during the "14th Five-Year Plan" period, add 21.6 million kilowatts of substation capacity, plan to build 3 green power channels in the city, and promote the local consumption of green power as much as possible.

Focus on the goal of "revitalizing the industry" by strengthening the base and gathering the chain, complementing each other and win-win. Under the strategic goal of "dual carbon", the energy transition will accelerate "change to the new", and the industrial upgrading will be "going green". Ordos City adheres to the energy transformation to drive industrial upgrading, promote the development of new energy with industrial upgrading, and rely on the advantages of green power to accelerate the construction of a world-class new energy industry and green manufacturing cluster. Vigorously promote the development of the whole industrial chain of new energy. Seize the opportunity of large-scale development and construction of new energy, simultaneously promote the two-way empowerment of "installed capacity + equipment", vigorously promote the "wind and solar hydrogen storage vehicle" new energy equipment manufacturing industry cluster, introduce 52 industrial chain heads and supporting enterprises, and build the first photovoltaic industry chain, the first power battery production line, the first hydrogen fuel cell, and the first new energy passenger car production line in the autonomous region, and in 2025, 160GW of photovoltaic wind power equipment, 30,000 sets of hydrogen fuel cell systems, and 100GWh of power and energy storage batteries will be formed. The production capacity of 1 million tons of positive and negative electrode materials and 500,000 new energy vehicles. Accelerate the coupling development of traditional industries and new energy. Ordos has built a modern coal chemical production capacity of 20 million tons, a coking capacity of 11.9 million tons, and a metallurgical production capacity of 4.78 million tons. At present, we are taking the substitution and consumption of green electricity as the main force point, vigorously promoting the coupling development of traditional industries and new energy, building the world's first zero-carbon industrial park, promoting the comprehensive construction of low-carbon and zero-carbon parks in various economic development zones, accelerating the construction of hydrogen energy industrial parks, and actively carrying out new energy consumption pilots and new power system demonstrations in incremental distribution networks, and promoting the electricity consumption of high-energy industries to exceed 80 billion kilowatt-hours by 2025. High-level transformation, attract more advanced high-energy enterprise projects to settle in Ordos, and continue to make traditional industrial clusters bigger, stronger and better.

Focus on the goal of "strong science and technology innovation" led by science and technology and scene integration. The high-quality implementation of desertification prevention and control and wind power and photovoltaic integration projects requires the support of high-level scientific and technological innovation capabilities. In recent years, Ordos has insisted on putting scientific and technological innovation at the core, and has been approved to build an innovation demonstration zone for the national sustainable development agenda, and has cooperated with top universities and research institutes such as Tsinghua University and Peking University to build a number of high-level scientific and technological innovation platforms, and produced a number of industry-leading scientific and technological achievements. In the next step, we will combine the implementation of the scientific and technological "breakthrough" project, extensively build the "national brand" and "Mongolian brand" innovation platform, make every effort to tackle key core technologies such as efficient development of wind and solar, efficient hydrogen production from renewable energy, advanced large-scale energy storage, and research and demonstration of green and low-carbon technologies for soil and water conservation, focus on the development and layout of key industries, build a number of pilot bases, promote the demonstration and application of "the first set" of major technical equipment, and comprehensively build a green and sustainable technology system, so as to inject strong momentum into desertification prevention and green development.

Focus on the goal of "promoting common prosperity" of green and rich and benefiting enterprises and benefiting the people. The integrated project of sand prevention and control and wind power and photovoltaic has a strong role in driving radiation, and can achieve "multiple benefits with one stone" of greening, energy and income. Ordos City adheres to the sense of community of the Chinese nation as the main line of all work, fully mobilizes cadres and people of all ethnic groups to participate in the construction of green homes, takes the initiative to participate in the project of enriching the people, and creates a strong atmosphere for all employees to make efforts and grasp the integration of fast drying. Explore the establishment of a diversified investment mechanism, fully mobilize the enthusiasm of private capital to participate, improve the "base + enterprise + cooperative + farmer" interest linkage mechanism, support the Gacha Village collective economic organization to invest in funds, resources, assets, etc., and fully implement the work for relief in the desertification prevention and control project, which is expected to provide 50,000 stable jobs, continue to improve the operating income and wage income of farmers and herdsmen, and strive to increase the per capita annual income by more than 20,000 yuan, and the average annual growth of the output value of the ecological industry by 1 billion yuan. Efforts will be made to build a new energy green headquarters economic base of "production and manufacturing + engineering construction + operation and maintenance services", encourage power generation enterprises to carry out desertification control projects, and promote the coordinated development of "new energy + desertification control" projects and supporting industries.
