In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the deployment of the Central Economic Work Conference, improve the regulation and control of total energy consumption and intensity, focus on controlling fossil energy consumption, expand the application scenarios of green electricity certificates (hereinafter referred to as "green certificates"), further promote the energy consumption revolution, accelerate the comprehensive green transformation of economic and social development, and promote the completion of the binding targets for the reduction of energy consumption intensity during the 14th Five-Year Plan, the relevant matters are hereby notified as follows:
1. General requirements
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the decisions and arrangements of the Party Central Committee and the State Council, improve the regulation and control of total energy consumption and intensity, focus on controlling fossil energy consumption, strengthen the effective connection between green certificate trading and dual control of energy consumption, carbon emission management and other policies, stimulate the demand potential for green certificates, consolidate the foundation for the issuance and trading of green certificates, expand the application scenarios of green certificates, and strengthen the mutual recognition of domestic and international green certificates, so as to provide strong support for actively and steadily promoting carbon peak and carbon neutrality.
2. Strengthen the convergence of green certificates and dual control policies on energy consumption
(1) The implementation of non-fossil energy is not included in the total energy consumption and intensity control。 Highlight the key control of fossil energy consumption orientation, and non-fossil energy is not included in the total energy consumption and intensity regulation。 In the "14th Five-Year Plan" provincial people's government's energy conservation target responsibility evaluation assessment, the consumption of renewable energy, nuclear power and other non-fossil energy will be deducted from the total energy consumption of each region, and the energy intensity reduction index of each region will be calculated accordingly.
(2) Promote the inclusion of green certificate trading electricity in the accounting of energy-saving evaluation and assessment indicators。 Adhere to the priority of conservation and energy efficiency, continue to increase energy conservation efforts, effectively strengthen the daily management of energy conservation, resolutely curb the blind launch of high-energy-consumption, high-emission and low-level projects, and solidly promote energy-saving and carbon-reduction transformation in key areas. The green certificate will be used as the basic voucher for renewable electricity consumption, strengthen the effective connection between the green certificate and the dual control policy on energy consumption, and include the electricity corresponding to the green certificate transaction in the "14th Five-Year Plan" provincial people's government's energy-saving target responsibility evaluation and assessment index accounting, and vigorously promote non-fossil energy consumption.
(3) Clarify the method of deducting the amount of electricity traded in green certificates. In the "14th Five-Year Plan" provincial people's governments, the provincial people's governments will implement a renewable energy consumption deduction policy based on physical electricity and supplemented by inter-provincial green certificate transactions. The current statistical system for renewable energy consumption at the national and provincial-level levels will not be changed, and the amount of electricity corresponding to participating in inter-provincial market-based renewable energy trading or green power trading shall be included in the renewable energy consumption of the receiving province according to the physical amount of electricity; In principle, the amount of renewable energy consumption deducted by the receiving province through green certificate trading shall not exceed 50% of the energy saving required to meet the energy intensity reduction target of the 14th Five-Year Plan.
(4) Avoid double deductions for renewable energy consumption。 The corresponding green certificates for inter-provincial renewable energy market-based transactions and green power transactions, as well as green certificates traded within provincial-level administrative areas, shall be included in the renewable energy consumption of relevant regions in accordance with the current statistical rules, and will not be deducted repeatedly in the "14th Five-Year Plan" provincial-level people's governments' energy-saving target responsibility evaluation and assessment index accounting。 The green certificate included in the "14th Five-Year Plan" provincial people's government's energy-saving target responsibility evaluation and assessment index accounting, the corresponding electricity production time is consistent with the evaluation and assessment year.
3. Consolidate the foundation for the issuance and trading of green certificates
(5) Accelerate the establishment of renewable energy projects and the issuance of green certificates。 Implement work arrangements such as full coverage of green certificates, and accelerate the formulation of rules for the issuance and trading of green certificates. Green certificate issuing institutions, together with power grid enterprises, power trading institutions, and renewable energy power generation enterprises, will accelerate the increase in the proportion of renewable energy power generation projects that have been filed and registered, and accelerate the progress of green certificate issuance。 By the end of June 2024, the national centralized renewable energy power generation projects will basically be completed, and the scale of distributed projects will be further improved.
(6) Expand the scope of green certificate trading. Encourage all regions to implement a renewable energy consumption commitment system for new projects, accelerate the establishment of a mandatory renewable energy consumption mechanism for high-energy-consuming enterprises, and reasonably increase the consumption ratio requirements。 Encourage relevant projects to replace renewable energy consumption through the purchase of green certificates and green electricity, and expand the market demand for green certificates. All regions should decompose the responsibility for renewable energy consumption to key energy-using units, explore the implementation of fossil energy consumption budget management for key energy-using units, and offset the excess budget through the purchase of green certificates and green electricity。 Support all kinds of enterprises, especially export-oriented enterprises and industry leading enterprises, to achieve green, low-carbon and high-quality development through the purchase of green certificates and the use of green electricity. Promote central enterprises, local state-owned enterprises, government agencies and institutions to play a leading role, and steadily increase the proportion of renewable energy consumption。
(7) Standardize the green certificate trading system. Relying on the China Green Power Certificate Trading Platform, the Beijing Electric Power Trading Center, and the Guangzhou Electric Power Trading Center to carry out green certificate trading, the specific power generation enterprises and power users shall adopt bilateral negotiation, listing, centralized bidding, etc. Establish a cross-provincial green certificate trading coordination mechanism and trading market. Support the supply and demand provinces of green certificates to lock in the scale of inter-provincial green certificate transactions through intergovernmental agreements in light of the actual situation, and assist business entities to carry out green certificate supply and demand docking, centralized transactions, technical services, and dispute resolution. At this stage, green certificates can only be traded once, and no third party is allowed to collect, store and resell green certificates. All regions shall not adopt compulsory means to simply apportion the task of purchasing green certificates to enterprises, and shall not restrict the inter-provincial transaction of green certificates. The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) have strengthened price monitoring to guide the trading price of green certificates to operate within a reasonable range.
4. Expand the application scenarios of green certificates
(8) Improve the green electricity consumption certification and energy conservation and carbon reduction management mechanism。 Accelerate the establishment of a green electricity consumption certification mechanism based on green certificates, and clarify certification standards, systems and labels。 Study and improve the validity period of green certificates, simplify the certification process for green electricity consumption, and continue to improve the timeliness and convenience of certification. Give full play to the role of green certificates in the accounting of renewable energy production and consumption, and strengthen the application of green certificates in the management system of energy consumption budget and carbon emission budget. Incorporate green certificates into the management mechanism for energy-saving review and carbon emission evaluation of fixed asset investment projects.
(9) Improve the linkage mechanism between green certificates and carbon accounting and carbon market management. Promote the establishment of institutional rules for the inclusion of green certificates in the carbon emission accounting of localities, industry enterprises, public institutions, and key products. Promote research and accounting of modified grid emission factors that deduct green certificates in different application scenarios. Accelerate the study of the functional boundaries and connection mechanisms between green certificates and the national carbon emission trading mechanism and the voluntary greenhouse gas emission reduction mechanism, and clarify the effective ways for various entities to participate in green certificates and carbon market transactions.
(10) Strengthen the support and guarantee of green certificates for the management of product carbon footprints. Incorporate green certificates into the basic methods and general national standards for product carbon footprint accounting, and clarify the general scope of application and identification methods of green certificates in product carbon footprint calculations. In accordance with the principle of mature batch, promotion batch, and continuous improvement, strengthen the application of green certificates in the carbon footprint accounting system of key products. The green certificate factor should be fully considered in the management measures for product carbon label certification. Explore the design of differentiated product labels that reflect the proportion of electricity consumption from renewable sources in specific products.
(11) Promote international mutual recognition of green certificates. Make full use of multilateral and bilateral international exchange channels, vigorously promote green certificates as the basic certificate of environmental attributes of China's renewable energy electricity, and interpret China's green certificate policies and application practices. Encourage industry associations, relevant enterprises, relevant institutions, experts and scholars to actively speak out, promote the connection between the carbon emission accounting methods of international institutions, especially large international institutions, and green certificates, and accelerate the process of international mutual recognition of green certificates. Actively participate in the setting and discussion of international issues, promote the research and formulation of international standards for the issuance, measurement and trading of green certificates, and strive to improve the international influence and recognition of China's green certificates.
5. Strengthen organization and implementation
(12) Strengthen overall planning and coordination. The National Development and Reform Commission and the National Energy Administration, in conjunction with relevant departments, will strengthen the overall coordination of the inclusion of green certificates in the dual control policy on energy consumption and the expansion of green certificate application scenarios. Green certificate issuance institutions, power grid enterprises, and power trading institutions should implement the main responsibility, strictly follow the rules for the issuance and trading of green certificates, and do a good job in the issuance and trading of green certificates in an efficient and standardized manner. Each region may establish implementation rules in light of actual conditions, coordinate and improve the implementation plan of the guarantee mechanism for renewable electricity consumption, strengthen the responsibility of high-energy-consuming enterprises for green electricity consumption, and implement the responsibility for renewable energy consumption to relevant energy-using entities in accordance with laws and regulations。
(13) Strengthen transaction supervision. The National Development and Reform Commission and the National Energy Administration have strengthened the supervision and management of the implementation of the green certificate system and the green certificate transactions of various regions and types of entities. Strengthen spot checks and inspections on the issuance and trading of green certificates, and strictly prevent and strictly investigate and punish false transactions, forgery and tampering with data in the process of green certificate issuance and trading and green electricity transactions. Major violations of rules and discipline shall be transferred to the discipline inspection, supervision and auditing departments in accordance with procedures.
(14) Timely accounting of data. The National Bureau of Statistics, in conjunction with the National Energy Administration, will improve the statistical system for renewable energy consumption, promote the inclusion of non-electric use of renewable energy in the statistics of renewable energy consumption, and gradually establish a statistical system for renewable energy consumption based on green certificate accounting。 The National Bureau of Statistics shall provide the National Development and Reform Commission with national and regional renewable energy consumption statistics in a timely manner on the basis of the basic data of renewable electricity and non-electricity utilization by region calculated by the National Energy Administration。 The National Energy Administration (NEA) has accelerated the construction of a national green certificate issuance and trading system, and strengthened the unified management of green certificate issuance and transaction data. The National Development and Reform Commission (NDRC) took the lead in carrying out the "14th Five-Year Plan" provincial-level people's governments' energy-saving target responsibility evaluation and assessment, and finally approved the energy intensity reduction rate of each region based on the renewable energy consumption statistics provided by the National Bureau of Statistics and the inter-provincial green certificate trading electricity data.
(15) Increase the intensity of publicity. Through major activities such as the National Ecology Day, the National Energy Conservation Publicity Week, and the National Low Carbon Day, we will carry out in-depth publicity and application promotion of green certificates, and enhance the understanding of the whole society about the green certificate system. Coordinate and do a good job in green certificate trading management and energy conservation and carbon reduction training, and improve the business ability level of all types of owners. Strengthen the publicity and promotion of green consumption, encourage all types of energy-using entities to take the initiative to assume the responsibility of renewable energy consumption, and accelerate the formation of green and low-carbon production methods and lifestyles。
