On February 28, the Supreme People's Procuratorate held a press conference on "Handling Every Public Interest Litigation Case with High Quality and Efficiency, Protecting the People's Better Life at a Higher Level". Zhang Xueqiao, deputy procurator general of the Supreme People's Procuratorate, said at the meeting that procuratorial organs across the country have adhered to the perspective of planning for the overall situation and seeking the long-term, consciously served and fought the tough battle of pollution prevention and control in depth, and handled a number of public interest litigation cases in the field of ecological environment and resource protection with high quality and efficiency. In 2023, more than 80,000 public interest litigation cases in this field will be handled across the country.

Zhang Xueqiao said that in order to continue to fight the battle of blue sky, clear water and pure land, the procuratorial organs of the 9 provinces (regions) along the Yellow River should be guided to carry out multi-level protection in the upstream, middle and lower reaches of the river basin according to local conditions. In-depth investigation of non-compliance with the site selection of high-standard farmland construction, substandard quality, "non-agricultural", "non-grain" and other public welfare damages. Give full play to the functional role and firmly guard the "grain bags" of the people. We will intensify efforts to handle cases in areas such as greenhouse gas emissions, the construction of high-energy-consuming and high-carbon emission projects, and the destruction of carbon sequestration and oxygen release functions, so as to promote synergies in pollution reduction and carbon reduction.

As of December 2023, a total of 561 cases have been filed, and 479 sets of ship pollutant receiving facilities, 26 special ship pollution receiving and transshipment terminals, and 216 shore power facilities have been built in ports and terminals, basically realizing the full coverage of the reception and transfer facilities of 3,500 navigable main and tributary wharves in the whole basin, and the full closed-loop supervision of ships on land and shore.
