Shaoxing: Implement the "1+11" policy to further promote the high-quality development of the environmental protection service economy
In recent years, the Ecological Environment Bureau of Shaoxing City, Zhejiang Province has actively integrated into the overall situation of economic and social development, and took the lead in formulating the "Implementation Plan for Further Promoting the High-quality Development of Environmental Protection Service Economy in Shaoxing City" and supporting systemic policies (hereinafter referred to as the "1+11" policy) with the pilot reform of the high-quality development project of environmental protection service economy as the carrier, and fully implemented the supporting policies, better combined the service economy with the improvement of ecology, and consciously integrated the ecological environmental protection work into the overall situation of economic and social development, and achieved remarkable results.
It is reported that "1" is the implementation plan for further promoting the high-quality development of the environmental protection service economy. "11" refers to the linkage reform policy of industrial park planning EIA and project EIA, carbon emission rights management policy, hazardous waste resource utilization policy, fly ash resource utilization project construction support policy, industrial park environmental "green island" construction policy, third-party institution service level improvement policy, "environmental steward" consulting service policy, major project promotion mechanism policy, cyanobacteria prevention and control policy, emission right leasing and cross-regional trading policy, and key industry air pollution prevention and control performance hierarchical management policy.
Focus on improving service quality and helping to create a better business environment
Environmental impact assessment and approval is the key to the implementation of enterprises, and Shaoxing City regards speeding up the reform of environmental impact assessment and approval as the first priority to optimize the business environment. Earnestly promote the dynamic update of ecological and environmental zoning management and control results with high standards, strengthen the reform and expansion of planning EIA and project EIA, streamline the content of project EIA, reduce the EIA level, and implement commitments for filing. Up to now, 167 construction projects in the city have enjoyed dividends. Keqiao Ma'an Chemical Industry Cluster, Shangyu "Future City", Zhuji Ciwu Town Linhang Intelligent Manufacturing Industrial Park, Shengzhou Chongren Town and other areas have implemented the reform of "planning EIA + project EIA". Steadily promote the two national pilot projects of "one certificate" management of pollutant discharge permits, basically complete the construction of an integrated application platform for pollutant discharge permits and ecological environment statistics, and complete a total of 88 reform cases of simultaneous issuance of "two certificates" for environmental impact assessment and pollutant discharge permits. Carry out research on environmental protection service index, design 6 first-level indicators and 29 second-level indicators based on the five new development concepts, and build an evaluation system to evaluate the implementation of various policies for the high-quality development of environmental protection service economy.
At the same time, actively do a good job in guaranteeing the elements. Shaoxing City organizes the implementation of the emission right leasing system, links with the pollution reduction and carbon reduction application platform, establishes a surplus emission right turnover pool, realizes the "self-accounting" of the surplus emission index, formulates the incentive policy for the enterprise to save the emission right into the pool, promotes the recovery of the index, innovates the "point-to-point" agreement + "government-enterprise" leasing model, and has approved 1,298 tons of surplus emission rights for enterprises, which can help enterprises obtain policy subsidies of about 5 million yuan. Six cross-regional transactions of pollutant discharge indicators in the three zones were carried out, with the trading indicators of 36.648 tons/year of chemical oxygen demand and 4.581 tons/year of ammonia nitrogen. From January to September, the city has guaranteed 219 projects to meet the demand for pollutant discharge rights, and the cumulative amount of loans pledged for pollutant discharge rights has reached 8 billion yuan, accounting for 89% of the total amount in the province.
On this basis, Shaoxing City has made every effort to promote major projects, opened a "green channel" for environmental impact assessment and approval of major projects, and the environmental impact report of the Jingling Reservoir Project has been officially approved by the Ministry of Ecology and Environment, which is the largest water conservancy project in the province during the "14th Five-Year Plan" period. Establish a special person assistance mechanism for major projects, carry out tracking services throughout the process, timely coordinate and solve problems such as project approval, pollutant discharge index adjustment, transitional production, and adjustment of near-shore waters reflected in the agglomeration and relocation of chemical enterprises in the urban area, prepare the work node plan and project promotion worksheet in detail, plan 64 key projects in the field of ecological environment, with a total investment of about 47.3 billion yuan, complete the environmental impact assessment and approval of major projects such as East Lake Hi-Tech, Guxian Road, Zhejiang Medicine, and Lianfa Chemical, and the Yuanjin New Material Project has passed the expert review meeting. The EOD project of Shangyu Northern Metropolitan Area (national) and Xinchang Qincun Reservoir Basin (provincial level) is stepping up the preparation of implementation plans.
Focus on reform and energy enhancement, and continue to build an optimal institutional environment
Shaoxing City will continue to promote the "Green Island" model, as an important work to optimize the institutional environment, and actively encourage and guide enterprises to carry out the "intensive construction, pollution control and sharing" and "Green Island" governance model, the implementation of pharmaceutical and chemical enterprises "CDMO" contract R & D and production "Green Island" governance, Guobang Life Science and Technology Industrial Park three waste treatment facilities sharing has been put into operation, Shangyu District Yuyue environmental protection activated carbon recycling "Green Island" project has been completed and is expected to be put into operation in November. At the same time, we will actively promote the resource utilization of fly ash and the recycling of waste activated carbon, carry out the construction of "waste-free brain", build a digital and intelligent supervision system for the whole life cycle of solid waste "replacement, perception, transportation, regeneration and reuse", and Zhuji City has completed the subsidy plan for fly ash resource utilization.
From January to September, a total of 233 enterprises on the positive list were issued, 22 cases of minor non-punishment were exempted, and 1.906 million yuan of fines were exempted, more than 27,800 early warning reminders were pushed for enterprises through "environmental protection e-enterprise management", more than 1,602 self-examinations and physical examinations were guided online, and 405 legal studies were studied.
Shaoxing City takes helping enterprises reduce costs and improve quality as an important part of serving enterprises, and continues to deepen the "point-to-point" directional utilization of hazardous wastes such as industrial waste acid and waste salt, so as to achieve "warehousing and coding, outbound scanning code, and utilization of pin codes", up to now, a total of 191,600 tons of "point-to-point" directional utilization of specific types of hazardous wastes have been carried out, saving a total of 173 million yuan for enterprises. Promote the performance rating of air pollution prevention and control in key industries, lead enterprises to upgrade and transform with differentiated management and control of polluted weather emergencies, 77 enterprises have completed the declaration of air pollution prevention and control performance rating, and 8 enterprises have passed the review and identification of the provincial department. During the guarantee period of major events such as the Asian Games, the above-mentioned enterprises took multiple measures to tap the potential of pollution reduction and achieve orderly emission reduction without affecting production and operation.
Focus on improving governance and efficiency, and strive to create a better ecological environment
Solidly promoting pollution reduction and carbon reduction is the focus of Shaoxing's use of policy momentum to optimize the ecological environment. They actively cooperate with the Provincial Department of Ecology and Environment to do a good job in the carbon reporting, verification, review and other related work of carbon trading into key enterprises (institutions), complete the verification and review of the greenhouse gas emission report of the power generation industry in 2022, and urge the three thermal power companies to fulfill the carbon quota settlement on time, and work with experts from the provincial department to provide door-to-door guidance and assistance, of which Huajia Thermal Power has completed the clearance. Carry out the construction of a collaborative system for pollution reduction, carbon reduction, security and efficiency, accelerate the iterative upgrading and expansion of the "digital intelligence platform for pollution reduction and carbon reduction synergy" in Shangyu District, and the certification of "carbon footprint labeling" of the textile industry in Keqiao District is included in the provincial pilot.
To serve the high-quality development of the economy, we must continue to improve the quality of the ecological environment. Shaoxing City has achieved complete success in the environmental quality assurance work of the Asian Games, and has fought a tough battle of water control, gas control, soil control and waste control. Jointly set up a team of experts to help and improve with public security, procuratorate, court, emergency management, economy and information, fire protection and other departments to go deep into the front line, find problems, and propose solutions. Carry out environmental steward consulting services, and use unmanned aerial vehicles, navigation vehicles, e-enterprise management and other scientific and technological means to analyze environmental problems in key enterprises and key areas. At present, 430 enterprises in the city have carried out "no disturbance" inspections. As of the end of October, the city's air quality excellent rate was 88.1%, PM2.5The concentration was 28 micrograms/cubic meter, and the improvement rate of both indicators was the third in the province. From January to September, the proportion of water quality in the city's provincial control and above sections I.-III. remained 100%.
On the basis of the implementation of active and effective assistance, Shaoxing City also strives to promote the transformation of ecological diversity, actively promote the measurable, mortgageable, tradable and realizable ecological products, and incorporate biodiversity conservation into the top-level design of ecological civilization and the construction of beautiful Shaoxing, "Zhuji Yuangu Adoption and Protection of Precious Reptiles to Promote Public Science Popularization and Education" was selected as a provincial excellent case of biodiversity conservation in 2023, and Shengzhou City has developed ecological health care projects and rural leisure tourism, and has applied for more than 100 projects of various kinds. Two cases in Xinchang County were selected as the first batch of excellent cases of ecological civilization construction practice experience in the province. 8 provincial-level beautiful rivers and lakes in Shangyu District have driven the formation of 19 Internet celebrity check-in points, attracting more than 20 projects in 4 parks to land, and increasing revenue by nearly 250 million yuan.
