Taiyuan has become one of the first pilot cities in the country to peak carbon emissions

The National Development and Reform Commission (NDRC) recently announced the list of the first batch of 35 pilot cities and parks for carbon peaking in China. Taiyuan City and Changzhi High-tech Industrial Development Zone in Shanxi Province are among them.

As an important energy and heavy industry base in China, Taiyuan is a typical resource-based city with a heavy industrial structure, coal-biased energy structure and high-carbon characteristics. In recent years, in order to achieve the strategic development goal of carbon peak and carbon neutrality, Taiyuan has carried out a series of core energy technology research projects around the clean and efficient utilization of coal, new energy, carbon-based new materials, energy conservation and environmental protection, etc., under the leadership of the construction of an innovation demonstration zone for the national sustainable development agenda. We will take the initiative to benchmark against the table, establish a "dual control" mechanism for carbon emission intensity and total amount, continue to promote the green and low-carbon transformation of production methods and lifestyles, and coordinate and promote the governance of mountains, rivers, forests, fields, lakes and grasslands. Strengthen the comprehensive treatment of air pollution sources, implement four major treatment projects, accelerate the construction of the Taiyuan Key Laboratory for Air Pollution Prevention and Control, and the construction of Taiyuan Climate Investment and Financing Comprehensive Service Platform and project construction, and continuously improve the quality of the ecological environment. At present, Taiyuan has built a greenhouse gas monitoring data application platform, with data monitoring, data review, data management, data statistics and data analysis and other functional modules.

"Being selected for the pilot is just the beginning, and how to make the 'pilot' become a 'demonstration' is the key and focus of the work. Taiyuan Municipal Development and Reform Commission said that Taiyuan City will strictly implement energy consumption control, improve the level of online monitoring of energy consumption, promote the modernization of energy-saving management, service and supervision capabilities, carry out in-depth national action on energy conservation and carbon reduction, and guide enterprises to actively adapt to the requirements of green and low-carbon development; It is necessary to optimize and adjust the industrial structure, encourage the development of tertiary industries with relatively low energy consumption intensity, and cultivate and expand strategic emerging industries such as high-end equipment manufacturing, new materials, information technology, and green energy, accelerate the pilot construction of climate investment and financing, establish and improve the library of climate investment and financing projects, guide financial institutions and social capital to increase financial support for pollution reduction and carbon reduction, and create a "Taiyuan model" for climate investment and financing We will strive to build Taiyuan into a national regional central city with high-quality development, high-level opening-up, high-efficiency governance and high-quality life, so that Taiyuan can develop a successful path of sustainable development.
