Environmental impact assessment is one of the core systems of environmental management, and it is the main guarantee for building ecological civilization and protecting and improving the environment. On January 9, at the press conference of Ningxia Hui Autonomous Region's "Consolidating the Guarantee Foundation for High-quality Economic Development", Shang Jing, member of the Party Group and deputy director of the Department of Ecology and Environment of Ningxia Hui Autonomous Region, introduced that in 2023, Ningxia will deeply implement the ecological priority strategy, strengthen the linkage between planning and project environmental assessment, lead high-quality economic development with high-level ecological protection, and achieve full coverage of industrial park planning and environmental assessment.
According to reports, in 2023, Ningxia will comprehensively strengthen the leading role of planning and environmental assessment, strengthen the requirements of ecological priority and green development, highlight key industries, industry-city relations, "four waters and four determinations" and other regulations, realize the full coverage of 22 industrial park planning EIAs, clarify the ecological and environmental protection measures and control requirements of the park, play a regulating role in the optimization and adjustment of the industrial structure and sustainable development, and improve the intrinsic environmental protection and safety level of the industrial park as a whole.
At the same time, Ningxia keeps a close eye on the "six new, six special and six excellent" industries, links the four-level examination and approval departments, implements list-based management, intervenes in advance to check and diagnose, opens up green channels, and makes efforts to do "subtraction" for examination and approval, and "addition" for regulatory services, so as to effectively reduce the institutional transaction costs of enterprises. About 5,000 construction projects in the region have enjoyed the reform dividend, such as the flood control project at the eastern foot of Helan Mountain in Ningxia with an investment of more than 4 billion yuan, which completed the environmental impact assessment and approval work in only 15 working days, providing favorable conditions for the project to start construction. Through the joint commissioning of ecological environment zoning control, planning environmental impact assessment, and project environmental impact assessment, we have helped the smooth implementation of 21×100000 kilowatt thermal power projects in Liupan Mountain and 2×66,000 kilowatts of thermal power in Zhongwei. In terms of ensuring coal supply, the company completed the environmental impact assessment and approval of Dingjialiang Coal Mine and Hongsi Coal Mine, and added 2.5 million tons of coal production capacity in the region. We will make every effort to ensure the environmental impact assessment of the Black Mountain Gorge Water Conservancy Project, and cooperate with the preparation of reports and special studies on the impact on ecologically sensitive areas. Participate in the EIA of the Yinchuan to Zhongwei section expansion and reconstruction project of the Baolan Railway in advance, and sort out the difficulties of the EIA in advance.
In 2024, Ningxia will continue to play the role of EIA service guarantee, strengthen the linkage between planning EIA and project EIA, provide better services, and support the transformation and upgrading of traditional industries and the construction of strategic emerging industry development projects. Accelerate the review of the environmental impact assessment of the planning revision of industrial parks such as Shizuishan High-tech Zone, track and serve the environmental impact assessment and approval of major projects such as the Wangwa No. 2 Mine and the expansion and transformation project of the Yinchuan to Zhongwei section of the Baolan Railway, and make every effort to ensure the construction of major projects. Strengthen the capacity building of environmental impact assessment in key industries and fields of carbon emissions, and incorporate greenhouse gas control into the management of planning and project environmental impact assessments. We will continue to promote the convergence of systems such as ecological and environmental zoning control, environmental impact assessment, pollutant discharge permits, and law enforcement supervision, continue to improve the level of supervision during and after the event, and coordinate the management of pollution reduction, carbon reduction, green expansion, and growth sources, so as to lead high-quality economic development with high-level ecological protection.
