Ningxia has completed the task of clearing allowances for the second compliance cycle of the national carbon market

On January 30, the reporter learned from the Department of Ecology and Environment of Ningxia Hui Autonomous Region that Ningxia has completed the implementation and payment of carbon allowances in the second compliance cycle of the national carbon market.

The completion rate of the national carbon market is one of the important items in the evaluation of the effectiveness of the national pollution prevention and control campaign. Key emitting entities in the power generation industry that are included in the management of carbon emission allowances shall complete the payment and performance of carbon emission allowances before the end of the compliance period。 By the end of 2023, in the second compliance cycle of the national carbon market (2021 and 2022), 36 key emitting enterprises in Ningxia have completed compliance in 2021, with a compliance completion rate of 94.74%, and 38 key emitting enterprises have completed compliance in 2022, with a compliance completion rate of 100%, based on the number of key emitting enterprises that should be complied with. Compared with the first compliance cycle (2019-2020), the compliance completion rate of 82.86% has been significantly improved.

During the compliance cycle, the Department of Ecology and Environment of the Autonomous Region has taken multiple measures to promote the implementation of allowances in the second compliance cycle of the national carbon market, issued detailed implementation rules for the management of carbon emission trading, clarified the obligations of key emitting entities to pay carbon emission allowances, and standardized the process of carbon emission allowance settlement and compliance. Establish a list of problems for key emitting enterprises with difficulties in complying with the agreement, formulate personalized relief plans for the difficulties existing in key emitting enterprises, and actively strive for national policy assistance. Establish a regular scheduling mechanism for the performance of key emitting enterprises, and report the progress of compliance work in a timely manner。 In view of the fact that some key emitting entities are not willing to perform the contract and their attitudes are unclear, a supervision letter was issued to the subordinate underground to further consolidate the responsibility of the carbon quota payment of the compliance units. At the same time, key emitting enterprises are encouraged to carry out carbon emission allowance trading, and a total of 29 key emitting enterprises in the region will participate in the second compliance cycle of the national carbon market. Compared with the first compliance cycle of the national carbon market, the number of participating companies increased by 12, the trading volume increased by about 2.7256 million tons, the trading volume reached 11.29 million tons, and the turnover was 764 million yuan, an increase of 122.7%.

According to reports, in the future, the Department of Ecology and Environment of the Autonomous Region will continue to strengthen overall coordination, actively promote the reform of carbon emission rights, and promote the allocation and settlement of quotas in the performance cycle of enterprises in relevant industries by accelerating the establishment of supporting policies and systems for the reform of carbon emission rights in the autonomous region, strengthening national policy interpretation training, formulating enterprise carbon emission management work manuals, and carrying out carbon emission data quality management and on-site assistance, so as to promote the allocation and settlement of quotas in the performance cycle of enterprises in relevant industries, and fully implement the performance tasks of the national carbon market.
