Fourth, we should fight a good battle to defend clear water. To ensure the effectiveness of the main tributaries entering the Yellow River, we will make every effort to fight the 21-month battle for the comprehensive treatment of rain and sewage diversion, complete the project of improving the quality and efficiency of the sewage treatment plant, carry out the ecological water replenishment work of the Sidaosha River, normalize the emergency support work of the Sidaosha River during the flood season, and establish the water quality guarantee assessment and watershed compensation mechanism of the section entering the Yellow River. By the end of December, the main stream of the Yellow River and important tributaries will be basically completed, and 70% of the remediation tasks will be completed in other river basins. We will further promote the construction of water source standards and standardization, carry out the demarcation and boundary survey of township-level centralized drinking water source protection zones, and complete the adjustment of drinking water source quasi-protection zones in Qingshan District. We will continue to carry out special law enforcement actions on the discharge of wastewater from industrial enterprises up to standard, and strengthen the sewage treatment and discharge control of enterprises in key industries. Deepen the prevention and control of industrial water pollution, and promote the completion of the construction of three sewage resource utilization projects in Jiuyuan Industrial Park, Qingshan Equipment Park and Rare Earth High-tech Zone within the year. Consolidate the effectiveness of the remediation of black and odorous water bodies, and establish a long-term mechanism to prevent the return of black and odorous waters. Implement prevention and control of soil pollution sources, carry out investigations of enterprises involving cadmium and other heavy metals, fully implement safe use and strict control measures, and ensure that the safe utilization rate of polluted cultivated land reaches more than 98%. Strengthen the management of access to key construction land, strictly implement the requirements for carrying out soil pollution surveys on "one residence and two public" land, and ensure that the safe use of key construction land in the city is effectively guaranteed. Supervise and guide 29 key soil pollution supervision units and 7 key groundwater pollution prevention and control units to implement the responsibility for self-monitoring of soil and groundwater and the investigation of hidden dangers. Coordinate and promote the treatment of domestic garbage, sewage, black and odorous water bodies and other rural environmental improvement actions, complete the rural domestic sewage treatment in 79 administrative villages, and consolidate and improve the effectiveness of domestic sewage treatment in rural and pastoral areas of our city.

Sixth, strengthen the comprehensive management of solid waste and the treatment of new pollutants. With the construction of "zero-waste city" as the starting point, we will strengthen the management of industrial solid waste, focus on bulk industrial solid waste such as steel slag and smelting waste slag, accelerate the implementation of key projects such as 2 million tons of steel slag of Baotou Iron and Steel Group, continue to expand the pilot results of collaborative treatment in the fields of ecological restoration of bulk solid waste and abandoned mines, pollution reduction and carbon reduction, road construction, etc., and strive to increase the comprehensive utilization rate of general industrial solid waste by another 2 percentage points, and the intensity of industrial solid waste generation will continue to decline. In conjunction with the emergency management department, organize and guide Guyang County, Shiguai District, and Donghe District to carry out comprehensive treatment of tailings ponds. Strengthen the environmental supervision of hazardous waste, organize and carry out self-assessment and random inspection and evaluation of standardized environmental management of hazardous waste, and strive to "ensure three and strive for one" in the assessment of the autonomous region. Continue to promote the pilot project of hazardous waste collection for small and micro enterprises, and add 2 pilot units. Strengthen the examination and approval of the total amount of heavy metals, organize and carry out statistical surveys of environmental information on chemical substances, cooperate with the autonomous region to carry out the first batch of encrypted monitoring of priority assessment of chemical substances, and promote the implementation of pilot work on the treatment of new pollutants.
