The Standardization Administration of the People's Republic of China recently issued a notice on the special plan for national standards for carbon peak and carbon neutrality and the foreign language version of related standards. According to the plan, there are a total of 114 special plans for the national standard for carbon peak and carbon neutrality, of which 97 are formulated and 17 are revised, and 29 are in foreign languages, all of which are in English.
It is reported that in this batch of national standard plans, the "Carbon Emission Accounting and Reporting Requirements Part XX: Coating Manufacturers" (Plan No.: 20232534-T-606) and the "Carbon Emission Accounting and Reporting Requirements Pigment Production Enterprises" (Plan No.: 20232547-T-606) are led by CNOOC Changzhou Coating Chemical Research Institute Co., Ltd. (hereinafter referred to as Changzhou Coating Institute), Zhonghuan United (Beijing) Certification Center Co., Ltd., Guohengxin (Changzhou) Testing and Certification Technology Co., Ltd., Shandong Dongjia Group Co., Ltd. and other units jointly drafted.
According to Tan Weimin, manager of Guohengxin (Changzhou) Testing and Certification Technology Co., Ltd., the modern coating industry is an important industry in the petrochemical industry. As fine chemical products, coatings are widely used in metal, wood, concrete, plastic, leather, paper, textiles and other different material surfaces, involving construction engineering, equipment manufacturing, consumer electronics, national defense and military industry and other fields of national economy and people's livelihood, and are closely related to production and life.
Tan Weimin believes that the construction of a dual-carbon standard system in the field of coatings will help promote the green and low-carbon transformation and upgrading of the industry, and will also produce a synergistic effect of emission reduction and carbon reduction in the whole industrial chain, helping China achieve the goal of carbon peak and carbon neutrality as scheduled. China is the world's largest producer and consumer of paints. However, at present, the number of small and medium-sized coating manufacturers in China is still large, and the industry concentration is not enough, which brings a large number of low-end process equipment with high energy consumption and high emissions, and the degree of product intelligence and controllability is insufficient, and the pressure on carbon emission reduction in the industry is huge. Although large enterprises have a high subjective enthusiasm to participate in emission reduction and carbon reduction, due to the lag in the release of relevant standards and low operability, the low-carbon transformation of the coating industry has not made much progress.
Tan Weimin pointed out that at present, the coating industry urgently needs to carry out carbon emission accounting for production enterprises, find out the bottom line and lay a good foundation for the follow-up carbon reduction actions such as carbon quota and carbon footprint, and truly contribute to the realization of China's double carbon goal as scheduled.
