On the morning of July 30, a seminar on green and low-carbon development of mobile sources hosted by the Joint Research Center for Green Vehicles and Low-carbon Transportation was held in Chongqing. At the meeting, the "China Mobile Source Green and Low-Carbon Development Report (2023-2024)"(hereinafter referred to as the Blue Book) was released for the first time.

Mobile sources represented by automobiles, off-road mobile machinery, ships, etc. are important means of production in my country's transportation, engineering operations, agriculture, forestry, animal husbandry and fishery. They are of a wide variety and large in quantity, and are facing tremendous pressure from sustainable green and low-carbon transformation.

It is understood that the Blue Book was jointly compiled by the China Academy of Environmental Sciences, China Automotive Engineering Academy Co., Ltd. and the Joint Research Center for Green Vehicles and Low-Carbon Transportation.The Blue Book is based on promoting the green, low-carbon, and high-quality development of the mobile source industry. It consists of six parts: general report, policy section, standards section, technology section, hot section, and data section. It covers development overview, policies and regulations, green and low-carbon technologies, and research. Research and discussion have been conducted in multiple dimensions such as hot spots, remote monitoring big data analysis.

This report systematically studies the development status of green and low-carbon policies, regulations and standards for mobile sources in my country. The report believes that the formulation and implementation of mobile source emission standards have promoted the progress of pollutant control technologies, the formulation and implementation of vehicle fuel consumption standards have promoted the progress of energy conservation and carbon reduction technologies, and my country's mobile source green and low-carbon management system will gradually reduce pollution and carbon reduction coordinated control transformation, thereby better supporting the green, low-carbon and sustainable development of my country's mobile sources.

According to reports, the Blue Book provides an in-depth analysis of environmental information disclosure data from 2017 to 2022. From a macro perspective, the prevention and control of pollutants from mobile sources is remarkable, but the environmental pressure is still high. It is imperative to promote coordinated control of pollution and carbon reduction from mobile sources. Judging from the development trend of green and low-carbon technologies for light vehicles, heavy vehicles, and off-road mobile machinery, the green and low-carbon level of light vehicles is developing rapidly, mainly due to the popularization and application of new energy technologies and the further development of pollution reduction and carbon reduction technologies; The green and low-carbon level of heavy vehicles and off-road vehicles has gradually increased, mainly due to the advancement of engine technology and the significant upgrade of exhaust pollutant control technology. The electrification of heavy vehicles and off-road mobile machinery has developed relatively slowly, and the pressure for carbon reduction is still high.

The Blue Book also studies green and low-carbon hot topics such as hydrofluorocarbons for automotive air conditioning refrigerants, carbon emission accounting for automobile life cycle, and non-exhaust particulate matter. The report believes that greenhouse gas emissions caused by my country's vehicle air-conditioning refrigerants are becoming an important source of emissions. It is recommended to accelerate the construction of control standards and incentive policies to promote the research and development and application of refrigerant technologies with low greenhouse effect, good low-temperature heating performance, safe and reliable; my country's automobile industry needs to speed up research on basic databases, accounting models and standards to carry out full-life cycle carbon emission control, and further improve the automobile industry's carbon emission supply chain management and control system; The impact of particulate matter emissions from automobile braking and tire wear has gradually become prominent. It is recommended to formulate and implement non-exhaust particulate matter control standards in conjunction with the European Union and others.

In addition, big data technology will become an important means of mobile source supervision in my country. The Blue Book found through analysis of big data on remote monitoring of heavy vehicles that the annual mileage traveled by tractors is significantly higher than that of trucks and dump trucks. The proportion of tractors with an average annual mileage of more than 100,000 kilometers reaches 42.7%. Tractors and dump trucks emit the most NOx emissions when operating on actual roads. Through big data mining, it is also possible to identify high-emission vehicles, black refueling stations, data tampering behaviors, etc., providing support for the "heaven, earth, car and people" integrated motor vehicle emission monitoring system. Through analyzing the big data on the networking of new energy vehicles, it is found that the operating conditions of new energy vehicles are stable and the radiation range is constantly expanding; but from the perspective of basic elements such as charging time, energy recovery, attenuation consistency and voltage, the development of new energy vehicles is still facing challenges, and issues such as "mileage anxiety" and battery safety are still worthy of attention.
