The "Plan" proposes to take institutional innovation as the core and replication and promotion as the basic requirements, fully implement the spirit of the Third Central Xinjiang Work Forum, thoroughly implement the spirit of General Secretary Xi Jinping's series of important speeches and instructions on Xinjiang work, firmly grasp the strategic positioning of Xinjiang in the overall national situation, and do the work of governing Xinjiang according to law, uniting and stabilizing Xinjiang, enriching Xinjiang with culture, enriching the people and rejuvenating Xinjiang, and building Xinjiang for a long time, and strive to create a demonstration model for promoting the high-quality development of the central and western regions. It will build an important hub for Xinjiang to integrate into the domestic and international dual circulation, serve the construction of the core area of the "Belt and Road", help create the Asia-Europe golden corridor and the bridgehead of China's opening to the west, and make positive contributions to the joint construction of a China-Central Asia community with a shared future.
The plan emphasizes that the Xinjiang Pilot Free Trade Zone will be given greater autonomy in reform, carry out in-depth differentiated exploration, cultivate and expand Xinjiang's characteristic and advantageous industries, and clarify 25 specific measures in 25 aspects, such as creating a first-class business environment, improving the level of trade facilitation, expanding and strengthening traditional advantageous industries, and strengthening economic and trade cooperation with neighboring countries, and strive to build the Xinjiang Pilot Free Trade Zone into a good business environment, convenient investment and trade, agglomeration of advantageous industries, sharing of factor resources, and efficient management. Overall Plan for China (Xinjiang) Pilot Free Trade Zone
The establishment of the China (Xinjiang) Pilot Free Trade Zone (hereinafter referred to as the Pilot Free Trade Zone) is a major decision made by the CPC Central Committee and the State Council, and an important strategic measure to promote reform and opening up in the new era. This plan is formulated for the construction of a high-standard and high-quality pilot free trade zone.
1. General requirements
(1) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, coordinate the overall layout of the "five-in-one" and the coordinated promotion of the "four comprehensive" strategic layout, completely, accurately and comprehensively implement the party's strategy for governing Xinjiang in the new era, adhere to the general tone of the work of seeking progress while maintaining stability, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, strive to promote high-quality development, better coordinate development and security, and actively serve and integrate into major national strategies. Persist in promoting high-level opening-up, accelerate the implementation of the strategy of upgrading the pilot free trade zone, give full play to the role of a comprehensive test platform for reform and opening up, and build the pilot free trade zone into a new highland for reform and opening up in the new era.

It will build an important hub for Xinjiang to integrate into the domestic and international dual circulation, serve the construction of the core area of the "Belt and Road", help create the Asia-Europe golden corridor and the bridgehead of China's opening to the west, and make positive contributions to the joint construction of a China-Central Asia community with a shared future.
The Pilot Free Trade Zone will be given greater autonomy in reform, give full play to Xinjiang's geographical advantages of "connecting five ports to eight countries and connecting Europe and Asia all the way", carry out in-depth differentiated exploration, and cultivate and expand Xinjiang's characteristic and advantageous industries. After three to five years of reform and exploration, we will strive to build a high-standard and high-quality free trade zone with a good business environment, convenient investment and trade, agglomeration of advantageous industries, sharing of factor resources, efficient management coordination, and outstanding radiation and driving role.
Second, the location layout
(1) Scope of implementation
The implementation area of the Pilot Free Trade Zone is 179.66 square kilometers, covering three areas: Urumqi Area (including 30.8 square kilometers of the 12th Division of the Xinjiang Production and Construction Corps; including 2.41 square kilometers of the Urumqi Comprehensive Bonded Zone), Kashgar Area of 28.48 square kilometers (including 3.81 square kilometers of the Third Division of the Xinjiang Production and Construction Corps; including 3.56 square kilometers of the Kashgar Comprehensive Bonded Zone), and 16.58 square kilometers of Khorgos Area (including 1.95 square kilometers of the Fourth Division of the Xinjiang Production and Construction Corps; including 3.61 square kilometers of the Khorgos Comprehensive Bonded Zone).
The development and utilization of the pilot free trade zone shall comply with the relevant laws and regulations on land use, ecological environmental protection and planning, conform to the territorial spatial planning, and meet the relevant requirements of saving and intensive land use.
(2) Division of functions
Relying on the geographical advantages of the linkage development of inland ports and airports, the Urumqi Area has strengthened the construction of a land-port national logistics hub, focusing on the development of international trade, modern logistics, advanced manufacturing, textile and garment industry, biomedicine, new energy, new materials, software and information technology services and other emerging industries, actively developing modern service industries such as science and technology education, cultural creativity, financial innovation, and exhibition economy, and creating an important platform for exchanges and cooperation with neighboring countries such as Central Asia. Relying on the advantages of international trade and logistics channels, the Kashgar Area will expand and strengthen the export-oriented economy, focus on the development of labor-intensive industries such as intensive processing of agricultural and sideline products, textile and garment manufacturing, and electronic product assembly, vigorously promote the processing of imported resources, actively cultivate modern service industries such as international logistics and cross-border e-commerce, and build a commodity processing and distribution base connecting Central Asia, South Asia and other markets. Relying on the advantages of cross-border cooperation and a national logistics hub of land border ports, the Khorgos Area will focus on the development of modern service industries such as cross-border logistics, cross-border tourism, financial services, and exhibitions, expand and strengthen industries such as characteristic medicine, electronic information, and new materials, and create a new model for cross-border economic, trade and investment cooperation.
3. Main tasks and measures
(1) Accelerate the transformation of government functions
1. Create a first-class business environment. Take the lead in promoting the construction of "digital government", improve the efficiency of government operation, promote the digitalization, standardization and intelligence of services, and create a benchmark for the whole of Xinjiang. The pilot free trade zone will be given greater autonomy in reform, and all the economic and social management powers that can be delegated by the Xinjiang Uygur Autonomous Region and the Xinjiang Production and Construction Corps will be delegated to the pilot free trade zone in accordance with the law if there is actual need and meets the conditions for decentralization. Explore the implementation of food business licenses and other "licenses and licenses". The Pilot Free Trade Zone is authorized to directly accept and approve the production licenses of important industrial products such as food-related products through a notification and commitment system. Explore delegating the authority to issue seed production and business licenses for crop seed import and export enterprises to the provincial-level agricultural and rural departments in Xinjiang, and at the same time strengthen management to promote the standardized and orderly development of the seed market. Support Urumqi in building a "Silk Road Economic Belt Legal Zone", improve the legal service mechanism, gather high-quality legal service talents, and actively introduce more foreign-related legal service institutions with international influence. Enhance legal service capabilities, set up a team of foreign-related legal experts and lawyers, establish a database of foreign-related legal service experts, carry out international legal and compliance training, and improve the level of legal protection.
2. Enhance the capacity and level of cooperation in scientific and technological services. Promote the construction of national technology innovation centers in wind power generation and other fields, and continue to promote the construction of "Belt and Road" joint laboratories. Lay out and build Xinjiang laboratories with regional characteristics, optimize and upgrade the key laboratories of the autonomous region, and carry out basic research, applied basic research and cutting-edge technology research closely around characteristic industries. Explore the establishment of joint laboratories or joint research centers with Central Asia and other neighboring countries in the fields of agriculture, energy, resources, environment, medicine and health, and build a platform for integrated research, exchange and training of scientific and technological talents. Establish entrepreneurship and innovation maker bases and technology transfer centers in China-Central Asia and other regions, and build scientific and technological achievement incubation bases and science and technology business incubators.
3. Adhere to ecological priority and low-carbon development. Promote major ecological and environmental protection reform measures to be piloted in pilot free trade zones, and guide and support pilot free trade zones to carry out ecological civilization demonstration and creation. Encourage enterprises in the pilot free trade zone to carry out voluntary carbon emission reduction, and promote eligible enterprises to participate in carbon emission trading. Implement a system for disclosing environmental information in accordance with the law, explore and improve mechanisms for environmental credit evaluation and restoration, and promote the establishment of an environmental credit evaluation system. We will explore synergistic pathways for pollution reduction and carbon reduction, and support the construction of green and low-carbon ecological parks. Expand the application scenarios of "three lines and one order" (ecological protection red line, environmental quality bottom line, resource utilization upper line, and ecological environment access list), strengthen the support of ecological environment zoning control results for ecological, atmospheric, solid waste and other environmental management, and promote the green transformation of industrial development. Continue to improve the management efficiency of EIAs in key areas and industries, and give full play to the prevention effect of the EIA system at the source. In areas with low atmospheric environmental capacity, key gas-related industries should implement the requirements for equal replacement of production capacity, and strive to build a green industrial structure with high technology content, low resource consumption and low environmental pollution.
(2) Deepen the reform of the investment sector
4. Promote investment liberalization and facilitation. Complete mechanisms for guaranteeing foreign investment services, effectively ensuring that foreign-invested enterprises fairly participate in government procurement, bidding and bidding, standard-setting, and other matters in accordance with the law, and support eligible enterprises in equally enjoying industrial and regional development policies. Encourage the establishment of foreign-funded R&D centers, and lower the entry threshold in terms of R&D expenses, the number of full-time R&D personnel, and the purchase of equipment. Support the adoption of a "platform + park" and "institution + enterprise" sharing, openness and cooperation development model, and the construction of national industrial cooperation parks.
5. Enhance the level of foreign investment and cooperation. We will build a system for promoting foreign investment policies, providing service guarantees, and preventing and controlling risks, and build a window for enterprises to "go global" and a comprehensive service platform. Encourage and support enterprises in the pilot free trade zone to carry out foreign investment in Central Asia and other neighboring "Belt and Road" countries in the fields of energy resources, new materials, specialty medicine, and agricultural product planting through joint ventures, cooperation, mergers and acquisitions, equity participation, etc., so as to connect with domestic industries, complement each other's production capacity, and develop in a coordinated manner. Improve the management of outbound investment and enhance the facilitation of non-financial outbound investment.
(3) Promote the innovative development of foreign trade
6. Improve the level of trade facilitation. Accelerate the construction of a "single window" for international trade in China (Xinjiang), and enrich the application of local characteristics such as cross-border e-commerce and logistics collaboration. Expand imports of high-quality agricultural products and food from Central Asia and other neighboring countries. Take the lead in promoting the full coverage of the "green channel" for rapid customs clearance of agricultural and sideline products at border ports. Expand the import of Chinese medicinal materials with special characteristics from neighboring countries, carry out batch risk assessment of imported Chinese medicinal materials urgently needed in Xinjiang, such as water lilies, colchicum, chamomile, pomegranate flowers, roses, and ox tongue grass, and accelerate the signing of bilateral protocols. Explore the closed-loop supervision model of imported barley processing into forage sprouts. Relying on the China-Kazakhstan Khorgos International Border Cooperation Center (hereinafter referred to as the Cooperation Center), we will strengthen cooperation with neighboring countries in the fields of agricultural products and food risk information exchange, testing and law enforcement, and mutual assistance. Promote technical cooperation and exchanges on inspection and quarantine safety in the China-Central Asia region, and build a platform for the exchange of information on regulations and standards between China and Central Asia. Promote the coordinated development of comprehensive bonded zones and pilot free trade zones. Implement the joint supervision model of "port + unloading place" for important mineral products. On the basis of meeting regulatory conditions, explore the creation of an intensive supervision model for international mail, international express mail, and cross-border e-commerce. Implement hierarchical inspection and classified supervision of imported commodities for border people's mutual trade. Do a good job in the pilot work of the acceptance of imported resource commodities, encourage the participation of third-party inspection and testing institutions that meet the qualification requirements, and further improve the efficiency of customs clearance.
7. Cultivate new forms and models of foreign trade. Promote the construction of border warehouses and overseas warehouses, encourage advantageous enterprises to build overseas warehouses in Central Asian countries, and build a multi-warehouse linkage cross-border container transportation model. Support qualified border trade centers and commodity markets to consolidate the foundation for the development of market procurement trade, and apply for pilot market procurement trade methods in accordance with procedures. Gather functional enterprises such as supply chain management and trade intermediaries, explore the development of offshore trade, and cultivate transit consolidation and international distribution business with global resource allocation functions. Support eligible enterprises in the Pilot Free Trade Zone to carry out bonded maintenance business of high-tech, high value-added and environmental protection requirements such as construction machinery, rail transit, aerospace and so on in accordance with the comprehensive bonded zone maintenance product catalog. Establish a "three ones" supervision model of "one inspection, one transportation, and integrated operation" for bonded warehousing of vehicles. Integrate the resources of advantageous agricultural products such as grain and cotton in Central Asia, and support qualified grain processing and cotton spinning enterprises to do a good job in grain and cotton import business.
8. Promote the integrated development of domestic and foreign trade. In the pilot free trade zone, we will carry out pilot trials of domestic and foreign trade integration, focus on advantageous industries such as cotton spinning, tomatoes, and silicon-based, make full use of existing support policies, and support enterprises to integrate operations, develop markets, and cultivate brands. Accelerate the construction of a standard system for the whole industry chain of characteristic products, promote the coordination and docking of standards for cotton, tomato, and silicon-based products with international standards, and improve the level of consistency between internal and external standards. Coordinate and promote the construction of cotton certification system and build a cotton certification brand with international influence. Give full play to the role of key trade promotion platforms, with the help of large-scale comprehensive exhibitions such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, and the China International Consumer Goods Expo to carry out the work of organizing exhibitions and attracting investment, arrange a certain area to exhibit and sell special products, and give booth fee reductions and exemptions to exhibitors. Strengthen public services for non-commercial overseas exhibitions, and support enterprises to participate in international exhibitions of special products. Strengthen cooperation with industry associations to carry out activities for special products to enter supermarkets, e-commerce platforms and wholesale markets. Organize e-commerce platforms and offline retail enterprises to hold themed consumption activities for special products, and promote e-commerce platforms to set up special areas for special products.
(4) Create an open characteristic industrial system
9. Expand and strengthen traditional advantageous industries. Vigorously develop textile terminal industries with strong employability such as clothing, develop the cotton textile industry with high quality, build a national high-quality cotton yarn production base, and improve the employment capacity of the textile and garment industry. Use the existing paraxylene (PX) production capacity to build a refining and chemical textile industry chain. Support the development of labor-intensive industries such as textile, garment, and electronic product assembly, shoes, hats, leather goods, and bags in the Pilot Free Trade Zone. Improve the standardization and scale level of the processing industry of special products such as forest fruits, wine, and dairy products, and create characteristic and advantageous brands. Support Xinjiang to undertake the transfer of export-oriented, especially labor-intensive industrial chains in the eastern region, and build an important node for industrial chain cooperation in Eurasia by integrating the primary products of Central Asian countries, scientific and technological innovation of European countries and the manufacturing capacity of high-end components, so as to form an industrial system with Xinjiang characteristics and improve employment absorption capacity. Relying on traditional advantageous and characteristic industries, we will increase the cultivation of characteristic industrial clusters for small and medium-sized enterprises, and promote the development of specialized, refined, special and new small and medium-sized enterprises.
10. Promote the transformation and upgrading of the manufacturing industry. Relying on the existing petrochemical industry foundation, we will promote the extension of the chain and the strengthening of the chain. We will build a national strategic mineral resource base and a non-ferrous metal industrial base, and increase the proportion of non-ferrous metals converted locally. Promote the development of bonded ore blending business in comprehensive bonded zones. Accelerate the development of rail transit equipment, agricultural and animal husbandry machinery, agricultural product processing equipment, textile special equipment, construction and mining machinery and equipment and other manufacturing industries, and accelerate the formation of advanced manufacturing clusters. Support the industrial transfer of advanced equipment manufacturing industry in the central and eastern regions, open up supporting links in the equipment manufacturing industry such as green casting, and accelerate the development of new energy auto parts supporting industries. Expand the commercial market of general aviation, promote the construction of related infrastructure, vigorously develop the whole industry chain of general aviation such as aircraft manufacturing and maintenance, general aviation flight, education and training, emergency rescue, etc., and build a general aviation industry cluster. Strengthen the security emergency response industry and cultivate a national security emergency response industry demonstration base. We will build a characteristic pharmaceutical industry, build a production base for bulk APIs, and include qualified innovative drugs and Chinese patent medicines in the national medical insurance drug list and essential drug list.
11. Promote the innovative development of the digital economy. Accelerate the construction of digital infrastructure, build a comprehensive digital service platform, support the pilot free trade zone to give full play to Xinjiang's energy and climate advantages to build data centers, drive the transfer of data center-related industries to Xinjiang, and promote Xinjiang's active participation in the construction of the "Eastern Data and Western Computing" project and its integration into the national computing network system. Accelerate the construction of international communication facilities and contribute to the construction of the Digital Silk Road. Support Xinjiang to face Central Asian countries and accelerate the deployment of software and information technology service enterprises. Provide policy support for the digital transformation of small and medium-sized enterprises and accelerate the digital transformation of enterprises. Support the Urumqi Area and Central Asian countries in carrying out data and information exchanges and cooperation in an orderly manner in accordance with the law, and promote the interconnection of data information services, Internet services and other fields.
(5) Deepen financial services and open innovation
12. Enhance financial service functions. Encourage non-financial enterprises and financial institutions in the Pilot Free Trade Zone to innovate cooperation methods and deepen exchanges and cooperation with financial institutions in the Belt and Road countries. Support overseas financial institutions to establish new corporate financial institutions such as banks, insurance, and securities in the pilot free trade zones in accordance with laws and regulations. The establishment, alteration, and termination of branches below the branch level (excluding branches) of Chinese and foreign-funded banks in the Pilot Free Trade Zone, as well as the approval of the establishment, relocation, and revocation of insurance branches and below branches, and the approval of the qualifications of senior management personnel, will be changed from ex-ante examination and approval to ex-post reporting. Encourage banking financial institutions to increase financial support for the construction of infrastructure and supporting facilities in the pilot free trade zone in accordance with the principles of rule of law and marketization. Support the development of futures bonded delivery, financial leasing, warehouse receipt pledge financing and other businesses in the Comprehensive Bonded Zone of the Pilot Free Trade Zone.
13. Promote investment and financing facilitation. Under the premise of compliance with laws and regulations and controllable risks, banking financial institutions are encouraged to innovate the financial service model of science and technology, and continuously improve the level of financial services for science and technology enterprises in the pilot free trade zone. Improve the bond financing support mechanism, and promote the issuance of green corporate bonds and green debt financing instruments by enterprises. Expand the coverage of export credit insurance, and support enterprises in the pilot free trade zone to carry out online policy financing through the "single window" and cross-border financial blockchain service platform.
14. Expand the cross-border use of RMB. Relying on bilateral intergovernmental cooperation platforms and linkage mechanisms, we will promote cross-border RMB settlement with Belt and Road countries in areas such as bulk commodity trade, overseas contracted projects, and border people's mutual markets. Expand cooperation with commercial banks in the Belt and Road countries, and encourage direct bilateral transactions in local currencies and cross-border cash transfers. Under the premise of compliance with laws and regulations and controllable risks, the construction of service cooperation centers will explore and carry out financial business innovations such as the transfer of trade financing assets by financial institutions in the pilot free trade zone to the countries jointly built by the Belt and Road.
15. Establish and improve financial risk prevention and control systems. Adhere to the system concept and bottom-line thinking, strengthen the identification of major risks and the prevention of systemic financial risks, rely on information technology to innovate risk research and judgment and risk prevention and control methods, establish a joint prevention and control mechanism, improve the financial classification supervision mechanism, strengthen anti-money laundering, anti-terrorist financing and anti-tax evasion work, crack down on illegal financial activities, and continuously improve the ability to prevent and control financial risks.
(6) Build a comprehensive logistics hub connecting Europe and Asia
16. Build a modern comprehensive transportation hub system. Promote the construction of Urumqi Airport Economic Zone, and promote the linkage development with the international dry port area. Accelerate the construction of Urumqi dry port-type national logistics hub, and promote the construction of an airport-type national logistics hub. Solidly promote the comprehensive freight hub to supplement and strengthen the chain, promote the integration of cross-transportation modes, strengthen regional coordination and linkage, and serve the stability and smoothness of the industrial chain and supply chain. Promote the construction of a national backbone cold chain logistics base. Strengthen the function of the International Mail Exchange Bureau (Exchange Station), and explore the construction of "China Post Central Asia-China Europe Overseas Warehouse Hub Station". Support the development of China-Kyrgyzstan-Uzbekistan road-rail intermodal transport, explore the development of China-Pakistan multimodal transport, cooperate in the construction of China-Kyrgyzstan-Uzbekistan and other railway projects, and promote the construction of inland ports, ports, parks, enterprises and other collection and distribution systems in the pilot free trade zone. Accelerate the modernization of existing ports, enhance the capacity of railway ports, and smooth the multimodal transport corridors and terminal networks in the pilot free trade zone.
17. Innovate logistics and transportation service models. Promote the "one entrustment, one order to the end, and one settlement" of road-rail intermodal transport, explore the establishment of business models and rules and standards that meet the development characteristics of multimodal transport in border areas, accelerate the convergence of international intermodal transport rules and mutual recognition of standards, and promote the "going out" of multimodal transport rules and standards. Explore the development of financial services based on railway transport documents. 18. Promote the innovative development of the economy of inland ports. Support the construction of Urumqi drug import port and improve the operation level of the port. Support the development of bonded aviation fuel refueling business for international flights. Research and carry out international mail and cross-border e-commerce goods on the China-Europe Express (Urumqi) export business. Actively introduce international logistics enterprises, improve logistics services such as circulation processing, packaging, information services, logistics and finance, and build a modern logistics operation system of "channel + hub + network". Support the exploration of the linkage development of ports, accelerate the optimization and upgrading of the "single window", and promote the construction and development of "smart customs, smart borders, and smart connectivity". Rely on existing institutions to build a unified and efficient port supervision system. Carry out comprehensive performance evaluation of ports, clean up and standardize port fees. Improve the joint prevention and control mechanism at ports, and promote the exchange of information, mutual recognition of supervision, and mutual assistance in law enforcement by regulatory departments.
(7) Deepen exchanges and cooperation in various fields of opening up to the west
19. Strengthen economic and trade cooperation with neighboring countries. Give full play to the role of international exchange platforms and multilateral and bilateral mechanisms such as the Shanghai Cooperation Organization, the China-Five Central Asian Countries, and the Central Asian Regional Economic Cooperation (CAREC), and support participation in or hosting activities under relevant frameworks. Continuously improve the three-level linkage mechanism of the cooperation center. We will hold a high-quality China-Eurasia Expo, and explore cooperation with countries that jointly build the Belt and Road, especially Central Asian countries and Shanghai Cooperation Organization countries, to hold national theme exhibitions and industry special exhibitions. Optimize the procedures for handling entry and exit permits at the Cooperation Center.
20. Promote international cultural and educational exchanges. Strengthen international communication capacity-building, innovate overseas promotion models of cultural services, and carry out international exchange activities such as music and dance, cultural heritage, art exhibitions, cultural creativity, and competitive events, so as to create a platform for multicultural exchanges. Support the application for the establishment of a national foreign cultural trade base, and create a number of advantageous cultural products and services with Chinese characteristics and Silk Road elements. The inter-ministerial joint conference mechanism for the work of the pilot free trade zone should play a good role in overall coordination, give full play to the enthusiasm of local and departmental departments, do a good job in the implementation of various reform pilot tasks, and build a high-standard and high-quality pilot free trade zone. The decision of the State Council on temporarily adjusting the implementation of relevant administrative regulations in the Pilot Free Trade Zone shall be uniformly applicable to the China (Xinjiang) Pilot Free Trade Zone. The scope of implementation and application of tax policies in the Comprehensive Bonded Zone and the Cooperation Center in the Pilot Free Trade Zone remain unchanged. The reform policies and measures proposed in this plan shall be handled in accordance with the prescribed procedures if they involve the adjustment of existing laws or administrative regulations. Major matters should be reported to the Party Central Committee and the State Council in a timely manner.
