In the first 10 months, the proportion of days with good ambient air quality in the whole region was 79.9%
On November 28, the reporter learned from the sixth meeting of the Standing Committee of the 13th National People's Congress of the Autonomous Region that the Autonomous Region Department of Ecology and Environment and the research team of the Standing Committee of the Autonomous Region People's Congress respectively submitted Ningxia's 2023 environmental protection report card. The report card shows that this year, Ningxia's environmental protection goals and tasks have been completed well, and the quality of the ecological environment in the region has been continuously improved.
According to the report, from January to October this year, the proportion of days with good ambient air quality in the region was 79.9%, and the concentration of PM_2.5 reached 27 micrograms per cubic meter, and there were no heavily polluted weather. The Ningxia section of the main stream of the Yellow River has maintained a stable "Class II. into and Class II out", with 80% of the 20 surface water state-controlled assessment sections being excellent, meeting the requirements of the national assessment targets, and the inferior Class V water bodies and black and odorous water bodies in cities above the county level have been dynamically cleared. The soil environment of agricultural land in the whole region is generally clean, the comprehensive utilization rate of livestock and poultry manure is maintained at more than 90%, and the safe utilization rate of polluted cultivated land and key construction land have completed the national assessment tasks. In terms of pollutant emissions, the emission reductions of the four major pollutants of nitrogen oxides, volatile organic compounds, chemical oxygen demand and ammonia nitrogen have reached more than 14,000 tons, 6,200 tons, 6,000 tons and 550 tons, and the total emission reduction targets of the "14th Five-Year Plan" issued by the state have been completed ahead of schedule.
The whole region focuses on the Ningxia campaign of the Yellow River's "bends", vigorously promotes the comprehensive prevention and control of desertification and the construction of key ecological projects such as the "Three Norths", the "Three Mountains" ecological protection and restoration, the restoration of degraded grasslands, the protection and restoration of wetlands, the control of desertification, Natural forest protection and other engineering measures have been multi-directional, and 50,000 mu of mine geological environment restoration and comprehensive land improvement have been completed, 269,000 mu of grassland ecological restoration, 208,000 mu of wetlands have been protected and restored, 654,000 mu of desertification land have been controlled, and 930 square kilometers of soil erosion have been controlled.
Accelerate green and low-carbon development, implement the goals of "dual carbon" and "dual control", coordinate the promotion of energy conservation and carbon reduction, do a good job in the implementation of carbon neutrality and carbon peak implementation opinions and carbon peak plans, strengthen the verification of carbon emission reports of key emitting enterprises, include key emitting enterprises in the national carbon emission quota management, and actively promote the reform of carbon emission rights. In the first half of the year, the energy intensity of the whole region decreased by 4.2%, which was 3.6 percentage points higher than the national average.
Our region has also carried out a special rectification action for ecological and environmental violations in the whole region and a special supervision on the normalization of the "four preventions", paid close attention to the central ecological and environmental protection inspection, the disclosure of the ecological environment warning film in the Yellow River Basin, and the rectification of the ecological and environmental protection inspection of the autonomous region, and solved a number of outstanding environmental problems that the masses have strong reactions to. Up to now, 16 of the 29 rectification tasks in 2023 have been rectified and accepted, and 13 have been rectified and are waiting to be accepted.
In addition, the report also pointed out that there are still problems in our region, such as the improvement of ambient air quality is still unstable, agricultural non-point source pollution has not been effectively controlled, the water quality of some water sections is still unstable, and energy consumption substitution is facing many constraints.
